Potetskrell, et biprodukt fra industriproduksjon av potet (pommes frites, flak, chips mm.) er en råstoff ressurs som kan bli bedre utnyttet til nye formål. Skrellet er nemlig en rik kilde på antioksidanter, stoffer som planter naturlig har i seg for å beskytte mot skadelige UV-stråler og reaktive forbindelser som oksygen radikaler. Antioksidanter behøver vi også å tilsette i matvarer for å beskytte og ta vare på umettet fett så det ikke blir harskt og vondt i kontakt med luft. I dag brukes flere ulike syntetiske stoffer i matvarer for å hindre oksidasjon av fett og oljer. Men det er reist bekymring rundt sikkerheten for bruken av dem. Matvareindustrien, myndigheter og forbruker ønsker derfor å fjerne flere syntetiske antioksidanter og erstatte dem med naturlig alternativer. Det er imidlertid svært få slike produkter som er godkjent og tilgjengelig på markedet. Prosjektet Peel Preserve, som har et klart bærekraft mål, skal vise om et uttrekk av antioksidanter laget på industrielt potetskrell råstoff kan fungere som konserveringsmiddel og erstatte noen av de stoffene som brukes i dag. Tre næringsmiddelbedrifter skal teste potetskrell-ekstraktet i noen av sine produkter og utføre både interne og eksterne analyser på effekten. Men en viktig forutsetning for at potetantioksidant kan tas i bruk som nytt tilsetningsstoff i mat er at det blir godkjent av den Europeiske matsikkerhets myndigheten (EFSA) og gitt et E-nummer. Prosjektet skal igangsette denne lengre flertrinns godkjennings prosessen. Parallelt skal det utvikles en forretningsmodell og nødvendig beskyttelse rundt teknologien. Dersom industrien etter testingen av potetantioksidanten, vurderer denne som er god erstatning til konkurransedyktig pris, og en EFSA-godkjenning kan oppnås på sikt, åpner det for å kommersialisere et naturlig plante-basert produkt til beste for forbruker og for miljøet. Bak prosjektet Peel Preserve står Høgskolen i Innlandet i samarbeid med Nofima og Klosser Innovasjon.

Preserving foods with potato peels: Industry-relevant validation and first regulatory assessment of a new natural antioxidant

Hvordan former etterretning russisk innenrikspolitikk og utenriks- og sikkerhetspolitikk? Dagens Russland karakteriseres ofte som en «KGB-stat». Nåværende og tidligere etterretningsoffiserer, inkludert president Putin, dominerer i økende grad politikk og økonomi, og bringer med seg kultur, verdensbilde, nettverk og metoder som er typiske for russisk etterretning. Dette er godt kjent, men det er lite systematisk og teoretisk basert kunnskap om hvordan etterretning faktisk påvirker russisk politikk. For å endre på dette har RUSINTELSTATE samlet et team av håndplukkede, internasjonale Russland-eksperter innen etterretningsstudier, kulturstudier, samtidshistorie og internasjonale relasjoner. Anglo-amerikanske etterretningsstudier (for ikke å snakke om statsvitenskap og internasjonale relasjoner) ser gjerne på politikk og etterretning som atskilt. Etterretning forstås snevert, som en spesifikk form for kunnskap som skal gi politisk nøytral beslutningsstøtte. Denne normative tilnærmingen er imidlertid dårlig tilpasset Russland, en autoritær, personalistisk stat med en distinkt historie. RUSINTELSTATE, derimot, a) analyserer etterretning i videre forstand, som aktører, aktiviteter og kultur; og b) anerkjenner at etterretning og politikk ikke kan forstås atskilt. Etterretningsaktører (organisasjoner/nettverk) kjemper for innflytelse ved å posisjonere seg politisk. Etterretningsaktiviteter (kunnskapsproduksjon) både påvirker og blir påvirket av politiske vurderinger. Etterretningskultur – hele spekteret fra propaganda-narrativer til dyptfølt ideologi – både former og blir formet av oppfatningene til aktørene. Vi framholder at verken den russiske staten eller dens etterretning kan forstås atskilt. Vårt begrep ‘hybrid etterretningsstat’, som understreker den gjensidige innflytelsen mellom russisk politikk og etterretning, er et bedre redskap til å forstå russisk utenriks- og sikkerhetspolitikk, og gjør oss bedre i stand til å håndtere dens utfordringer mot vår sikkerhet.

