Implications of digital transformation for migrant labour

Accelerated by the Covid-19 pandemic, rapid digitalisation has fundamentally transformed European working conditions. While its positive consequences are well recognised, digital transformation also puts a sorely needed part of the European workforce at risk of unemployment, poverty and social exclusion. IDILAB (Implications of digital transformation for migrant labour) investigates the impacts that technological progress and subsequent structural changes have on the labour market integration of migrant workers. By developing a new methodological approach, IDILAB shall provide novel evidence on migrants’ exposure to the process of digitalisation, and formulate evidence-based and innovative policy options for the EU and national governments to improve on the scope and adequacy of national and European policy directed at encouraging a fair digital transition for all, including migrants. The proposed project will contribute with new knowledge on migrants’ own perspectives on barriers and enablers for a sustainable integration in a fast-changing labour market. I, the experienced researcher (Dr Olga Gheorghiev, the Czech Republic), will work with a European centre of excellence (the Research Centre for Digitalisation of Public Services and Citizenship (CEDIC, OsloMet, Norway), and the European Trade Union Institute (ETUI, Belgium) for intersectoral knowledge transfer, career development, and European added value.

CULTUral heritage in RurAL remote areas for creative tourism and sustainabilITY

The main objective of the project is to contribute to the promotion of cultural and creative tourism activities, considering the different capacities, resources, and specificities (material, creative, human...) of the territories, as a mean to help with the sustainable development of peripheral rural areas, favoring job creation and population settlement. For this, the potential of its cultural heritage will be researched, taking into account both the artisan material culture (techniques, materials, patterns and decorative elements), as well as the intangible culture (music, oral knowledge and culinary traditions) as a resource.
 
To promote non-seasonal tourism as a form of sustainable development with a stable population settlement we are going to research the crafts linked to the territory and their implications, but we will also carry out a documentation of the productive processes. First and foremost, we are going to cater to the necessities of the local communities and pay attention to aspects related to societal groups at risk of exclusion, such as women, the elderly and the youth.

All this will be developed from a multidisciplinary perspective, for which we will count on the various teams —most of them linked to different countries— that will be part of the consortium. Each of these partners will contribute to the development, as well as to the final result of the project through input directly related to their area of ??expertise: for example, among the collaborators we have intellectual teams specialized in the digitalization of heritage, research, or communication and dissemination, as well as as various institutions that will act as a testing ground for the more practical parts of the proposal. However, if something will characterize our work, it will be the constant collaboration between all parties, as well as the exchange of advice and experiences that will help to enrich collective knowledge and guarantee optimal results.

POWERING ARTISTIC AND CULTURAL ENTREPRENEURSHIP TO DRIVE THE CLIMATE TRANSITION

PACESETTERS responds to the abstract challenge of the climate transitions by shifting from a model of entrepreneurship based on individual, short-term incentives to one that is driven by co-agency and new capacities to act together in sustainable ways. It does so by examining the concrete circumstances, investigating possible support mechanisms and stress-testing instruments that enable art and culture, creativity and heritage to drive the climate transition.
Therefore, PACESETTERS will set out to:
-Create knowledge from collaborative research to keep pace with the transition
-Propose and test creative business models to set the pace of the transition
-Assess strategies of valorisation to push the pace of the transition
 
This approach will identify and analyse advanced practices that run transversally across the cultural and creative sectors; contextualise the outcomes of co-research in real-world laboratories for social imagination; further develop and promote the preliminary results of experiments in iterative support and evaluation frames. The PACESETTERS approach centres on inclusion, participation and iteration in order ensure that gender equity and diversity inform it at every step and on every level.

The result will be a critical evaluation and all-encompassing demonstration of the actual potentials of the CCIs to drive the climate transition while systematically analysing their impact on micro-, meso- and macro-level:

Strengthening resilience and mental wellbeing through the Support4Resilience toolbox for leaders in elderly care

European elderly care experiences labor shortages, lack of qualified workers and a mismatch between capacity and demands, causing stress, burnout, and reduced mental wellbeing among healthcare workers and informal caregivers. Leaders are crucial in promoting supportive working conditions but lack research-based measures to act upon these challenges.

Support4Resilience (S4R) will develop, implement, and evaluate a research-based Toolbox to support healthcare leaders in improving healthcare workers’ and informal caregivers’ resilience and mental wellbeing in elderly care. S4R will identify resilience and mental wellbeing factors among healthcare workers and informal caregivers; explore their perspectives and needs; develop new theory on the relationship between individual and organizational resilience, and mental wellbeing; and develop recommendations and cost-effective interventions. The Toolbox with tailormade resources for policy and practical use will be available through an open access S4R Resource Bank.

The S4R Toolbox includes three main tools: 1) Mapping and identification, 2) Reflection and education, and 3) Reorganization. Measures are initiated at the organizational level and effects on mental wellbeing and resilience transpire at the frontline of elderly care. The Toolbox covers different situational contexts, types of healthcare providers and health system levels. Elderly care settings in six European countries will implement and evaluate the Toolbox through a process evaluation, effectiveness evaluation, and cost-effectiveness evaluation. 

S4R provides policymakers, decisions-makers and leaders with solutions for taking action to solve specific risks for healthcare workers’ and informal caregivers’ resilience and mental wellbeing. Thus, pertinent to the work programme, S4R will support the development of resilient health systems in European elderly care through improved leadership capabilities, governance structures, and adaptive capacities.

Providing research infrastructure services to support Next Generation EU

This four-year project will harness outputs from key social science RIs in Europe and other reliable sources to support the aims of the ‘Next Generation EU’ programme and to inform EU youth policy. Virtual access will be provided to the outputs through special installations (portals) developed during the project. The core of the proposal is a set of existing research ‘services’, which will be re-purposed and customised to focus directly on the five themes: Make it Green; Make it Digital; Make it Healthy; Make it Strong; and Make it Equal. 

