Russian Indigenous peoples organizations and their diplomatic agencies in the Arctic and beyond

Prosjektet setter søkelys på engasjementet til urfolks organisasjoner (IPO) i forhold til sine respektive stater, og hvordan organisasjonene har blitt en integrert del av et endret geopolitisk og geoøkonomisk landskap. RINDIP skal undersøke russiske IPOer sin diplomatiske opptreden ved å se på det siste tiårets handlinger og diskurser på ledende internasjonale arenaer, herunder FN organisasjoner og Arktisk råd, særlig etter invasjonen i Ukraina. Prosjektet søker å avdekke forskjellige typer og grad av endring når det gjelder måten IPOene blir (geo)politisert på. Det er også et mål å undersøke hvordan russiske myndigheter ut fra strategiske formål, forsøker å bruke organisasjonene, samt hvordan disse responderer på statlig geopolitikk i og utenfor arktisk. Prosjektet vil belyse hvordan den nye geopolitiske situasjonen påvirker og endrer Russlands interaksjon med IPOene og IPOenes egenforståelse, for slik å bidra til debatter om mekanismer for å fremme menneskerettigheter og IPOenes kapasitet til å handle. Det teoretiske rammeverket vektlegger begrep som offentlig diplomati, diplomatisk kapasitet, og transcalar aktivisme. Gjennom tre arbeidspakker skal vi utvikle (i) et begrepsmessig rammeverk og metodologiske redskaper for å (ii) vurdere pågående aktiviteter i en todelt IPO sektor som grunnlag for å (iii) analysere utviklingen av disse to gruppenes narrativer rettet mot et globalt publikum, samt vurdere deres evne til å influere endring i urfolks situasjon i Russland.

Against the backdrop of an evolving geopolitical and geoeconomic landscape, there remains a significant gap in the understanding of academics and policymakers regarding the role of Indigenous Peoples Organizations (IPOs) from Russia in influencing Russia’s new public diplomacy initiatives in the Arctic and beyond. Key questions arise: Who are these Russian IPOs diplomats? What are their objectives, targeted audiences, and instruments? To what extent do these IPOs function as collaborators with the Russian state, aiding its public diplomacy and enhancing its soft power? Are they still capable of advocating for human rights to improve the rights of Indigenous peoples within Russia? This project draws on previous Indigenous activists’ work and research and is designed to contribute to the research and policy-making agenda concerning IPOs as non-state public diplomats acting under the constraints of the authoritarian regime. The project aims to examine the IPOs’ diplomatic capacities (agencies) and the underlying factors that either facilitate or limit their effectiveness in the current geopolitical era. By dissecting the intricate relationship between IPOs, the Russian authoritarian state and foreign publics, the project seek to uncover the various types and degrees of (geo)politicization that Russian IPOs have undergone over the past decade, especially following the invasion of Ukraine. The research adopts a relational approach to new public diplomacy, examines transcalar advocacy of IPOs,using International Relations concepts, and utilizes framing analysis from the social sciences. The study will blend fieldwork (outside Russia) with desk research, concentrating on the IPOs and the narratives they construct and disseminate at major multilateral diplomacy forums in the Arctic and on a global scale.