How does intelligence shape Russian domestic politics and foreign and security policy? Intelligence is ubiquitous in Russia. Current and former intelligence officers, including President Putin, increasingly dominate politics and economy, bringing with them the culture, world-view, networks, and methods of the Russian intelligence community. This is widely acknowledged, yet how it impacts Russia’s foreign and security policy is still poorly understood by academics. Both intelligence as such and its role in IR remain under-theorized, and research on Russian intelligence is highly compartmentalized. To change this, RUSINTELSTATE enlists a team of carefully selected international Russia experts from the complementing fields of intelligence studies, cultural studies, contemporary history, and IR. Moving beyond the models of ‘the KGB state’ on the one hand and ‘intelligence-as-a-tool’ of the state on the other, we advance the novel theoretical perspective of the Russian Hybrid Intelligence State. This allows for a nuanced and culturally and contextually sensitive approach based on the recognition that neither the Russian state nor its intelligence can be understood in isolation from each other. Contrary to the traditional and often normative notion of intelligence as a specific type of knowledge, we employ a wide definition of (state-centered) intelligence as actors, activities, and culture, which allows us to analyze the different ways in which intelligence and politics influence each other: a) actors (services/networks) vying for influence by positioning themselves; b) activities (knowledge production) that may both be heavily influenced by political considerations and influence these considerations; and c) culture, i.e. both narratives created for propaganda and deep-seated beliefs of the intelligence services, as well as everything in between. This makes us better equipped to understand Russian foreign/security policy, and to deal with its challenges to our security.

The Russian Hybrid Intelligence State

Kan saueavl være viktig får å bekjempe klimaendringer? Svaret er faktisk ja! Grunnen er at sauer produserer metan, en drivhusgass som bidrar til global oppvarming. Hva om vi kunne avle sauer som slipper ut mindre metan? Dette er selve essensen i prosjektet "Sustain Sheep."
I dette internasjonale samarbeidsprosjektet involverer forskere fra ulike land (Irland, Storbritannia, New Zealand, Frankrike, Norge og Uruguay) seg i avansert teknologi kalt Portable Accumulation Chambers (PAC) – mobile klimakamre – for å måle metanutslipp fra sauer. Gjennom disse målingene skal man dykke ned i genetikken bak metanutslipp og fôreffektivitet. Resultatet blir anbefalinger for nye avlsmål for sau for å redusere klimafotavtrykket. Potensialet og kostnadene knyttet til implementering av disse avlsmålene vil også bli grundig vurdert.

I Norge vil data fra Sauekontrollen og en genomisk referansepopulasjon bli utnyttet for å analysere genetikken bak metanutslipp hos sauer. I tillegg vil maskinlæring bli anvendt for å avdekke sammenhengen mellom sauens vekt, fôrinntak og metanutslipp. Det vil videre undersøkes hvor effektivt det er å selektere sauer med lavere metanutslipp ved å bruke en simuleringsmodell, en såkalt digital tvilling, av det norske avlsprogrammet for sau. Avslutningsvis vil effekten av å avle for redusert metanutslipp fra sau på klimagassutslippene per kilo slakt produsert bli beregnet ved hjelp av en gårdsmodell. Effekten på de nasjonale klimagassutslippene vil også bli vurdert.

Breeding can be a cost-effective way of reducing enteric methane (CH4) emissions from sheep, by direct selection for CH4 emissions or indirectly through improved productivity. Currently there is under-adoption of these measures as benefits are not captured by the market. Sustain Sheep builds on the successful Joint Call ERA-Net project Grass To Gas and will create infrastructure for incorporation of low environmental impact into national breeding schemes that dovetails into the IPCC inventory. Sustain Sheep is unique as all partner countries (Ireland, United Kingdom, New Zealand, France, Norway and Uruguay) have invested in the same CH4 measurement technology (Portable Accumulation Chambers). 
Sustain Sheep will 1) review the current scientific status of the potential to breed sheep for reduced CH4 emissions (WP1), 2) investigate genetics of CH4 emission and feed efficiency and model the mitigation potential from breeding and give recommendations for new breeding goals (WP2), 3)  forecast uptake rates, cost and abatement of breeding for reduced CH4 emissions (WP3) and 4) determine the best mechanism for dissemination and implementation of project result to maximize stakeholder involvement (WP4). 
In Norway, genetic and genomic analyses of data from the Norwegian Sheep Recording System and the genomic reference population recorded for CH4 emission will be done by NSG (WP2.1). Machine learning to investigate  relationships between GHG emission, ewe live weight and feed intake will be applied and validated by NMBU (WP2.2). The expected response to selection for breeding goals including enteric CH4 and/or feed efficiency will be predicted by NMBU using a digital twin of the Norwegian sheep breeding scheme and data from WP2.1, and the effect on emission intensities (kg CO2-equivalents per kg product) will be investigated using a whole-farm model. The impact of alternative breeding goals on GHG emissions at national level will be quantified using IPCC methodology (WP2.3).

Reducing sheep methane emissions: sustainability in practice via new breeding goals