For each area, the consortium will work collaboratively to produce seven sets of resources:

i)	A searchable inventory of relevant variables drawn from multiple cross-national datasets; 

ii)	Analytical summaries, suitable for policy makers and analysts new to the field, as well as interactive resources available through the project portal;

iii)	Harmonised and merged extracts from these datasets that reduce the burden on analysts and increase sample sizes;

iv)	New data collected through the ESS’s established CRONOS web panel infrastructure. Eleven countries will field five waves of the panel, each one dedicated to a NextGenEU theme. Free and rapid access to the data will be available through the CRONOS portal alongside analytical summaries;

v)	In-person and virtual deliberative forums with young people (aged 18-34) in four countries covering the five Next Generation EU’ themes;

vi)	An educational tool (E-NextGen) channelling our data for use in classrooms and by the general public;

vii)	Comprehensive training materials related to all project outputs.


Mapping of Longitudinal data of Inequalities in Education

The MapIE project aims to identify mechanisms causing educational inequalities and policies or interventions compensating for them. We do a systematic review of how these have been studied internationally using longitudinal designs. We map existing longitudinal data that we describe in a public metadata database, and we analyse them to describe the mechanisms of inequalities and to identify effective policies and interventions in different local contexts. We focus on the contextual differences between the Nordic and Central European countries that have structurally different education systems. Within national contexts and using comparative research designs, we look at system-, regional- and school-level policies and practices and individual-level factors (e.g. socioeconomic status, immigrant background, gender, special educational needs) that are associated with the development of educational inequalities and the successful prevention of achievement gaps. We publish and disseminate the empirical results of the project through multiple channels to scientific audiences, policy makers and the wider public. At the end, we create a public framework for studying educational inequalities longitudinally in future studies, acknowledging the role of local contexts but aiming for comparability at the European level. 

We implement the project in seven work packages. Our consortium consists of internationally acknowledged experts in large-scale educational assessment research from Finland, Sweden, Norway, Hungary and Luxembourg/Germany. The partners have a long-standing history of collaboration with each other, European researchers, and national and international education policy makers, and they bring extensive longitudinal datasets to the project. The project will considerably strengthen the knowledge base of what shapes educational outcomes over time, how to best support the learning of all students and how to reduce education inequalities in the short, medium and long term.

Contextualized pathways to reduce housing inequalities in the green and digital transition.

The project Reducing housing inequalities in the green and digital transition (ReHousIn) is committed to better understand the impacts of recent crises on housing inequalities across different European regions, especially with regard to the implementation of the green transition launched by the EU. The overall aim is to explore the mechanisms affecting the (re)production of housing inequalities under recent crisis conditions, and the impacts of the EU induced green transition in different national contexts and along different degrees of urbanisation. Based on a contextualized and comparative understanding of the mechanisms (re)producing housing inequalities, ReHousIn inquiries into multi-level pathways and inclusive local housing initiatives to spark innovative EU, national and local policy solutions towards inclusionary and quality housing, mitigating the possible negative impacts of the EU induced green transition. It conducts a comparative, multi-level analysis in 9 European countries – Austria, France, Hungary, Italy, Norway, Poland, Spain, Switzerland, United Kingdom – focusing on attractive metropolitan regions, middle-sized cities and rural areas by means of a mixed-method project design. A quantitative data analysis on recent trends in housing inequalities and their relation to crises across different levels of urbanization will provide the framework for 27 local cases studies in which the impact of multi-level trajectories of housing-system, welfare regimes and environmental policy instrumentations on the (re)production of local housing inequalities and the emergence of inclusive housing initiatives are analyzed. Based on this, ReHousIn compares mechanisms of differentiation feeding into policy labs, aiming to formulate recommendations on how to tackle negative social externalities related the EU green transition at EU, national and local levels.

Strategies for achieving equity and inclusion in education, training and learning in democratic Europe

STRIDE will provide a new, comprehensive and comparative knowledge-base on effective education reforms, policy initiatives and interventions aimed at reducing inequalities in education, training and learning outcomes in Europe. STRIDE will do this through analyses of education reforms in national and regional systems, existing large-scale educational assessment data and existing longitudinal data on the causal link between educational and other social policies and inequalities in educational achievements. In examining the learning progress of students over time, STRIDE will closely examine to the range of intersectional variables such as socio-economic background, gender, (dis)abilities, migration status, home language, early childhood education and care (ECEC) attendance, which may affect learning outcomes in different ways in different contexts. The project will combine diverse methods, data and disciplines (comparative education, political science, education science, sociology) in innovative ways: mapping at national and regional levels on (1) education reforms in the past 25 years by policy analysis, (2) longitudinal trends of inequalities in educational achievement by quasi-experiment analysis of existing large-scale educational assessment data, and (3) effect of education reforms and interventions by analysis existing longitudinal data and registry data following student cohorts over time combined with a qualitative inquiry into policymakers' perspective. Through the involvement of national and European stakeholders, STRIDE will develop methodology and assessment tools for policy learning offering policymakers a toolbox of enhanced knowledge of what shapes educational outcomes over time and demonstrating the usefulness of longitudinal data in policy-making to reduce educational inequalities in the short, medium and long term.

dialoguing@rts – Advancing Cultural Literacy for Social Inclusion through Dialogical Arts Education

d@rts is a catalyst for increasing social cohesion and inclusion, using embodied performing arts activities to develop cognitive and affective cultural literacy. We recognise that the performing arts encompass mass-market consumer goods, as well as non-linguistic, embodied and social activities, providing massive opportunities for inclusive participation.
Our target groups comprise actors of all ages and social positions, especially in the school system and in community arts initiatives. We will empower these groups to be artistically active, dialogically related and culturally literate, giving them tools and motivation to improve their own situations and those of others within the overall frame of a cohesive European society, informed by global perspectives.
Using the post-colonial insight that culture is necessarily heterogeneous, d@rts has four related objectives:
1. Understand how performing arts activities relate to cultural literacy in official discourse and documents across partner countries
2. Use this understanding to build dialogues and co-create physical and digital actions with heterogeneous groups within our target audience
3. Develop assessment tools for these actions, enabling measurable growth in cultural literacy
4. Use our findings in recommendations for cultural and educational policies that build long-term social cohesion and inclusion
Based on these objectives, the overall outputs comprise:
1. Documentary, survey and participatory research findings
2. Performative DIALOGART actions for cultural literacy
3. Policy and practice recommendations to increase social cohesion via cultural literacy actions inspired by the performing arts
d@rts imagines new futures and creates hope and social cohesion through performing arts education. By creating participatory spaces and facilitating dialogues, we empower voices seldom heard. d@rts thus advances cultural literacy, and enhances social cohesion and resilience, to build an inclusive future for Europe.

