Sámicosmologies: Exploring Indigenous Knowledge Cultures and Practices of Star-Gazing

This project offers increased understanding of arctic Indigenous cosmologies as a form of environmental knowledge and traces their significance for communities in times of environmental crisis. With a special focus on traditional Sámi cosmologies and Sámi contemporary art, the goal is to explore and trace the appearance of human and non-human protagonists within Indigenous stories, especially about the starry polar night skies. By reappearing each night, these more-than-human figures became haunting entities which provided abstract nature-human relationships with a concrete, sensual and alluring form. Today, Sámi artists refer to these haunting figures to draw attention to their troubled cultural history and the present reality of climate-affected regions. The integration of traditional, recurring ghostly figures from Sámi storytelling – that migrate between the celestial and the earthly, as well as the human and the non-human – stresses the urgency of changing the way humans relate to nature. What is more, these fascinating, haunting and visionary figures provoke speculative futures, in which nature is regarded as a non-human subject. As this concept is becoming increasingly crucial in eco-philosophical debates and policy decisions on environmental justice, this project aims to show that Sámi cosmologies – especially when mediated through art – can play a vital role in changing humans’ perspective on nature.  In recent years, contemporary art has been called upon to give a sensual form to the abstract systematic connections of climate change; the extent of the current crisis is difficult for people to grasp. As a consequence, art is gaining a central role within our societies; it stands at the threshold between sciences, politics and culture. This project deals with art that is engaged in the severe environmental changes of this planet and that stands on the threshold between communicating urgency and being more than a mere messenger of environmental research.

Fostering Linguistic Capital: A Roadmap for Reversing the Diversity Crisis and Activating Societal Benefits in Europe

The FOSTERLANG project aims to have a transformative effect on how minoritised languages are protected, used and promoted in Europe in the context of the competitive societal dynamic between dominant and non-dominant languages. This will be achieved by developing evidence-based diagnostics of the minority-language condition and by suggesting strategic and technologically informed initiatives to protect and enhance their socio-economic position. The project consortium brings the cross-cultural, multidisciplinary expertise of 14 participating organisations in an ambitious partnership of intellectual enquiry on key societal aspects of protecting the EU linguistic diversity. Its members combine strengths and expertise in sociolinguistics, social anthropology, education and pedagogy, language planning, digital innovation, computer science, public policy and language revitalisation. The partners will work in tandem to develop a new societal and institutional dispensation by which minoritised language communities will catalyse their contested linguistic capital to counteract the socio-political and economic forces which continue to undermine a sustainable future for Europe’s linguistic minorities and migrants. The work packages are centred on fostering linguistic capital not only from the perspective of protecting Europe’s multicultural diversity, but also to indicate how linguistic capital can enhance other components of human capital, such as economic, demographic and health-related well-being. The project aligns with strategic priorities of EU and the Horizon Europe programme in fostering societal coherence of different linguistic communities living in their shared spaces. The major outcome will be a Linguistic Capital Road Map which will set out a substantive set of recommendations for the short, medium and long-term on effective and meaningful strategies for fostering Europe’s linguistic capital and for safeguarding grassroots multilingualism.

EU Decarbonisation in Times of Crises: Exploring Social Innovations and Enhancing an Equitable Twin Transition

DeCrises addresses the complex challenges of the European Union (EU)'s twin transition that is reshaping society, the economy, and infrastructure at every level of governance. Through four case studies from the EU and European Economic Area, our primary goal is to pinpoint the gaps in the existing Multilevel Governance (MLG) framework guiding the twin transition and propose solutions that pave the way for an equitable transition.  While the EU committed to achieving carbon neutrality by 2050, recent global crises, such as the COVID-19 pandemic and geopolitical tensions, have added complexity to the twin transition. This underscores the importance of cross-border collaboration and coordinated strategies at various levels of governance. DeCrises focuses on five objectives: To conceptualise a bottom-up MLG framework to foster citizen participation and stimulate social innovation and collaboration for an inclusive twin transition; To develop a robust MLG implementation strategy to translate the vision of a just twin transition across all levels of governance within the EU; To develop an understanding of community-led social innovations as drivers of twin transition and their role in MLG processes; To identify strategies to enhance regional and intra-regional collaboration and resilience; To facilitate and establish channels of collaboration and knowledge exchange between a diverse set of actors and explore ways to enhance policy instruments at various levels of governance. Transitioning to a green future requires significant changes to institutions historically tied to fossil fuels and limited levels of digitalisation. We focus on a shift from top-down decision-making to a more inclusive, democratic approach involving various levels of governance, including governments, businesses, and civil society. Our project provides comprehensive policy recommendations for improvement of MLG to strengthen democratic governance in the EU and ensure a just twin transition.