I Norge har det vært en økende trend til å benytte regnbueørret (Oncorhynchus mykiss) i oppdrett på grunn av dens raske vekst og toleranse for et bredt spekter av miljøforhold. I dag utgjør regnbueørret 5 % av den årlige produksjon av laksefisk i Norge. Produksjonen har økt med 14 % det siste tiåret, dvs. fra 14453 til 85233 tonn, noe som gjør regnbueørret til den nest mest produserte arten etter atlantisk laks. Til tross for den store interessen er oppdrett av regnbueørret begrenset på grunn av ulike produksjonsutfordringer. Næringen er bl.a avhengig av sesongbasert rognproduksjon. En utfordring er redusert tilgang på rogn i perioden fra juni til oktober, hvilket resulterer i en 5-måneders periode uten tilgang på stor settefisk, fra mars til juni året etter. Videre er forståelsen av hvordan ulike miljøfaktorer initierer og påvirker utviklingen av sjøvannstoleranse dårlig dokumentert. Bl.a. er overføring til sjøvann basert på kroppsstørrelse i stedet for osmoregulatorisk kapasitet. Av den grunn kan settefisken møte ulike helse og velferds utfordringer etter overføring til sjøvann, noe som kan forklare økende dødelighet (rundt 10 %) og høy forekomst av taper fisk (rundt 10 %) i sjøanleggene. Denne utfordringen påfører oppdrettere betydelige økonomiske tap og representerer et velferdsproblem.
I Sande-prosjektet har vi som mål å utvikle nye produksjonsprotokoller for regnbueørret, fra rogn til stor settefisk, basert på optimalisert temperatur, lysrytme og vannkvalitet. En kritisk faktor i prosjektet vil være testing og validering av nye oppdrettsprosedyrer for å kontrollere fiskevekst og utviklingshastighet for å forlenge eller forkorte smoltproduksjonsperioden og tidspunkt for utsetting til sjø. I tillegg vil vi utvikle nye verktøy og analyser for å vurdere smoltkvalitet og tidspunkt for smoltvindu. Denne kunnskapen vil utgjøre en ny biologisk protokoll som tar sikte på å forbedre produksjonen av settefisk av regnbueørret, og som kan leveres til sjøanlegg hele året.

Idéen bak dette prosjektet er å utvikle en sesong uavhengig protokoll (Best Management Practice, BMP) for regnbueørret, fra befruktet rogn til leveringsklar smolt (settefisk), basert på optimalisert temperatur, lysrytme kontroll og styrt vannkvalitet (CO2 nivå), herunder kartlegge konsekvenser på fiskens ytelse, fysiologi, helse og produksjonstid. 
Prosjektet vil innbefatte tre feltforsøk som gjennomføres hos Sande Settefisk. I første forsøk vil effekt av temperatur på tilvekst, helse og kvalitetsutvikling hos regnbueørret i RAS bli kartlagt. Ett sentralt spørsmål vil være; Hvor mye kan vi endre produksjonstiden til ørret i settefiskfasen i vekstintervallet 20 til 400 gr gitt at snitt-temperaturen endres fra 12 til 8?C.  Dette spørsmålet er viktig da en forsinkelse kan benyttes til å dekke perioder hvor oppdretter står uten settefisk som følge av underskudd på egg om våren. Videre vil vi kartlegge hva som er optimalt lysregime under styrt smoltutvikling, herunder gir best smoltkvalitet. Avslutningsvis vil vi undersøke sammenheng mellom variasjon i vannkvalitet (CO2 nivå) på velferd, tilvekst, helse og kvalitet hos regnbueørret. En viktig del av utviklingsarbeidet vil være teste og validere en nyutviklet analyse for vurdering av smoltkvalitet hos regnbueørret (1. Innovasjon). Basert på positive funn og en integrert tolkning av samspillet mellom biologi, drift og vannmiljø, vil vi foreslå analysemetoder og strategier som bedrer fiskens kvalitet og tilvekstpotensial. Kunnskapen vil sammenfattes i en ny biologisk protokoll (BMP, 2. Innovasjon) for optimal sesonguavhengig produksjon av høykvalitets regnbueørret.  I sum vil prosjektet bidra til å sikre en jevn tilgang på settefisk som kan overføres til sjø hele året, og derav styrke oppdrett av regnbueørret i ett bærekraftig fremtidsrettet perspektiv.

Sesonguavhengig produksjon av regnbueørret

Politics and Security in the Arctic (POPSARC) tar utgangspunkt i to overordnede spørsmål. For det første, hva kjennetegner vestlige alliertes tilnærminger til sikkerhet i Arktis de senere årene? For det andre, hva kjennetegner samspillet mellom disse vestlige allierte i Arktis, innenfor nøkkelområder av sikkerhetspolitikken? Mye forskningslitteratur har i de senere årene sett på Russland og Kinas ambisjoner for og tilstedeværelse i Arktis, samt vestlige aktørers reaksjoner og tilsvar på disse to statenes signaler og opptreden. Mindre oppmerksomhet har blitt viet endringer i dynamikken og samspillet mellom allierte på vestlig side. Her vil POPSARC bidra til å skaffe til veie oppdatert kunnskap.

Prosjektet fokuserer på åtte stater: De syv arktiske statene Norge, Danmark, Island, Finland, Sverige, Canada og USA, samt Storbritannia - som definerer seg som Arktis' nærmeste nabo. Forskningsteamet vil undersøke disse statenes tilnærminger til og samspill i arktiske sikkerhetsspørsmål på tre områder i perioden 2014-2026: Diplomati, militært samarbeid og infrastruktur-styring. Prosjektet trekker på et teoretisk rammeverk hvor ideer om utenrikspolitiske handlingsrepertoar, felleskapsbygging og differensiering står sentralt. Dette rammeverket vil bli brukt til å analysere endringer i diskurs og observerbare samhandlingsspraksiser på de tre områdene. På den måten vil prosjektet gi verdifulle innsikter til forskere, men også beslutningstakere og den opplyste allmennheten.