REGULAR AND UNPLANNED CARE ADAPTIVE DASHBOARD FOR CROSS–BORDER EMERGENCIES

During cross-border health emergencies, health and care services may be overwhelmed by high numbers of patients requiring unplanned care. Delays and backlogs in regular care, as a result of the stretched health care system, leave millions of patients with regular care needs unattended, resulting in disastrous healthcare outcomes. If poor healthcare outcomes across the population are to be avoided, healthcare systems must become more resilient and flexible and allow for rapid changes in the care delivery services. RAPIDE’s aim is to develop, validate and demonstrate a portfolio of powerful tools that enable healthcare systems to build in robustness of decisions, resilience of the health care professionals and patients and flexibility in the modalities of care delivery, thereby maintaining access to regular care during health emergencies. 

RAPIDE emphasises opportunities for optimising in-hospital care, but also for relocating care from hospitals to community and home environments without loss of care quality. Thus, the project focuses on two closely-linked challenges – 1: Identifying and predicting how much care, and which care, needs to be moved along the care chain; 2: Identifying and verifying effective, feasible and acceptable ways to make this reconfiguration of care a reality. This will be achieved by (a) resource modelling, which builds comprehensive foresight and forecasting solutions and links them to patient flows optimization, along the whole chain of care, (b) selecting and implementing the best available tools to deliver regular care in new ways. To ensure usability, acceptability and equitable real-world value, RAPIDE will be co-designed and co-validated with stakeholders, from patients, GPs, clinicians and hospital managers to health ministries, pandemic-management and public health agencies. A Table Top Exercise and extensive communication and dissemination will raise awareness of the project’s successes.

ISCY - International Study of City Youth. Preparing urban youth for further study and careers.

ISCY - International Study of City Youth er et komparativt prosjekt i 11 byer verden over, gjennomført av et internasjonalt nettverk. Prosjektet er longitudinelt og følger i første omgang elever fra siste år i grunnskolen og ut av videregående. Data fra den norske deltakerbyen Bergen er samlet inn gjennom spørreundersøkelser i tiende klasse og tredje år i videregående. Elevene følges gjennom videregående via registerdata.

Prosjektet studerer hvordan ulike utdanningssystemer gir elever ulike muligheter for å lykkes i skolen. Vi undersøker i hvor stor grad suksess i videregående opplæring er avhengig av hvem du er, hvor du kommer fra, hvor du bor, hvilken skole og hvilket utdanningsprogram du går på. Studien sikter mot å etablere kunnskapsgrunnlag for tiltak som kan få flere til å lykkes i videregående. 

Thea Bertnes Strømme ved Senter for Profesjonsstudier, OsloMet, Storbyuniversitetet, har tatt doktorgrad innenfor prosjektet med avhandlingen: Educational decision-making. The significance of Classed Contexts. 

Ved formell prosjektslutt er en artikkel antatt i en internasjonal antologi på Springer forlag. Den handler om avvikende skoleadferd. Seks artikler er sendt til internasjonale tidsskrifter for vurdering. Tema for disse er a) utdanningsaspirasjoner og klasse, b) foreldreinvolvering i utdanning, c) planer om høyere utdanning i relasjon til sosial bakgrunn og skole-engasjement, d) gjennomføring av videregående opplæring og sosial bakgrunn, e) evaluering og sosial bakgrunn, samt f) en valideringsstudie av ferdigheter i relasjon til faglige prestasjoner.

Ytterligere to artikler planlegges ferdigstilt og innsendt internasjonalt tidsskrift første halvdel av 2019. Disse handler om a) politisk engasjement og skoleengasjement og b) kjønnssegregering i videregående skole. I tillegg til disse ni planlegges en artikkel ferdigstilt innen utgangen av 2019. Den handler om jobbambisjoner blant minoritetsungdom.

Fordi systemene er ulike på tvers av landene er all datainnsamling i alle byer ikke kommet like langt. NIFU har derfor på dette stadiet i prosjektet analysert data fra fire av de 11 byene i prosjektet: Bergen, Barcelona, Ghent og Reykjavik. Alle artiklene nevnt over er komparative, ved at de i tillegg til data fra Bergen analyserer data fra minst en av de øvrige byene. Noen av artiklene har bare norsk forfatter, og noen er skrevet i samarbeid med en eller flere kolleger i de nevnte byene. 

Det er også under arbeid en NIFU-rapport på norsk om hvordan det har gått med Bergenselevene fire år etter at de gikk ut av tiende klasse våren 2014. Denne analyserer kun data om Bergenselevene i studien. Rapporten ferdigstilles i løpet av 2019.

I oktober 2019 arrangerer prosjektet et formidlingsseminar i samarbeid med Hordaland fylkeskommune, hvor NIFU vil presentere hovedfunn fra prosjektet og diskutere implikasjoner for politikk og praksis. Målgruppen er administrative utdanningsledere i Hordaland fylkeskommune. 

Etter at prosjektet er avsluttet som et NFR-prosjekt, videreføres prosjektet ved NIFU, også da i et samarbeid med partnerne i det internasjonale nettverket.

ISCY - International Study of City Youth. Preparing urban youth for further study and careers. A comparative project in 12 cities around the world.

