Lokale Prosjektmidler for Bergensmodellen 2016 og 2017

Bergen Technology Transfer AS (BTO) represents the nine largest research institutions in the Bergen region with approximately 4,000 scientific positions and a annually total research activity of over 4 billion NOK. Local project funding from the Research Council will be allocated to those projects which have the greatest potential and where alternative financing options are either not possible to find or flexible/dynamic enough for the purpose. Local project funding will be important aiding the commercial potential of results origin from public funded research in the region. The aim is that BTO within 2020 will reach the same level as established international best practice. This objective is strategically anchored in the BTO Board and General Assembly. In numbers, this means that BTO will deliver 100 million/year in 2020, from license revenue, spin outs and from optimization and verification projects. Over the past two years BTO has got the support from the owners and an economic platform that enables the organizations to invest in and execute this ambition. BTO will also manage the State government's new Pre-seed funding in the Bergen region. For 2016 and 2017 the specific goal is to collect 120 ideas and commercialize over 20 technologies every year. Annual license fees will be increased from 6 million a year in 2015 to 15 million for 2017. Verification and optimization projects will be increased from the current 25 million. At least five new companies will be sold into the private (NIK) or other funds. It is also expected that NIK II will contribute with liquid exits with a value to BTO of at least 40 million in the period. Furthermore, the BTO's overall portfolio of companies will receive more that 100 million in external capital each year.

Bergen Teknologioverføring AS (BTO) søker med dette om tildeling av 10 MNOK i lokale prosjektmidler fra FORNY2020-programmet i Norges Forskningsråd for hvert av årene 2016 og 2017. BTO representerer de ni største forskningsinstitusjonene i Bergensregionen med tilnærmet 4000 forskerårsverk og en årlig samlet forskningsaktivitet på over 4 milliarder NOK. Midlene vil bli allokert til de prosjekter som har størst potensial og hvor alternative finansieringsmuligheter enten ikke er fleksible/dynamiske nok eller ikke er mulig å finne. Summen det søkes om gjenspeiler det BTO anser som nødvendig for å kunne ta ut det kommersielle potensialet i resultatene fra den offentlige finansierte forskningen i regionen. Målsettingen er at BTO innen 2020 skal komme på samme nivå som etablert internasjonal beste praksis innenfor dette området. Denne målsettingen er strategisk forankret i BTO sitt styre og generalforsamling. I tall betyr dette at BTO skal levere 100 MNOK/år i 2020, fra lisensinntekter, spin outs og fra optimering og verifikasjonsprosjekter. I løpet av de siste to årene har BTO fått på plass forankring og økonomi som setter organisasjonen i stand til å investere og satse for å nå ambisjonen. BTO vil i tillegg forvalte regjeringens nye Pre-såkornordningen i Bergensregionen. For 2016 og 2017 er målet å hente inn 120 ideer og kommersialisere over 20 teknologier hvert år. Årlige lisensinntekter skal økes fra årets 6 MNOK i 2015 til 15 MNOK for 2017. Verifisering og optimaliseringsmidler skal løftes videre fra dagens 25 MNOK. Minst fem nye selskaper skal i perioden selges inn i egen (NIK) eller andres fondsstruktur. Det er i tillegg ventet at NIK II vil gjennomføre likvide exit's i sin portefølje med en verdi for BTO på minimum 40 MNOK i perioden. Videre skal BTO sin samlede portefølje av selskaper tilføres over 100 MNOK i ekstern kapital hvert år. BTO vil forsøke å opprettholde opprinnelig målsetting på tross av redusert bevilgning, men frykter noe redusert fremdrift.