At a time marked by major international turbulence – war in Europe, the breakdown of established diplomatic fora, the entry of new actors and stakeholders – there is an urgent need for also understanding the approaches of and interaction dynamics between Western allies operating in or near the Arctic. Power Politics and Security in the Arctic (POPSARC) addresses this knowledge need. While there is a rapidly growing body of literature tracing and unpacking the ambitions and actions of Russia and China in the Arctic, and Western actors’ responses to their moves, limited scholarly attention has been given to the (changing) fabric of allied interactions in the region. POPSARC will theorise, trace, and unpack allied interaction patterns in and around the Arctic.

Doing so, the project asks two questions. First, what characterises Western allies’ current approaches to security in the Arctic? Second, how are allied interactions in the Arctic sphere materialising – in statements, strategies, and observable material practices – across key security domains? Zooming in on the time period 2014-2026, the POPSARC team will study Western allies’ approaches to and interaction patterns in Arctic security across three domains: Diplomacy, military collaboration, and infrastructure governance. Theoretically, it will employ a theory framework organised around the concepts of foreign policy repertoires, community-building, and differentiation. Empirically, it combines the study of dominant and alternative representations in official and wider political and discourses, with a study of observable interaction practices in the domains of diplomacy, military collaboration, and infrastructure governance. In terms of output, the project will deliver academic articles, events, talks, popular publications, and social media engagement. Project results will add to the knowledge production on Arctic security, help policy makers arrive at better-informed decisions, and educate members of the public.

Power Politics and Security in the Arctic

Adaptation to climate change requires in-depth understanding of climate change driven risks, including their determinants (hazards, exposure and vulnerabilities) and impacts to human, production and natural systems. Integrated Research Infrastructure Services for Climate Change Risks (IRISCC) is a consortium of diverse and complementary leading research infrastructures (RIs) covering disciplines from natural sciences to social sciences, across different domains and sectors. IRISCC provides scientific and knowledge services to foster cutting-edge research and evidence-based policymaking to improve Europe's resilience to climate change. IRISCC ensures a “one-stop-shop” for various user communities on climate change risk related RI services by setting up a dedicated Catalogue of services and related access management system both for granting transnational (onsite and remote) and offering virtual access. The Catalogue of services will be built through three consecutive releases, each delivering increasingly integrated services to its user communities. The IRISCC service integration will include Service Design Labs employing co-design and transdisciplinary action, and Service Demonstrators benchmarking the integrated cross-RI services. In addition to services aimed towards the scientific community, IRISCC will offer knowledge services aimed towards policymakers and other stakeholders. This is done together with risk management platforms. The research enabled by IRISCC contributes to future reports on climate change effects (IPCC, IPBES) as well as policy- and decision-making to meet the targets of climate adaptation strategies. IRISCC contributes to training a new generation of scientists to efficiently use RI services and for data stewardship. Data from IRISCC will be open and made available in compliance with FAIR principles and linked to European initiatives such as EOSC. Strong links will be created between IRISCC and current and future efforts under Horizon Europe.

Integrated Research Infrastructure Services for Climate Change risks

Akvakultur står for halvparten av all fisken som konsumeres av mennesker og har derfor en betydelig role i matforsyningssystemet vårt. Dessverre er denne industrien stadig truet av infeksjonssykdommer, noe som truer både bærekraft, dyreveldferd og matsikkerhet. Å finne vaksiner og terapeutiske løsninger på slike infeksjonssykdommer er av høy prioritet, men vår begrensede forståelse av immunforsvaret til fisken har ført til få gjennombrudd i praksis. Vi har nylig oppdaget et mandel-lignende lymfeorgan, kalt “Nemausean Lymfeorgan (NELO) i Sebrafisk og laks, i gjellehulen en struktur som fungerer som hovedinngangen for patogener og er involvert i mange sykdommer som påvirker opprettsfisk. NELO inneholder mange immunforsvarceller og viser involvering i immunrespons. Denne oppdagelsen foreslår at NELO spiller en viktig rolle i fiskens immunforsvar når den nedkjemper infeksjoner. Hovedmålet med dette prosjektet er å undersøke NELOs rolle i fiskens immunforsvar og utforske muligheter for utvikling av vaksiner i akvakultur. For å oppnå vårt mål vil vi først undersøke nøkkeltrekk ved NELO i den mye studerte Sebrafiske. For dette vil vi bruke avanserte bildeteknikker og teknologier som kan markere immunfunksjon på protein- og RNA-nivå. Vi vil deretter undersøke NELO i laks. I tillegg vil vi i samarbeid med internasjonale partnere studere NELOs innflytelse på immunovervåkning under infeksjoner og vaksiner. Resultatene av dette prosjektet vil utvide vår forståelse av fiskeimmunsystemet, bidra til å håndtere utfordringene med infeksjonssykdommer i akvakultur og på lang sikt gi nye innsikter inn i menneskers helse.