ISCY - International Study of City Youth is a large comparative project including 12 cities in 11 countries. The Cities are Barcelona, Bergen, Bordeaux, Ghent, Hong Kong, Melbourne, Montreal, Reykjavik, Sacramento, Santa Barbara, Turku and Wroclaw. The study is designed and carried through by an international research network counting internationally renowned scholars. The approach is to study how the education systems in these cities are organized and the range of opportunities they provide. The design facilitates follow ups, establishing the foundation for unique longitudinal data. The project will answer the following questions: a) To what extent is completion dependent on who you are, where you live, which school you attend and the education program you selected? b) To what extent are attitudes towards society and economy dependent on your origin, place of residence, school and education program? And c) what are the schools and teachers doing to prevent drop-out, increase completion and affect the students attitudes. The project is based on quantitative survey- and register data, and uses multi-level analysis to identify the impact of institutional and organizational factors on student attitudes and outcomes. The study is of high relevance to educational policy, authorities and schools.

International Study of City Youth (ISCY): Preparing urban youth for further study and careers. A comparative project in 12 cities

Gode Barnehager for Barn i Norge (GoBaN) har hatt som mål å undersøke kvaliteten i norske barnehager og forholdet mellom struktur og organisering, pedagogiske prosesser, barnas trivsel og deres utvikling og læring. Prosjektet har hatt fokus på tre områder: i)innhente kunnskap om kvaliteten i norske barnehagers omsorgs-, leke- og læringsmiljø ii)hvilken betydning har den varierende kvaliteten på barns sosiale, emosjonelle og kognitive utvikling iii)utvikle et selvevalueringsverktøy (observasjonsverktøy) for kartlegging og evaluering av prosesskvaliteten i barnehagen.  
GoBaN er et longitudinelt prosjekt hvor vi har fulgt barn og barnehager over flere år, fra 2013-2018. 93 barnehager, 206 småbarnsgrupper (0-3 år) og 205 storebarnsgrupper (3-6 år) har deltatt i studien. I de 93 barnehagene har vi fulgt til sammen 1152 barn født i 2011 og 2012, fra de var 2,5 til de fylte 5 år. For å kunne undersøke kvaliteten i barnehagens omsorgs, leke- og læringsmiljø og følge barns utvikling, har vi benyttet ulike metoder og innsamlingsstrategier; systematiske observasjoner med bruk av internasjonale kvalitetsmåleverktøyene Infant/Toddler Environment Rating Scales-Revised ITERS-R og Early Childhood Enviroment Rating Scales-Revised (ECERS-R) for å vurdere kvaliteten i læringsmiljøet; video-observasjoner for å undersøke kvaliteten i personalets samspillsferdigheter med grupper av barn (Caregiver Interaction Profile-Scales(CIP); kartlegging av barnas sosiale- emosjonelle utvikling(Kari Lamer) og kognitiv- og språkutvikling(BAS III) da barna var 3 og 5 år; Foreldreintervju og spørreskjema til styrere, samt kvalitativ dybdestudier for å beskrive pedagogisk praksis (denne vil det ikke bli redegjort for her).
Kort oppsummering av noen av hovedfunnene fra prosjektet knyttet til de to første områdene: kvaliteten i omsorg-, leke- og læringsmiljøet og hvilken betydning den varierende kvaliteten har for barns utvikling og læring 
i)Den samlede kvalitetsskåren i barnegruppenes omsorgs-, leke- og læringsmiljø observert med ITERS-R og ECERS-R viser seg å være på et minimalt nivå. Småbarnsgruppene, skårer 3,9 og storebarnsgrupper skårer 4,2 på en skala fra 1 til 7. Gjennomgående skårer vi lavt i forhold til områder innenfor hygiene, sikkerhet, tilgjengelighet og variasjon i lekemateriell, mangfold, språk og samspill. Vi finner de samme tendensene både i småbarns- og storebarnsgruppene. Småbarnsgruppene skårer imidlertid lavere, og har større utfordringer, knyttet til måltidsituasjoner, hygiene og samspill. Litt over halvparten av de ansatte opprettholder det som blir definert som positivt samspill med barna gjennom dagen. Når det gjelder kvaliteten i språkmiljø, er det rundt halvparten av de observerte småbarn- og storebarnsgruppene som har et godt og stimulerende språkmiljø.Av strukturelle faktorer finner vi at i småbarnegrupper hvor: i) barnehagelærer er tilstede ii) høy voksne-barn tetthet (det vil si en voksen på max 3 barn) og iii) en mer tradisjonell organiseringsform - har høyere kvalitet i språkmiljø, samspill og organisering av dagen. Mer fleksible barnehager synes å ha en negativ innvirkning på kvaliteten for de yngste barna. Når det gjelder barnegrupper målt med ECERS-R synes ikke disse strukturelle faktorene å ha betydning for kvalitetsskåren. 
Samspillskvaliteten målt med CIP viser at personalet har utfordringer i forhold til å opprettholde god kvalitet i samspill med barna, spesielt lærings- og utviklingsstimulerende samspill (språk, utvikling og oppmuntre til jevnaldringsrelasjoner).Personalet skårer høyere på samspill rettet mot omsorg (sensitivitet, autonomi og tilrettelegging). Barnehagelærerne har bedre samspillsferdigheter knyttet til autonomi, språk og utviklingsstimulering enn assistentene. Det må bemerkes at det ikke er store forskjellene mellom disse to ansattgruppene.
ii) vi finner få sammenhenger mellom den varierende kvalitet og barns utvikling og læring, noe som er i tråd med andre internasjonale funn som viser at kvalitet målt med tilsvarende observasjonsverktøy har liten til moderat betydning for barns utvikling i barnehagesammenheng, men at betydningen først kommer til syne i skolealder. Våre funn viser imidlertid at det er en liten til moderat sammenheng mellom relasjonskvaliteten målt med ITERS-R og barnas emosjonelle utvikling ved treårsalder og selvkontroll ved 5 årsalder. Når det gjelder barnas språkutvikling finner vi en svak sammenheng mellom de gruppene som har høy kvalitet i språkmiljø målt med ITERS-R, spesielt rettet mot hvordan personalet hjelper barna å benytte språk, og barnas verbale ferdigheter ved femårsalder. Disse svake sammenhengene kan skyldes verktøyenes oppbygning som vi per i dag arbeider med å reorganisere for nye analyser. Alder ved barnehagestart viser seg å ha en positiv betydning for kognitiv utvikling ved treårsalder, men negativ betydning for sosial-emosjonell utvikling ved tre år.

