The introduction of national Tests from 2006 has made differences between the counties in pupil attainment apparent. This project represents an alliance of 4 counties, 3 of which perform below average, according to what is espected, and one who performs a mong the top three, without being too different from the others. Understanding of regional differences will build on the work of Rokkan (1985) and the post-rokkanists - an analytical stance where analyzing the school system as an expression of regional cu lture, linking schools represents an innovation of this tradition. The basic assumption of the project is that regional variances in attainment can be explained byy variationin local culture, better than being seen as a statitical oddity. Differences in regional culture should not be seen as stemming from variations at the regional level only. This study assumes a multilayered, multifaceted concept, and will investigate three different levels. In a first circle three studies chart query what regional cul ture is, and how it provides imagery and discourses for stability and change. In a second circle five studies chart strategies of governance, involvement and control. In a third circle, four studies chart how teaching reflects and reinforces local culture . All these studies will help explain variances in basic skills as measured by national tests. This project is linked to the practice-field first by already organized project groups. These groups,mix researchers and practitioners and give room for mutual learning: In these groups are also teacher education colleges representatives, linking the project to teacher education, providing colleges with knowledge about how to develop basic skills. The regional groups will form the core in the project organisati on, involving municipalities and schools in their region. The project will strengthen the teaching of basic skills in teacher education, move colleges and practice field together and develop new knowledge.