Aquaculture faces major challenges posed by infectious diseases. Despite the importance of these issues, our knowledge of fish immunology, which is a crucial defense against infections and the foundation of vaccination strategies, is surprisingly limited. This is especially true concerning the branchial cavity region, even though it represents a major portal of entry for pathogens. We recently used the well-developed zebrafish model to explore the lymphoid organization of the gills and their surrounding tissues. We recently discovered a new mucosal lymphoid organ interconnected with the gill immune network, which we named the Nemausean Lymphoid Organ (NELO). We found that NELO is composed of numerous immune cells (T cells, B cells, and antigen-presenting cells) embedded in a complex network of supporting cells. Whereas it lacks key markers of primary lymphoid organs, it displays several other features of secondary lymphoid organs. Interestingly, the NELO of Salmon shows the same 3D organization, interconnections with gills, and abundance of T cells as the zebrafish NELO. The aim of this project is to determine the function of NELO and its relevance for fish diseases and vaccines. We will use the zebrafish and salmon models in a comparative and cost-effective approach. First, we will precisely define key features such as its entire cell composition, and functions; for this we will combine high-resolution 3D multiplex immuno-histology (immunofluorescence microscopy / in situ hybridization), single-cell RNA sequencing, and functional assays. Major findings in zebrafish will be compared to the investigations in salmon. Then, with collaborators from a European consortium (NucNanoFish), we will inspect antigen-sampling and immune reactions from NELO upon exposure to different diseases and vaccine treatments. Collectively, our data will greatly enhance our understanding of the fish immune system and be important for the aquaculture industry.

POSOR (Political and Societal Violence in Russia)

Det postsovjetiske Russland har et vedvarende voldsproblem. Dette kommer til uttrykk på ulike måter, fra høye drapsrater og utbredt familievold til krigsforbrytelser i forbindelse med militære konflikter. Hvis vi ser på forskjellige indekser for voldsbruk, så ligger Russland klart over de fleste andre land med avanserte økonomier. 
Hvorfor er voldsnivåene i Russland så høye, og hvordan påvirker dette landets politiske og økonomiske utvikling og dets forhold til omverdenen? POSOR undersøker disse spørsmålene ved å studere fenomenet på tre nivåer: (1) statlig bruk av vold mot interne og eksterne aktører, (2) ikke-statlige grupper og organisasjoners voldsbruk (med fokus på høyreekstreme aktører), og (3) vold i nære relasjoner, eller kjønnsbasert vold. Prosjektet er flerfaglig og vil benytte en kombinasjon av tilnærminger for å besvare spørsmålene, inkludert case-studier, dokument- og innholdsanalyse, og kvantitative metoder.

Hvorfor trenger vi ny kunnskap om vold i Russland?

Det finnes en stor forskningslitteratur som tar for seg stat og samfunn i det postsovjetiske Russland, men vold har vært et marginalt emne. Det finnes faktisk ingen systematiske undersøkelser som fokuserer både på årsakene til de høye voldsnivåene og implikasjonene for samfunnet i stort. POSOR-prosjektet tar utgangspunkt i at vold kan spille en viktig rolle både ved å forme politisk og økonomisk utvikling og å bli formet av denne. Uten å forstå de høye voldsnivåenes rolle i Russland, vil vi være dårligere i stand til å analysere landets innenrikspolitiske, utenrikspolitiske og økonomiske utvikling. Videre er det dessverre grunn til å tro at problemet vil kunne øke i årene som kommer. Uansett utfallet av krigen i Ukraina, vil den ytterligere normaliseringen av voldsbruk som denne har medført, følge det russiske samfunnet i lang tid framover.

Considerable levels of violence have been observed in Russia since the disintegration of the Soviet Union. The state has administered large-scale violence through multiple wars, violence has been a key part of the repertoire of non-state actors such as criminal organizations, vigilante groups, and political extremists, and levels of general interpersonal violence have been high. Indeed, Russia stands out from other advanced economies in several respects. In the Violent Societies Index (VSI) Russia has been ranked among the top 10 most violent societies in both the 1990s and the 2000s. In the domain of extreme-right violence for example, Russia’s average rate of fatal attacks per year (adjusted for population size) exceeds rates found in the U.S. by 500% and in Western Europe by 750% . For interpersonal violence in general, independent estimates indicate that Russia’s homicide rate exceeds that of all other European countries. Given this centrality of violence within Russia as both a tool of public policy, and as an outcome of societal tensions, it is possible that Russia will continue to follow an increasingly violent trajectory, posing an even greater threat to its neighbors and to its population. This project will therefore come at a critical time and will inform wider societal understanding of why Russia behaves as it does today, and what possibilities may lie ahead in the near future. Reports and statistics on the level of violence in Russia are relatively well known, but the causes and larger ramifications of political and societal violence in contemporary Russia remain curiously understudied. In this project, we address this gap by asking (1) how to explain the exceptionally high levels of violence in post-Soviet Russia, (2) how the problem of violence affects Russia's political and economic development, and its relationships with its neighbors, and (3) how Russia’s violence problem affects the relationship with its neighbors.

