This project is based on the assumption that trade policy should be analysed as an outcome of the interplay between international and domestic politics. The project is organised in three work packages focusing on the following reserach questions: WP 1) Ha s the new awareness of food security strengthened non-trade concerns and weakened the arguments for liberalisation of trade with food? Or is the opposite the case? What are the consequences of the present deadlock in the Doha Round of WTO negotiations and the growing doubt cast on the functioning of the multilateral trade system in general and the Dispute Settlement Mechanism (DSM) in particular? How is the more active role of the G-20 group of major economies played out in trade policy-making, and what a re the consequences for smaller WTO member states and the WTO itself? WP 2) How does the food security issue influence the development of agricultural and trade policies and negotiating strategies of important global powers? What kind of changes in the tr ade policies of established and new powers do developments in the near future lead to? Does the growing number of preferential trade agreements (PTAs) serve as a supplement to or a substitute for a new WTO agreement? In the latter case: What will that mea n for the WTO and especially the dispute settlement mechanism? WP 3) For the 'green' sector: Will an increased international focus on food security give more or less room for national priorities in agricultural policy making? For the 'blue' sector: Will N orway manage to safeguard the export interests of the blue sector in a world with changing power relations and increased focus on sustainable food production? In relation to the more complex international situation: What is the scope of action for Norwegi an authorities? Will the Norwegian government need to alter the balance between different domestic interests in trade policy making?