The study is about the quality of ECEC on children's learning, social, emotional and cognitive development and wellbeing, with a focus on the younger ones, and on marginalized children, in relation to the Framework Plan. The task is also to develop a new  National Quality Evaluation tool.
- The challenge is to design a coherent and effective research design, built on international knowledge and transform these experiences into research that is rooted in the ECEC context in Norway, and in the most recent re search on young children.
- Central to the proposal is a longitudinal study of 1600 children in 80 ECEC centers. The study will establish the quality of the 80 centers for learning, development and wellbeing; i.e. to what extent do children in a specific  center develop allowing for child and family background. The quality of centers will be linked with data on the center and municipality characteristics (staff, qualifications, management, leadership, ratios, group size, etc.). Staff composition, education al level and turnover are important factors. 
- Development of a National Quality Evaluation tool informing about the quality of ECEC in Norway is important and will start in existing instruments like the Dutch NCKO.
- Case studies of 10 centers, starting  when children are 2 years of age, will explore the processes that differentiate high quality centers from from moderate ones. The relation between staff resources, structure, pedagogical processes and children's learning is important.
- The results and t he new national evaluation tool will support a science-based ECEC policy, and the understanding of the variation in ECEC and how this contributes to variation in outcomes for different children. Evidence could guide future improvements to ECEC, such as th e development of the National Framework plan, or Preschool teacher education. Such knowledge  is important for decisions on the optimal composition of a peer group; child:staff ratio; staff education etc.

Utredning om forskning på voksnes læring

HELO prosjektet studerer læringsutbytte i høyere utdanning. Utgangspunktet er at læringsutbytte kan brukes som et pedagogisk verktøy; ta utgangspunkt i fagenes særpreg; og fungere som et verktøy for ledelsen. Prosjektet bygger på intervjuer med studenter, lærere og ledelse i forskjellige fag og studieprogrammer både i Norge og England. I tillegg bygger prosjektet på data fra spørreskjemaundersøkelser blant studenter både i studiet og når de har erfaring fra arbeidslivet. I tillegg benyttes ulike registerdata.  Sentrale funn er at karakterer ikke fullt ut synes å måle det læringsutbyttet studentene har, ikke minst i lys av arbeidsmarkedserfaringene deres. Et annet funn er at ledere i høyere utdanning synes å bruke læringsutbytter som styringsverktøy,  læringsutbyttene brukes både som middel for å fremme kvalitet i utdanningene, men de fungerer også som administrative styringsverktøy og kun på det symbolske planet. Ikke minst er et viktig funn at introduksjonen av læringsutbytte må forstås i lys av den historiske, nasjonale, institutsjonelle og faglige konteksten iverksettingen skjer i.

The project analyses higher education learning outcomes from three strands, each addressing different aspects of the phenomenon: 
1. Learning outcomes as a multifaceted tool in curriculum design, teaching, learning and assessment: To what extent and under  what conditions do the actors involved experience that HELOs can be specified and operationalized in a way that provides guidance to the overall design, implementation, realisation and assessment of study programs and how is assessment information used t o guide further learning and teaching? 
2. LOs and the disciplinary and stakeholder networks: To what extent and under what conditions do the actors involved perceive HELOs as challenging values, norms and standards in their discipline, subject area and p rofession? 
3. LOs as an ambiguous management tool: To what extent and under what conditions are HELOs used to provide assessment information and as a governing tool by those formally responsible for the study program as well as in the management of the u niversities and university colleges? 
This design of the project thereby answers the key challenges regarding HELOs: taking a concept (LOs) which has been widely discussed by important contributors, but where the knowledge base remains fragmented and inco herent, consisting of a long line of small, narrow studies often with weak empirical foundation. By combining insights from political science, public administration theories, sociology of education and pedagogy, HELOs are explored in a cross-disciplinary  and comparative approach. The project also links different types of data (by taking quantitative and qualitative approaches to HELOs) in multi-level analyses. This approach to analysis is appropriate to the topic but has also been developed with the aim o f contributing to the development of performance indicators (PIs) as these are central issues in strands 1 and 3.

Higher eduction learning outcomes: Learning outcomes transforming Higher Education?