Political and Societal Violence in Russia

Den sikkerhetspolitiske situasjonen i Arktis er utfordrende. Stat-til-stat relasjoner er de mest anspente de har vært siden slutten av den kalde krigen. Hotlines mellom militære kommandosentraler eksisterer, men tillitsskapende tiltak og dialog mangler. Siden mars 2022 har Russland også vært ekskludert fra ulike samarbeidsfora, som Arktisk råd og Barentssamarbeidet.

Spenning i Arktis oppstår ikke først og fremst på grunn av problemer i den arktiske regionen, men på grunn av spill-over fra konflikt i andre deler av verden. Likevel manifesterer spenningen seg i nord i form av militære øvelser, suspendert multilateralt og bilateralt samarbeid og provoserende uttalelser fra russiske politikere. Dette er spesielt tydelig i Barentshavet. Her opprettholder den norske regjeringen fortsatt ideen om «det høye nord, lav spenning» – ikke som en beskrivelse av virkeligheten, men som en ambisjon. På den andre siden av polen, i Beringhavet, dukker det opp en annen sikkerhetsdynamikk i kjølvannet av økt kinesisk-russisk samarbeid.

Hva tillater såkalt "lav spenning" i nordområdene? Hva muliggjorde relativt stabile sikkerhetsforhold frem til 2022? Hvordan fungerer de ulike mekanismene som påvirker staters atferd i Arktis? Hvordan endret forholdene seg etter den russiske invasjonen av Ukraina i 2022? Og hvordan, hvor og med hvilket fokus kan styringsmekanismer utvides, om i det hele tatt?

I løpet av tre år vil vi utforske disse spørsmålene. De første to årene er dedikerte til arbeidspakker strukturert rundt tre dimensjoner (3D) – avskrekking (deterrence), avhengighet (dependence) og dialog – for å forklare sikkerhetsdynamikkene i Arktis både før og etter 2022. Noen av verdens fremste Arktis-eksperter vil sørge for at vi får i gang en debatt om arktiske sikkerhetsforhold. I det siste prosjektåret vil vi ta fatt på to oppgaver: å syntetisere funn gjennom scenarioworkshops, og å koble Arctic «governance» med globale så vel som andre regionspesifikke trender.

Arctic security relations are fraught. State-to-state security relations are the tensest they have been since the end of the Cold War, and efforts to reduce tension have been disbanded. Hotlines between military command centres exist, but confidence-building measures and dialogue are absent. Since March 2022, cooperating with Russia has become difficult or halted altogether.

Arctic tension does not primarily come about because of issues in the Arctic region but because of spill-over from conflict in other parts of the world. Still, tension is manifesting in military exercises, suspended cooperation, and provocative statements. This is particularly apparent in the Barents Sea domain. Here, the Norwegian government still maintains the idiom ‘High North, low tension’ – not as a description of realities, but as an aspiration. On the other side of the Pole, in the Bering Sea, different security dynamics are emerging in the wake of increased Sino-Russo cooperation. 

What allows so-called ‘low tension’ in the High North? What enabled relatively stable security relations until 2022? How do the various mechanisms that influence state behaviour operate in the Arctic? How did relations change after the Russian invasion of Ukraine? And how, where, and with what focus can Arctic security governance mechanisms expand, if at all? 

Over the next 3 years, we will explore these questions in a project led by IR scholar Iver Neumann. The first 2 years are dedicated to work packages (WPs) that grapple with three dimensions (3D) – deterrence, dependence, and dialogue – in unpacking the security dynamics in the Arctic both before and after 2022. Some of the world’s foremost Arctic experts will ensure that we bring the debate on Arctic security relations up to speed. In the final year, we will embark on two tasks: synthesising findings through scenario workshops, and linking Arctic security governance with global as well as other region-specific governance trends.

Unpacking Arctic Security Dynamics: 
A 3D approach to geopolitics in the Barents and Bering Seas

Nedre luftveisinfeksjoner er en betydelig global årsak til dødelighet og sykelighet, og forårsaker omtrent 30–50 prosent av besøk til helsefasiliteter og 20–30 prosent av innleggelser på sykehus i Nepal for barn under 5 år. Virale luftveisinfeksjoner tidlig i livet kan også bidra til utviklingen av astma og kroniske lungesykdommer senere i livet. Dette avhenger sannsynligvis av hvilket virus, eksponering for miljøfaktorer og medfødt sårbarhet (gener). Med C-LUNG bygger vi videre på et langvarig samarbeid mellom forskere og helsepersonell ved NTNU/StOlav, Dhulikhel Hospital/Kathmandu University Hospital (DHKUH) i et nytt forskningsprosjekt. Målet vårt er å forbedre helsen til barn som lider av luftveisinfeksjoner og å finne rimelige måter å forebygge barneastma og kroniske lungesykdommer. Ved DHKUH vil vi etablere diagnostisk testing for de vanligste luftveisvirusene for å identifisere årsaken til infeksjonen hos barn som blir innlagt på sykehuset med luftveisinfeksjoner. Vi vil samle klinisk informasjon om barna og ta blodprøver for å analysere immunresponsen deres. Det langsiktige målet er å avdekke hvordan luftveisinfeksjoner i barndommen påvirker langsiktig lungehelse og utviklingen av kroniske lungesykdommer i lavinntektsland som Nepal. I tillegg skal vi undersøke om en kort kur med steroider kan forhindre utviklingen av kroniske lungesykdommer. På et lokalt nivå har vi som mål å etablere et senter for luftveisinfeksjoner hos barn ved DHKUH for å styrke deres kapasitet til å drive forskning og få tilgang til molekylær diagnostisk testing. Til syvende og sist er våre innsatsområder rettet mot å beskytte helsen til nepalske barn og fremme forståelsen vår av lungehelse i lavinntektsland.

