Managing Operational Performance in Ship management

Awarded: NOK 4.4 mill.

Project Number:

210732

Project Period:

2011 - 2014

Location:

The MOPS project is the first research project concerning the actual use of the Shipping KPI Standard. The project documents best practices and lessons learned from the MOPS participants' implementation of the Shipping KPI Reporting regime. This reporting regime is the first step towards implementation and utilisation of the Shipping KPI Standard. The project have also utilised the Shipping KPI by presenting the MOPS Performance Management Model (MPMM) for Ship Management operations. The goal has been t o create a practical, functional and applicable performance management model for ship management on basis of existing academic theory as well as best practice from other industries (such as oil and gas, transport and logistics) and lessons learned by the industry participants through the MOPS Project.

To sustain the estimated development in the world economy, transport and in particular maritime transport will continue to grow. The environmental impact of this challenge can only to certain extent be mediated through technological means. The most viable solution for improving the environmental, safety and efficiency challenges is found in operational and management practice of the companies and within the industry. The MOPS project will use the established set of Shipping KPI indicators as basis for the development of an organisational performance management used for in-house processes while also covering external constraints as defined by contracts, regulations and expectations from the public at large. The MOPS project address challenges associated with implementing performance management and gaining value from performance measurements. Implementing an organisational performance management system must be seen as an organisational development process. The underlying idea is that a well implemented p erformance management process including benchmarking is one of the prerequisites for an effective and competitive operation and for effective environmental and safety management. A building block of the MOPS project is populating the benchmarking databas e. The MOPS project will through action research take part in implementing the performance measurements, facilitate performance management processes and develop a generalised ship management process including performance measures to facilitate optimisatio n of improvement measures. The deliverables from the project will encompass guidelines applicable for implementing measurements and management procedures. This facilitates utilisation of performance management as a competitive tool for the industry to ach ieve its operational and environmental goals.