Prosjektet har undersøkt endringsdynamikker i norsk høyere utdanning, med framveksten av det europeiske og norske kunnskapssamfunnet som bakteppe. Aspekter som har blitt studert er utvikling og koordinering av høyere utdanningspolitikk på ulike arenaer, hvordan endringer i kunnskapsfelt influerer studenters læring og innvielse i ekspertkulturer, og hvordan disse prosessene samvirker i utformingen av studietilbud og programmer. 
Studiene av høyere utdanningspolitikk har fokusert på hvordan europeiske føringer influerer på utvikling av høyere utdanningspolitikk og andre kunnskapspolitiske områder i Norge. I tillegg har vi gjort sammenliknende analyser av hvordan utvikling av politikk innen arenaer som høyere utdanning, forskning, teknologiutvikling og arbeidsliv koordineres på ulike vis i Norge, Finland og Danmark. Vår analyser antyder at norske myndigheter til nå ikke har klart å utvikle effektive koordineringsstrukturer og praksiser på dette området. Her henger Norge etter de andre land: i Danmark har man f.eks. integrert flere kunnskapspolitiske departementer, og i Finland etablerte man allerede på 1990-tallet formelle koordineringsstrukturer med hensyn til landets kunnskapspolitikk mellom departementer og andre interessenter. 
Utvikling av norsk høyere utdanningspolitikk i perioden 2000-2014 har blitt analysert med fokus på internasjonalisering, forhold mellom HU og arbeidsmarked, og forskningsbasert utdanning. Et postdoc prosjekt har spesielt studert hvordan med hensyn til internasjonalisering av høyere utdanning spenninger mellom tradisjonelle sosial-kulturelle hensiktene og økt vektlegging på økonomiske mål har blitt håndtert på europeisk og nasjonalt nivå. I tillegg har vi undersøkt studieprogrammenes relevans for arbeidsliv. Analyser av rammeplanprosesser rettet mot ingeniør- og lektorprogrammene viser klare forskjeller i hvordan disse prosessene organiseres og hvilke aktører som deltar. I begge feltene var det spenninger mellom en profesjonsorientert diskurs på den ene side, og en diskurs om forskningsbasert utdanning på den andre.
I delen av prosjektet som fokuserer på endringer i kunnskapsfeltene og innvielsen av studenter i ekspertkulturer har vi analysert studenters deltakelse i kunnskapspraksiser i introduksjonskursene i profesjonsrettede studieprogrammene for jus-, ingeniør- og lektorutdanning. Analysene viser interessante forskjeller med hensyn til hvordan nykommere introduseres til kunnskapsfeltene. Både jusutdanningen og ingeniørutdanningen vektlegger metodiske prinsipper og framgangsmåter i problemløsning, men på ulike vis. Lærerstudentenes kunnskapsfelt er mer sammensatt og svakere strukturert. I deres innvielsesprosess blir det lagt vekt på å knyte teoretiske begreper til spesifikke case fra skolehverdagen. Samlet sett viste analysene at programmene har ulike mekanismer for innrullering og for å transformere studentenes forståelse fra å hvile på hverdagslige forestillinger til å baseres på begreper og prinsipper i profesjonens kunnskapskultur. Undersøkelsesbaserte aktiviteter synes hensiktsmessige for å innvie nykommere i kunnskapsfeltene, men dette må understøttes pedagogisk på en effektiv måte. For å gjøre dette er det viktig å anerkjenne betydningen av fagspesifikke kunnskapspraksiser og hvordan disse er forskjellige, både i undervisningskontekster og i utviklingen av mer generelle modeller og prinsipper for studieplanutvikling i høyere utdanning.
En interessant utvikling ser vi i jusutdanningen hvor overlapp av aktører mellom utdanningen og yrkesfeltet bidrar til kontinuerlig kontakt, og utvikling i faget handler langt annet om å ta opp i seg nye lover og dommer fra rettssystemets instanser. Her gror det imidlertid fram nye læringsarenaer på siden av det formelle utdanningssystemet, ved at traineeordninger vokser fram i større omfang og tildeles avlaster, men også samspiller med studieprogrammet i studentenes kvalifiseringsløp.
I et videre perspektiv er det også viktig å ta høyde for studieprogrammenes typer av relasjoner til yrkesfeltene og deres endringsdynamikk i organisering og styring av høyere utdanning. Kunnskapsfeltenes utviklingslogikk er en viktig endringskraft for studieprogrammene, og utgjør bestemte rasjonaler for utdanningens funksjoner og kvalifiseringsløp. Samtidig er utdanningene potensielt viktige arenaer for å skape endring i yrkesfeltets praksiser, slik vi særlig har sett i lektorutdanningen. Politisk styring av sektoren vil på studieprogramnivå filtreres gjennom horisontale relasjoner mellom utdanning, yrkespraksis og forskning/utvikling i fagfeltene, og tilpasses disse relasjonene i måten styringssignaler og føringer omsettes til praksis. Mange av dagens styringsteknologier for utdanningene, slik som kvalifikasjonsrammeverker (med læringsutbyttebeskrivelser) og modeller for samarbeid mellom utdanning og yrkesliv har en generisk form. Våre analyser viser at disse må integreres bedre med fagstrukturene for å få mer påvirkning på utdanningspraksisene.

The HOGLED project is aimed at contributing to an improved understanding of major change dynamics in higher education with respect to higher education governance and learning processes in higher education institutions, as well as the way these two are con nected. The changes in governance and learning processes can be interpreted as a horizontal extension of traditionally vertical processes. Concerning the horizontalization of governance HOGLED is interested in how higher education policies have been coord inated with other knowledge policy areas. When it comes to learning processes in higher education HOGLED is focused on the way in which these have become spatially extended, and currently comprise a multitude of sites and practices which may co-exist and  interact in complex ways. Finally, the horizontal extension of governance and learning processes has made the vertical coordination practices and structures more complex. HOGLED will analyze how institutional leadership in higher education institutions co nnects the two 'horizontalization' processes. Special focus will be on examining the role of  knowledge cultures in constituting dynamics of learning in higher professional programmes, on examining the interpretations among institutional leaders at variou s levels of the extended governance and learning contexts, and the way in which these interpretations affect the connection between the two. For this purpose, amongst other things, the educational strategies of the institutions involved will be studied. 
 	The analytical framework for this project is built upon two theoretical perspectives, i.e. institutional theory and an epistemic culture perspective. This analytical framework represents an important development in educational research since it concerns  an effort to integrate traditionally separated perspectives and research activities. This framework allows for an integrated multi-level analysis of the change dynamics in higher education systems and institutions.