The project's ambition is to improve outcomes in early childhood lower respiratory infections (cLRTI) and to develop affordable prevention of childhood asthma and chronic lung disease in Nepal. The project capitalizes on the long-term collaboration between NTNU/StOlav and Dhulikhel Hospital (DH) researchers and clinicians and our experience in conducting large cohort studies in this patient group in Norway and Nepal. The project builds on a timely local ambition to establish a Center for childhood respiratory tract infections to strengthen local molecular diagnostics and research capacity. To meet our ambition we have designed a clinical prospective C-LUNG Study to establish state-of-the-art knowledge to reveal the role of LRTI in childhood as a determinant of long-term lung health/chronic lung disease in a low-income country (LIC). We will assess etiology patterns in children with LRTI. By strengthening local molecular diagnostic and biobanking of samples for retrospective viral tests, the basis for future surveillance capacity has also been formed. In C-LUNG will follow up children after early-life LRTI, to assess the rate of recurrent LRTIs, wheezing episodes, lung function and compare them to a control group of children without LRI. We will extend traditional outcome assessments including family and child-related QoL effects. In a selection of the LRTI study participants with the highest risk of asthma development, we will evaluate the effects of corticosteroids in a RCT. In addition, we will do in-depth immune profiling of blood from children with different viral infections both at admission and one year later to identify and assess immune dysregulations associated with the development of chronic lung disease.

We are applying for funding for the "International Sustainability Transitions" Conference organised in Oslo between 16-20 June 2024. The conference is organised on behalf of, but not limited to, a large and growing international professional network – the Sustainability Transitions Research Network (STRN). The network includes 3000 persons researching various issues and perspectives on the sustainability transitions, with significant emphasis on understanding societal aspects of climate change. The network is interdisciplinary and global. We expect around 400 scholars to attend the conference, from European countries, in addition to scholars from North America, Australia and global south countries, including Brazil, South-Africa and India. Parts of the conference will also be open to public participation, and the plenary sessions will offer high-level insights from the field with relevance for both public and private sector decision makers. Moreover, we have a specific ambition to be an open community for early career researchers, and have two special events for these groups - one welcome day for getting an introduction to the research field and leading scholars and 2) a professional development workshop where ECSs work senior scholars to develop papers. 

The major institutions  within this community in Norway are co-organising the conference (Norwegian University of Science and Technology, Sintef, University of Oslo and Western Norway University of Applied Sciences), but there is also significant participation from most Norwegian research institutions that work on the theme, including Cicero, Fritjof Nansen Institute, Transport Economic Institute, NIBIO, OsloMet, University of Bergen and more. It will be a very important national event, and it has a significant network building impacts both nationally and internationally.

International Sustainability Transitions Conference 2024

Tensor modEliNg, geOmetRy and optimiSation

TENORS aims to form the next generation of researchers and engineers in scientific computing and data analysis, disrupting the current paradigms of tensor calculus by exploiting cutting-edge research in geometry and optimisation. Tensors are nowadays ubiquitous in many domains of applied mathematics, computer science, signal processing, data processing, machine learning and in the emerging area of quantum computing. The demand for highly trained scientists with a deep understanding of tensor methods and with advanced knowledge  in the geometry of tensor spaces, with skills on the design of efficient algorithms and software handling tensor computation and in the applications of high performance tensor computation is raising, in many fields including machine learning and quantum computation, which are nowadays expanding very quickly.

TENORS contributes to satisfy this demand by fostering scientific and technological advances in the area of tensor sciences, stimulating interdisciplinary and intersectoriality knowledge exchange between algebraists, geometers, computer scientists, numerical analysts, data analysts, physicists, quantum scientists, and industrial actors facing real-life tensor-based problems, in a network of PhD students at its core.

A unique strength of the network is to gather top-researchers of these different domains. 
TENORS will train young scientists in academy or industry in how to exploit the best of these techniques efficiently and disseminate this knowledge to industry. As a truly multidisciplinary network, TENORS will at the same time seek to apply these new techniques to real-life applications thanks to the industrial actors involved in the network.