Driving Sustainable Climate Transition of Video-On-Demand Platforms at a Time of Transformation

The overarching goal of StreamSCAPES is to kick start a new era in forward “thinking and doing” in the ways in which production, consumption and decision-making systems in the Cultural and Creative Industries (CCIs) lead through the sustainable climate transition (SCT) with a particular emphasis on Video-On-Demand (VOD) platforms as central nodes within audiovisual and cultural ecosystems. Specifically, StreamSCAPES will provide (i) an interdisciplinary mapping and assessment of the ways in which it is possible to substantially “green” the operations of VOD platforms in the CCIs, (ii) pilot the transformative impact of VOD platforms to engage in “Blue Skies” generation of ideas through a ‘hubs’ based approach, in the form of a future studies approach with a special focus on children and youth, and (iii) co-test the potential of VOD platforms to contribute to the SCT in line with the European Industrial Strategy and the European Green Deal. To achieve this, a multi-stakeholder team of four core academics and eight key stakeholders, including several European VOD platforms, combines original data and knowledge and collated best practices. StreamSCAPES, among other things, (a) develops robust methods to measure the carbon footprint of VOD platforms and a pilot SCT VOD certification; (b) designs and develops business clinics providing advice on how VOD platforms can best green their business models; (c) develops a StreamSCAPES Dashboard making public data, such as the carbon footprints of VOD platforms, available to policymakers, professionals and citizens; (d) identifies underutilised approaches that can be used by VOD platforms to boost the SCT; (e) delivers a first-aid kit handbook to empower VOD professionals, audiovisual and cultural workers, and citizens to support the SCT in a bottom-up manner, paying particular attention to engaging young people and children in practices and ‘Blue Skies’ imaginations towards innovation.

Political and community engagement, trust and identity among European adolescents and emerging adults

The project will develop and validate measures on adolescents’ and emerging adults’ social, cultural and political identity, their sense of belongingness in different groups, their participation in physical and online communities, their interest in democratic participation and their trust in democratic institutions. The measures will be used to explore and understand 13- and 15-year olds’ political and community engagement in almost all countries in Europe through the survey “Health Behaviour in School-aged Children. A WHO-Collaborative Study” as well as emerging adults turned 18 years of age. Further, qualitative information on adolescents’ and emerging adults’ perspectives of what is political and community engagement to them and how to they act on or communicate their perspectives on key societal issues will be collected and analysed. The project will also identify formal and informal structures for youth democratic participation in a selected number of countries. A key focus here will be to explore adolescents’ and young adults’ participation in communities on social media platforms to learn where and how they communicate their political and community engagement. Finally, the project will develop policy initiatives with adolescents and emerging adults and policy makers using the Co-Create Dialogue Forum tool, including piloting of strategies in Living Labs. Marginalized groups will be given particular emphasis in the analyses to identify need for specific focus in policy development strategies.

Driving inclusive care: economic democracy and social economy

Social economy organisations play a crucial role in tackling social exclusion. However, the development of social economy governance frameworks and their impact on social inclusion remains insufficiently explored. The DICES project aims to bridge this gap with a threefold objective: (i) Enhance understanding of Europe's social economy and identify factors driving its uneven development; (ii) Evaluate the role of social economy organisations in addressing social exclusion and improving services and workplaces; (iii) Recommend policy measures and governance frameworks to unlock the social economy's potential, including strategies for identifying and promoting best practices. DICES, first, establishes a conceptual and empirical framework and conducts a mapping, examining the social economy's integration into welfare governance frameworks. Second, DICES uses 'deep dives' to investigate contributions at local, including in left behind places, and organisational levels, including in the provision of care. This work builds on case studies and pilot actions, a survey, small-scale experiments and other innovative methods. This approach is connected through the identification of conditions that would allow organisational experiments to scale up into institutional experiments. DICES uses interdisciplinary methods across EU and non-EU countries. The project engages stakeholders through co-design of pilot actions and peer review cycles, complementing quantitative and qualitative studies. Stakeholder input helps develop concrete policy proposals. DICES disseminates findings through research papers policy briefs, a digital storyboard, webinars, and toolboxes for policymakers and practitioners to maximise impact on policymakers, stakeholders, and the public.