Horizontal governance and learning dynamics in higher education

Bakgrunn.
Kompetansebaserte læreplaner og opplæringsmodeller har endret fag og yrkesopplæringen på flere områder, i Norge som i andre land: Undervisning, læringsforløp og forskning rundt vurdering og læring. Blant viktige initiativ er utvikling av nye verktøy for internasjonale sammenlikninger av elevers og lærlingers kompetanse og kompetanseutvikling. Tre tilnærminger har stått sentralt på dette feltet de siste årene. En er å identifisere kompetanser i fag- og yrkesopplæringen på grunnlag av jobbkrav og spesifikke arbeidsoppgaver. Den andre strategien er representert ved et internasjonalt initiativ (der også Norge deltok) som skulle utvikle en såkalt PISA for fag- og yrkesopplæringen (VET-LSA). Denne tilnærmingen kombinerte målingen av spesifikke yrkeskompetanser og generiske ferdigheter i jobben slik som sosial kompetanse. Forsøket feilet p.g.a. testoppgavenes manglende relevans. Prosjektet «Measuring competence development in vocational education and training» (MECVET) bygger på en tredje tilnærming til storskalavurdering som er utviklet i Tyskland (Universitetet i Bremen) under akronymet KOMET.  Denne modellen tar sikte på å måle helhetlige yrkeskompetanser, og testkonstruksjonen her avviker sterkt fra de ovennevnte tilnærminger. Mens de første setter sammen yrkesprofiler fra en internasjonal database, innebærer KOMET-plattformen at det organiseres work-shops (ekspertverksteder) og prosjektgrupper med faglige eksperter som definerer yrkets kjerneoppgaver. Disse er utgangspunkt for utvikling av åpne skriftlige testoppgaver som besvares av elever/lærlinger og bedømmes skjønnsmessig av faglige eksperter ut fra gitte kriterier - en logikk for storskalavurdering som gjenfinnes i OECD-prototyper som AHELO (generiske ferdigheter høyere utdanning) og PIAAC (voksnes kompetanse). MECVET gjennomføres som en longitudinell utprøving av KOMET-plattformen på elever 2. året skole (N=150) og lærlinger etter 1. året bedrift (N=150) og 2. året bedrift (N=150). Fagene er industrimekanikere, elektrikere og helsefagarbeidere. Tilsvarende undersøkelser foregår i Tyskland, Kina og Sør-Afrika.

Resultater/erfaringer med MECVET (5 års oversikt)      
o Utviklingen av åpne testoppgaver med case tilsvarende kjerneoppgaver i fagene kunne i begrenset grad oversettes fra de tyske versjonene slik det ble gjort i Kina og Sør-Afrika. Særlig gjaldt dette i de tekniske fagene der revisjoner ble gjort i samarbeid med faglige eksperter.  
o Sammenlignet med erfaringer/resultater fra Tyskland er variasjonen i testbetingelser og elevprestasjoner større i den norske utprøvingen, noe som igjen kan tilskrives graden av frivillighet, standardisering av testbetingelser og administrasjon av testene. 
o De komparative dataene viser at de norske lærlingene i industrimekaniker- og elektrikerfagene skårer lavere på yrkeskompetanse enn tilsvarende tyske grupper - særlig i forståelsen av arbeidsprosesser, gjenbruk/miljøhensyn, helse/miljø/sikkerhet, utviklingsmuligheter i jobben. For teknisk-faglig forståelse var forskjellene mindre.
o I industrimekaniker- og helsefagarbeiderfaget er det en klar framgang i yrkeskompetanse fra 1. år til 2. år som lærling. Tilsvarende utvikling finner ikke sted for elektrikerlærlingene. Framgangen for de to andre fagene henger nøye sammen med rapportert kvalitet på opplæringen i bedrift og tilbudet fra opplæringskontorene.  Denne tendensen synes kraftigere for de norske resultatene sammenlignet med tilsvarende tyske (og kinesiske) resultater.
o Skårene for yrkeskompetanse på KOMET-testen reflekterer i stor grad forskjeller i skriftlige ferdigheter (såkalt generisk kompetanse) noe som reiser tvil om gyldigheten av slike tester for kartlegging av yrkeskompetanse.  MECVET-resultatene tyder også på at disse sammenhengene varierer sterkt fra fag til fag.
o MECVET-prosjektet fikk et tilleggsprosjekt gjennom UTFORSK-programmet der målet var å utvikle felles elementer om vurdering av yrkeskompetanse i masterstudiene i Sør-Afrika og Norge 

Formidlingsaktiviteter.
I MECVET-prosjektet har formidlingsaktivitetene foregått på hovedsakelig tre arenaer: Kollegial formidling i Norge, kollegial formidling internasjonalt og formidling overfor interessenter i skole og arbeidsliv.

Competence-based education has become a favourite model for innovations in VET and stimulated research on assessment for learning. Efforts have also been made to construct tools for large scale assessment - along three main lines. One is to identify compe tencies on the basis of  job requirements and specific work tasks. The second strategy is represented by a German initiative to develop a so called PISA-VET or VET-LSA that combined the previous one with an attempt to measure cross-occupational competenci es like social skills. A third alternative is to be found in the COMET-model which is a platform for competence diagnostics that underlines the need for a comprehensive (holistic) measurement instrument in the field of VET. The COMET and the VET-LSA-proje cts differ in terms of principles for test construction.  Whereas the later selects samples of pre-defined occupational tasks from a database, the procedure in the COMET-project is to construct a limited set of multidimensional tasks for each occupations  in workshops.  The output is open task assignments and a set-up for rating based on judgmental consensus and criterion-related guidance - a logic also to be found in recent OECD prototypes like AHELO (higher education generic skills) and PIAAC (adult comp etencies). In the MECVET we will address the methodological challenges associated with prototyping a measurement tool for competence development that builds on the COMET-model and introduce methods for validating both the problem solving strategies of tra inees and the judgments of the raters.  Our study will have a cross over longitudinal design over the 2., 3. and 4. year in VET and the learning trajectories of the students/trainees will be compared with questionnaire data on background factors, vocation al commitment, school environment, and the work place as learning environment.

Measuring competence development in vocational education and training (MECVET)

Elever i siste halvdel av tenårene i Norge har rett til videregående opplæring, men frafallet underveis i skoleløpet er bekymringsverdig høyt, særlig på yrkesfaglige studieretninger. Tidligere forskning på årsaker til frafall deler gjerne årsakene inn i institusjonelle, faglige, sosiale og individuelle årsaker til frafall. Å ikke få lærlingplass eller måtte velge studieretning/skole man ikke ønsker kan øke sannsynligheten for å avbryte utdanningen. Svake karakterer, lav faglig mestring og lav interesse for skolens faglige innhold, påvirker skolemotivasjonen og kan bidra til frafall i neste omgang. Mangel på sosiale bånd, ensomhet og mobbing bidrar til mistrivsel og ønske om å trekke seg ut. Psykisk og fysisk helse, lav selvfølelse og andre individuelle faktorer kan bidra til at unge gir opp skolegangen. Mange elever på yrkesfag bærer med seg ett eller flere av disse kjennetegnene. Når risikoen for frafall er til stede og nesten halvparten av elevene slutter på yrkesfag, hva kan bidra til at unge blir?