The objective of SUM is to  transform current mobility networks towards innovative and novel shared mobility systems (NSM) integrated with public transport (PT) in more than 15 European Cities by 2026 reaching 30 by 2030. Intermodality, interconnectivity, sustainability, safety, and resilience are at the core of this innovation. The outcomes of the project offer affordable and reliable solutions considering the needs of all stakeholders such as end users, private companies, public urban authorities.  SUM project will develop five pillars consisting of technological, co-creation, and policy tools to tackle the identified NSM barriers for a typical, car-focused family. These five pillars  can increase the modal share of NSM via targeted push/pull measures and policy recommendations. SUM will introduce a federation of solutions including prediction, scheduling, integrated NSM-PT ticketing, and real-time NSM management. This created ecosystem will reduce the total door-to-door travel times using integrated NSM-PT. This can change the behavior of 34% of travelers using cars and 17% of travelers sceptic about using NSM. The partners in this diverse consortium have access to innovative tools and expertise making them uniquely positioned to tackle the barriers in 9 living labs and 30 organizations across Europe.

SEAMLESS SHARED URBAN MOBILITY

The digital infrastructures research community continues to face numerous new challenges towards the design of the Next Generation Internet. This is an extremely complex ecosystem encompassing communication, networking, data-management and data-intelligence issues, supported by established and emerging technologies such as IoT, 5/6G, cloud-to-edge computing. Coupled with the enormous amount of data generated and exchanged over the network, this calls for incremental as well as radically new design paradigms. Experimentally-driven research is becoming worldwide a de-facto standard, which has to be supported by large-scale research infrastructures to make results trusted, repeatable and accessible to the research communities.
SLICES-RI (Research Infrastructure), which was recently included in the 2021 ESFRI roadmap, aims to answer these problems by building a large infrastructure needed for the experimental research on various aspects of distributed computing, networking, IoT and 5/6G networks. It will provide the resources needed to continuously design, experiment, operate and automate the full lifecycle management of digital infrastructures, data, applications, and services.
Based on the two preceding projects within SLICES-RI, SLICES-DS (Design Study) and SLICES-SC (Starting Community), the SLICES-PP (Preparatory Phase) project will validate the requirements to engage into the implementation phase of the RI lifecycle. It will set the policies and decision processes for the governance of SLICES-RI: i.e., the legal and financial frameworks, the business model, the required human resource capacities and training programme. It will also settle the final technical architecture design for implementation. It will engage member states and stakeholders to secure commitment and funding needed for the platform to operate. It will position SLICES as an impactful instrument to support European advanced research, industrial competitiveness and societal impact in the digital era.

Simulation of Cardiac Devices & Drugs for in-silico Testing and Certification

Despite massive investment in healthcare, huge R&D cost increase and regulatory pathway complexity hamper tremendously commercialisation of new devices & medicines, putting patient populations at risk of not receiving adequate therapy. At the same time, outside healthcare, computer modelling and simulation (CM&S) is precisely recognised to increase speed & agility while reducing costs of development. CM&S can create scientific evidence based on controlled investigations including variability, uncertainty quantification, and satisfying demands for safety, efficacy & improved access. Cardiac modelling has dramatically gained maturity over the last decades, with personalisation to clinical data enabling validation. We selected a number of cardiac devices and medicines where CM&S is mature enough and that represent the most common cardiac pathologies, to demonstrate a standardised and rigorous approach for in-silico clinical trials.  SimCardioTest will bring a disruptive innovation by creating an integrated and secure platform standardising & bridging model simulations, in-silico trials, and certification support. This environment will go beyond the state-of-the-art in computational multi-physics & multi-scale personalised cardiac models. Diseased conditions and gender/age differences will be considered to overcome clinical trials limitations such as under-representation of groups (e.g. women, children, low socio-economic status). Advanced big data, visual analytics & artificial intelligence tools will extract the most relevant information. It is critical that Europe demonstrates its capacity to leverage in-silico technology in order to be competitive in healthcare innovation. SimCardioTest exploitation aims at delivering a major economic impact on the European pharmaceutical and cardiac devices industry. It will accelerate development, certification and commercialisation, and will produce a strong societal impact contributing to personalised healthcare.

Polynomial Optimization, Efficiency through Moments and Algebra

Non-linear optimization problems are present in many real-life applications and in scientific areas such as operations research, control engineering, physics, information processing, economy, biology, etc. However, efficient computational procedures, that can provide the guaranteed global optimum, are lacking for them. The project will develop new polynomial optimization methods, combining moment relaxation procedures with computational algebraic tools to address this type of problems. Recent advances in mathematical programming have shown that the polynomial optimization problems can be approximated by sequences of Semi-Definite Programming problems. This approach provides a powerful way to compute global solutions of non-linear optimization problems and to guarantee the quality of computational results. On the other hand, advanced algebraic algorithms to compute all the solutions of polynomial systems, with efficient implementations for exact and approximate solutions, were developed in the past twenty years.  The network combines the expertise of active European teams working in these two domains to address important challenges in polynomial optimization and to show the impact of this research on practical applications. The network will train a new squad of 15 young researchers to master high-level mathematics, algorithm design, scientific computation and software development, and to solve optimization problems for real-world applications. It will advance the research on algebraic methods for moment approaches, tackle mixed integer non-linear optimization problems and enhance the efficiency and robustness of moment relaxation methods. Specific applications of these approaches to optimization problems are related to smarter cities challenges, such as water distribution network management, energy flow in power systems, urban traffic management, as well as to oceanography and environmental monitoring and finance.