Integrating Diversity in Social Dialogue: Strengthening the EU's Labour Market in the Digital and Green Age

INTEGRATE-DIALOGUE aims to enhance the inclusiveness of social dialogue in the EU, United Kingdom and Norway, focusing on non-standard workers (NSWs). It addresses the need for their effective representation in the evolving labour market, marked by digital and green transitions, to prevent an increase in inequality, in-work poverty, and social exclusion. The project proposes a comprehensive, multidisciplinary, and comparative approach encompassing multiple countries, business models, various forms of NSWs, and social dialogue at different levels.   The novelty of the initiative is to place NSWs needs, interests and motivations for representation and voice in the spotlight (bottom-up perspective). These findings will be matched by strategies, willingness and distributional costs among social partners to include NSWs in social dialogue processes, and how this is played out in different Industrial Relations and employment regimes (top-down approach). To investigate barriers and facilitators for integrating NSWs into social dialogue, we combine a social science and legal approach. Stakeholder engagement will be used to offer actionable insights and recommendations for policymakers, social partners, and other stakeholders.   Through extensive dissemination activities, including developing an Open Policy Toolbox, we will make social partners able to adjust strategies, and bridge gaps between NSWs and social partner. The ultimate goal is to create a cohesive, effective, and legally robust environment that supports an inclusive and adaptive social dialogue framework, ensuring that all workers are effectively represented and their interests safeguarded in the face of rapid market transformations. The project comprises distinguished scholars located in eight European countries, representing various Industrial Relations and employment regimes. These scholars possesses extensive experience researching non-standard workers and social dialogue, both nationally and comparatively.

To develop autonomous robots that are able to comply with social conventions and expectations, and avoid rejection from humans requires that robots must be aware of the social context in which they operate. To this extent, robots need to be endowed with high levels of reactivity, proactivity, responsiveness, and intelligibility. The Doctoral Network - Industrial Doctorates on Social aWareness for sErvicE roboTs (SWEET) aims at training a new generation of research and professional figures able to advance the development of socially aware robots capable of perceiving, interpreting, and responding to human emotions, intentions, and cultural differences. The training program will offer a diverse curriculum, encompassing theoretical knowledge, hands-on technical skills, and real-world application scenarios. The network's interdisciplinary approach includes various fields, such as artificial intelligence, machine learning, human-robot interaction, computer vision, and cognitive sciences. Doctoral candidates will be immersed in cutting-edge research and innovation, gaining insights from the experience of both industrial and academic acclaimed research groups. The network will place a strong emphasis on ethical considerations and responsible innovation, deploying socially aware robots aligned with societal values and promoting inclusivity.  Doctoral Candidates will also have the opportunity to participate in a unique coaching program for continuous professional development of their soft and leadership individual skills. Integration Milestones following a Scenario-Based Learning approach will provide co-working activities where collaborative design/implementation is fostered. The inter-sectoral collaboration between academia, user groups’ representatives, business developers, and robot manufacturers of the project will further strengthen the novelty and impact of the research and training, and that research results are economically, socially, and technically feasible.

Social aWareness for sErvicE roboTs

Resilience through re-skilling and upskilling for European labour markets in transition

The ongoing global challenges and the twin transition of sectors results in a profound reshaping of the European labour market, jobs and necessary competencies and is likely to lead to skill mismatches. SkillResilience4EU aims to reframe the concept of resilience of the European labour markets under the fast-paced digital and green changes and related challenges, and to outline actionable pathways to narrow the labour market mismatches that this twin transition triggers, through reskilling and upskilling. SkillResilience4EU's objectives are: (1) The development of a novel conceptual framework to understand the impacts of the twin transition on European labour markets, in particular job creation and job destruction processes, and the interplay between the twin transition and other micro and macro drivers of change. (2) The investigation of the complex mechanisms, dynamics, and challenges that European labour markets undergo through the twin transition, and the delivery of recommendations and practical resources to support decision makers in managing the twin transition, focusing on the inclusion of left behind groups and places. (3) The mapping and evaluation of educational and training programmes for reskilling and upskilling and to deliver recommendations and practical resources to support individuals and employers in managing the twin transition, focusing on career guidance and development. (4) The promotion and facilitation of the further uptake of the project’s Key Exploitable Results and other outputs through active and broad dissemination towards key stakeholder groups. It consists of a consortium with interdisciplinary expertise in social sciences and humanities of 7 universities, 2 VET providers and 1 local authority and 8 work packages. SkillResilience4EU will go beyond the state of the art as it can have significant implications on the twin transition of the European labour markets, and the design of relevant policies and education and training practices.

Contentious Politics and Democratic Renewal in Sustainability Transitions

Trans4Demo is an evidence-based and impact-driven set of actions to address contentious politics arising from climate change and sustainable transitions. These conflicts are seen as a critical challenge for democratic systems, and their importance is expected to grow in the future. Authoritarian tendencies and right-wing populism have weakened social cohesion, making large parts of EU populations less willing to change their practices and hindering responses to climate challenges.  The main objective of the project is to investigate the role and evolution of diverse forms of opposition and contentious politics of sustainability transitions, and their impact on democracy. We aim at delivering the temporality-sensitive conceptual framework, practical understandings, and policy recommendations to assist in democracy reinvigoration. By exploring these intersections, we identify specific scientific, consensus-based, and politically normative goals that political communities in diverse European contexts could pursue. Empirically, throughout the project, we will (1) focus on practical understandings of the role of various bottom-up mobilizations against the populist backdrop, (2) identify novel sites of constructive democratic engagement, and (3) address the role of trust in the democratic process, including the validity of electoral processes. Building on this, (4) we will provide sound, research-based policy recommendations that balance bottom-up and top-down perspectives for democratic renewal.  To achieve these targets, we will employ triangulated and participatory methodologies, including case studies and future-oriented methods, developed in collaboration with societal actors involved in the project—from the initial design of the research agenda to fieldwork and dissemination activities.