I Safety-VET ønsker vi å fokusere på hva som kan bidra til fullføring av yrkesfaglig utdanning. Prosjektet tar utgangspunkt i at mange elever har økt risiko for frafall. Et delprosjekt omhandlet en gruppe unge som har særlige utfordringer i livet og i utdanningsløpet; unge som har mottatt tiltak fra barnevernet. Et aspekt som prosjektet særlig har hatt fokus på er betydningen av sosiale relasjoner. Kombinasjonen av god faglig formidling og god sosial støtte fra læreren har betydning for karakternivået også på yrkesfag. Foreldres interesse for utdanning, oppmuntring og aspirasjoner på ungdommens vegne bidrar til bedre prestasjoner og yrkesaspirasjoner. Jevnaldrende venners skolemotivasjon, deres aspirasjoner, eller skulking, kan utgjøre en positiv eller negativ sosial kapital som den enkelte kan trekkes opp, eller ned, av. Jenter i jentedominerte klasser på yrkesfag beskriver det sosiale miljøet som dominert av konflikter og maktkamper, utfrysing, mesallianser og nedsettende ordbruk. De sterkt kjønnssegregerte utdanningsløpene i yrkesfag i Norge henger til dels sammen med at norske elever gjør et mer selvstendig valg av utdanning i yngre alder enn i mange andre land.

Mange av elevene på yrkesfag bærer typiske risikofaktorer for frafall, og deres fortellinger om hvordan de fullførte yrkesfag bærer preg av å være historier om å overkomme hindringer. Utfordringene handler blant annet om negative relasjoner til lærere, svake sosiale nettverk på skolen, negative holdninger til yrkesfag fra familie og venner, vanskeliggjørende diagnoser eller utfordringer i overgangene i utdanningsløpet. Det som virker positivt på fullføringsevnen er sterk overbevisning om yrkesvalget, familiehistorie som inspirerer, viktige kontakter som gir muligheter i arbeidsmarkedet, venner som trekker dem med seg, og indre motivasjon til å få det til mot alle odds. Særlig ser det ut til at motivasjon for fullføring kan styrkes ved at ungdommene utplasseres på arbeidsplasser der de kan lære på måter som representerer et brudd med deres tidligere elevidentitet; som voksen «arbeidskar» og fagarbeider.

Utdanningsnivået blant tidligere barnevernsbarn er spesielt lavt. Færre enn ti prosent av unge med barnevernserfaring har eksamener fra høyere utdanning, og blant guttene har opptil 70 prosent bare fullført grunnskolen innen første halvdel av tyveårene. De rapporterer om lavere skoletrivsel, mangel på venner og manglende faglig/sosial støtte fra lærere i større grad enn andre elever, og de har oftere svake skoleresultater fra ungdomsskolen. Unge som har mottatt tiltak fra barnevernet har i tillegg større sannsynlighet for å falle ut av skoleløpet ved hver overgang gjennom videregående skole. Allerede i tredje år på videregående har nærmere 60 prosent av barnevernsbarna falt ut av skolen. Forskjellen i frafall var særlig tydelig ved overgangen mellom vg2 og vg3, og særlig i yrkesfaglige studieretninger, noe som indikerer at overgangen til lærlingplass er en særlig utfordring. Selv når vi sammenligner elever med like svake karakterer og med samme sosiale bakgrunn, har barnevernsbarna større sannsynlighet for å slutte uten kvalifikasjoner. Dette står i strid med den norske skolens målsetning om likeverdig utdanning for alle, både når det gjelder sosial bakgrunn generelt og for barnevernsbarnas spesielle situasjon. I motsetning til hva som hadde vært ønskelig, er ikke yrkesfaglige studieretninger det utdanningsbaserte sikkerhetsnettet som det bør være for disse elevene.

Studien understreker hvor sentralt gode sosiale relasjoner er for ungdoms motivasjon for å fullføre skolen. Barnevernsbarn som tvinges til å flytte ofte, mangler sosiale relasjoner til lærere og medelever, mangler kontakter som kan bidra til lærlingplass, er særlig utsatt. Ungdoms erfaringer med utplassering i arbeidslivet representerer et brudd med tidligere demotivasjon og manglende mestring, og bør brukes i økende grad som virkemiddel mot frafall allerede i ungdomsskolen.

The Norwegian vocational education and training (VET) system is characterized by a relatively high drop out rate. In official education policies VET aims at building high quality competence and serving social inclusion objectives simultaneously; two goals  in possible conflict. The main objective of the proposed project is to generate knowledge about factors of importance for attainment in and completion of upper secondary VET among student groups with a potential risk of non-completion or drop out. This w ill be achieved by the implementation of four projects; A. Factors of importance for attainment, completion and qualification in groups of students in VET with a potential risk of non-completion or drop out. B-1. Gender segregated VET in an international  comparative context. B-2. Processes of 'success' in gender segregated VET study programmes. C. VET students that receive or have received child welfare measures - aspirations, transition and completion.

The sub projects will complement and inform each ot her methodologically, theoretically and substantially. At the centre of the project are two excellent longitudinal data sets on young people's educational transitions; a three wave longitudinal survey data set of young people's educational transitions in  secondary education (LUNO) and a longitudinal register data set on youth in child welfare (LCW). These data sets will be expanded with educational register data (NUDB) and LUNO will be used as a recruitment base for educational life story interviews of yo uth in gender segregated VET.

The proposed project will be hosted by NOVA, and is a cooperation between Group for youth research and Group for children and child welfare research. It will be carried out in collaboration with an international comparative  project on youth in gender segregated VET based on the Swiss longitudinal study (TREE) at the University of Basel, Switzerland. An international advisory group will be appointed.
