Voluntary Initiatives and Nonprofit-Public Sector Collaboration for the Inclusion of Children and Youth in Norway

Frivillige lavterskeltilbud kan tette hullene i offentlige tjenester for barn og unge ved å bidra til bedre å nå ut til denne gruppen og til økt støtte og deltakelse. Tilbudenes rolle i å fremme sosial inkludering og hvordan de supplerer offentlige tjenester er imidlertid lite utforsket. Prosjektet har som mål å finne ut hvordan frivillige lavterskeltilbud, på egen hånd og gjennom samarbeid med offentlig sektor, kan bidra til å sikre at alle barn og unge har tilgang til og støtte fra de tjenestene de trenger uavhengig av omstendigheter. Prosjekt vil for det første undersøke sosiale risikoer knyttet til at unge opplever å bli ekskludert fra offentlige tjenester og frivillige tilbud som supplement og alternativ. For det andre vil prosjektet se på hva som foregår i disse frivillige tilbudene og hvordan de kan hjelp barn og unge. For det tredje vil det belyse hva som får frivillig-offentlig samarbeid til å fungere, men også eventuelle hindringer som kan stå i veien for godt samarbeid. Til slutt har prosjektet som mål å bidra til bedre praksis, samarbeid og politikk på området i samarbeid med frivillige organisasjoner, offentlige tjenester og andre interessenter. Prosjektet søker blant annet å belyse hvordan situasjonen til unge mennesker i risiko blir forstått, hvordan frivillige tilbud og det offentlige setter inkludering, støtte og oppfølging av unge ut i praksis, samt dynamikken i frivillig-offentlig samarbeid. For å undersøke dette baserer prosjektet seg på casestudier av frivillige lavterskeltilbud med deltakende observasjon og intervjuer og analyse av surveydata om barn og unge. Prosjektet er et samarbeid mellom Institutt for samfunnsforskning og NORCE Norwegian Research Centre og tre frivillige organisasjoner, Norges Røde Kors, Redd Barna Norge og Kirkens Bymisjon. Ved å integrere forskning og praksis, sikter prosjektet som å utvikle kunnskap som kan bidra til å forbedre eksisterende praksis og føre til innovasjon i støtte og oppfølging av barn og unge.

Voluntary low-threshold initiatives aimed at young people, such as activity houses, social programs and leisure time offers, can help ensure that vulnerable children and youth receive the support they need through activities promoting social inclusion and by facilitating outreach, support and engagement by public services. However, existing research on the role of such initiatives and their interaction with public services remains critically unexplored. FILLICOLL aims to address this knowledge gap by examining how voluntary initiatives can contribute to inclusion of young people at risk and supplement public services in the welfare, education and health sectors. More specifically, the projects asks how such initiatives, on their own and through collaboration with the public sector, can ensure that all children, youth and young adults have access to and receive the support they need regardless of circumstances. In tackling this question, the project has the ambition of furthering the research frontier by generating cutting-edge scientific knowledge and contributing to better practice and interaction to solve challenges in the practice field. The project comprises four work packages that focus on 1) mapping cumulative risks associated with young people's exclusion from public services and the role of voluntary activities as alternatives, 2) describe practices in voluntary low-threshold initiatives and the benefits they have for children and youth, 3) identifying conditions, barriers and drivers for voluntary-public sector collaboration in support of vulnerable children and youth, and 4) using the knowledge generated in the project towards better practice, collaboration and public policy. The project is a collaboration between Institute for Social Research and NORCE Norwegian Research Centre in the scientific field and Norwegian Red Cross, Save the Children Norway and Norwegian Church City Mission, all three of which provide low-threshold activities for young people.
