Bevaring av samisk kulturarv: En digital fremtid for fotografier og film
Samiske fotografier og audiovisuelle samlinger er avgjørende for å forstå Norges historie og kultur. Selv om disse samlingene lenge har vært lagret i arkiver og biblioteker, er de fortsatt lite brukt i forskning. Et nytt forprosjekt ledet av Riksarkivet i samarbeid med Nasjonalbiblioteket har som mål å endre dette ved å legge grunnlaget for en digital forskningsinfrastruktur som gjør samiske kulturarvsamlinger lettere å finne, bruke og forstå.
Fotografi og film har spilt en sentral rolle i å forme oppfatninger av det samiske folket og deres kultur. Riksarkivet - inkludert Samisk arkiv - og Nasjonalbiblioteket har betydelige samlinger av samiske fotografier og filmer. Metadata – informasjonen som beskriver dette materialet – er ofte ufullstendig og mangler samiske perspektiver. Dette gjør materialet vanskelig å finne og kan gjenskape eksisterende skjevheter og stereotyper. Ved å forbedre og standardisere metadata vil disse materialene bli mer søkbare og brukervennlige for forskere, samiske samfunn og allmennheten.
Dette arbeidet er ikke bare avgjørende for forskning, men også for samisk selvforståelse og selvbestemmelse. Prosjektet vil i stor grad basere seg på deltakelse fra samiske interessenter for å sikre at historien skrives og bevares på deres egne premisser. Prosjektet vil også bygge på internasjonale standarder for urfolks datastyring, som CARE-prinsippene (Collective Benefit, Authority to Control, Responsibility, Ethics), og bidra til etisk bruk og forvaltning av disse samlingene.
Det endelige målet med forprosjektet er å legge grunnlaget for en større desentralisert infrastruktur for samiske kulturarvssamlinger, hvor metoder og løsninger kan anvendes på en rekke materialer og institusjoner.
This application proposes a pre-project for the development of an infrastructure for metadata enrichment of Sámi photographs and audiovisual material in national heritage collections, as well as access to these collections. The National Archives of Norway and The National Library of Norway are the two national heritage institutions in Norway with the most extensive collections of Sámi photographs and audiovisual material.
Today, Sámi photographs and audiovisual material and collections are underused in research despite their potential within fields such as Sámi language and language development, culture, society and Norwegianization politics. One important obstacle is the fact that Sámi heritage photographs and audiovisual material are part of different collections and are kept in different institutions. The fragmentation makes the Sami photographs and audiovisual materials difficult to and use for research purposes.
The pre-project has a high degree of Sámi participation and will be headed by the National Archives. The Sámi Archives - a part of the National Archives - will play a key role in the pre-project, drawing on in-house expertise and the expertise of their Sámi and indigenous people networks. The pre-project will also collaborate with Sámi research communities, in order to define best practices and identify the needs for metadata and access for different research disciplines.
The Truth and Reconciliation Commission has stressed the obligation for the Norwegian society, as a contribution to the continued reconciliation process in the aftermath of the report, to increase awareness of the Norwegianization policies, injustices and stereotypes the Sámi people have been subject to in the past.
The pre-project provides an opportunity to explore methods of standardized metadata enrichment of Sámi photographs and audiovisual material on a limited scale.