Remote precision management of turf grass sod production by means of artificial intelligence and satellite imaging

Industrien og offentlig sektor ønsker robotløsninger med høy grad av autonomi som kan operere trygt og effektivt i stadig mer komplekse operasjoner. Og det er gjort mye forskning på å realisere slike systemer. Spesielt har forskning og utvikling på automatiserte funksjoner for robothandlinger (f.eks. griping, kollisjonsunngåelse, baneplanlegging), samt automatisk "høy-nivå" operasjonsplanlegging kommet langt. Men selv for enkle oppdrag eksploderer planleggingskompleksiteten raskt. Videre blir automatisk planlegging ofte utført som en "offline" prosess der miljøet en robot opererer i antas å være statisk, dvs. "stå stille". Miljøene som roboter og vi mennesker opererer i er imidlertid i mange tilfeller ikke statiske.

For å møte disse behovene, vil vi utvikle i ROBPLAN-prosjektet nye metoder innen et vitenskapelig område innen AI kalt automatisert planlegging og handling (AI-planlegging). AI-planlegging handler om å gjøre det mulig for roboter å koordinere sine evner (f.eks. griping, situasjonsforståelse) og håndtere endringer og begrensninger i sine omgivelser for å lykkes med å oppnå sine oppdrag. For å oppnå slik AI-planlegging vil vi bygge på teknikker fra symbolsk AI (dvs. klassisk AI), som involverer strukturert forkunnskap om verden. Og vi vil forbedre disse teknikkene med ikke-symbolsk AI (f.eks. maskinlæring), som kan brukes for å lære av nye data og tilpasse seg endringer i verden.

Vi vil demonstrere prosjektresultater på industrirelevante bruksområder med mobile roboter og ubemannede luftfartøyer (UAV) for blant annet inspeksjon. Prosjektmålene vil bli oppnådd i et tett samarbeid mellom et forskningsinstitutt (SINTEF, prosjektleder), et universitet (NTNU), en sluttbruker i industrien (Equinor) og en industriell droneleverandør (ScoutDI). Prosjektresultater vil skape muligheter for robotikk innen en rekke sektorer som arbeider med inspeksjon og vedlikehold, så vel som andre områder som f.eks. innen landbruk og helsetjenester.

Den nåværende statusen (per november 2021) er at vi har identifisert begrensninger på robotressurser (f.eks. tid, batteri osv.) som en av de viktigste industri-use-casene for AI-planlegging. Og for å adressere use-casene forsker vi på AI-planleggingsmetoder og hvordan de kan integreres i eksisterende (f.eks. ROSPLAN) og nye programvarearkitekturer for planlegging og utførelse - i tråd med målsetningen for ROBPLAN. Dessuten har vi presentert prosjektet på en internasjonal konferanse om robotikk og AI (https://raic-2021.b2match.io/ ). In ROBPLAN we will move the research front by developing methods for AI-based planning and acting - AI planning - to enable robust autonomous robot missions. We will demonstrate results on industrial use cases with mobile manipulators and Unmanned Aerial Vehicles (UAVs) for inspection and maintenance (I&M). The global I&M market is estimated at 450 billion EUR.

The industry and public sector are pushing for robotic solutions with high level of autonomy that can operate safely and efficiently in increasingly complex operations. And great strives have been done to realize stand-alone automated functions for robot acting (e.g., grasping, collision avoidance), as well as for high-level automated planning of missions. However, even for simple missions, the planning complexity quickly explodes, and high-level planning is often performed as an "offline" process where the world is assumed to be static. To enable real-life fully autonomous single- and multi-robot missions, we need robots that can balance long-term planning with the ability to react to immediate events. To meet this need we will develop methods in the ROBPLAN project to tightly combine planning and acting by building on techniques from symbolic AI approaches. Moreover, we will develop methods for distributed robot decision-making during planning and acting to enable multi-robot autonomous missions with and without humans in the loop. 

We will demonstrate results on I&M use cases within the oil and gas industry, but project results will also be applicable in other application domains where autonomous robots are increasingly deployed and can benefit from a higher level of autonomy in operations; agri-food, healthcare and manufacturing. The combination of new scientific results beyond the state of the art and real-life demonstration will increase impact of results both in research and industry.
