INTEGRATED ARCTIC OBSERVATION SYSTEM (INTAROS)- UTVIDELSE AV NORSK DELTAGELSE

The goal of the project is to extend the Norwegian activities in the EU INTAROS project with focus on building networks in Norway connected to the development of Arctic observing systems. Work performed in 2020 and 2021 are described in Task 1 to Task 6 which are performed in collaboration with several other projects where Norwegian institutions are contributing to Arctic observing systems. Task 1: Establishment of a Norwegian network connected to INTAROS. The network activities have focused on field work collaboration, Arctic data management, planning new initiatives and writing proposal with Norwegian partner institutions. In 2020-2021 NERSC coordinated four cruises with KV Svalbard, as part of the CAATEX and UAK projects. Major effort was devoted to prepare the infrastructure proposal NAMO - Norwegian high Arctic Multidisciplinary Ocean Observing System, which was coordinated by NERSC and submitted to RCN in November 2020. The partners are the NPI, FFI and IMR. The purpose of NAMO is to implement a multidisciplinary network of bottom anchored moorings in the western Eurasian Basin. The proposal received very good evaluation, but was not funded. Another large proposal was the H2020 INTAROS-2, submitted in September 2020. It was planned as a follow-up of the present INTAROS project with 10 Norwegian partners in addition to 45 institutions from 20 other countries. The proposal received very good evaluation but was not funded. NERSC has also been active in the GoNorth initiative, which is a collaboration between 13 Norwegian research and education organizations (https://www.sintef.no/projectweb/gonorth/). A physical workshop, the Polar Symposium, was organised at NERSC on 30 November 2021 with participation from about 20 Norwegian institutions. At the workshop results from ongoing projects were presented and plans for further development of the observing systems were discussed. Task 2: Building network between governmental agencies and research connected to INTAROS. The cruises with KV Svalbard involved collaboration with the Norwegian Coast Guard, the Coastal Directorate, and the Ice Service at Norwegian Meteorological Institute. Collaboration with the Norwegian Environment Agency continued as part of the ARCMAP project. The ARCMAP portal provides overview and statistics of a large number of systems related to INTAROS and other observing projects (https://arcmap.nersc.no/) . In Svalbard NERSC has established collaboration with the Local Council, the Governor, tourist operators and other research groups. The goal is to improve the communication between researcher groups and the dialogue with the stakeholders to ensure that the research becomes relevant and useful for the Svalbard community. A spin-off from this work is the Svalbard Social Science Initiative (https://svalbardsocialscience.com/) established at the Svalbard Science conference in November 2019. Task 3: Involvement of industry in development of robust observing systems for ocean and sea ice in the Arctic. NERSC has established collaboration with PONANT, a large French tourist company, which operates the icebreaker Le Commandant Charcot for tourist expeditions in polar regions. NERSC is continuously seeking collaboration with industry companies that can be partners in new proposals on Arctic observing systems. Task 4: Strengthen the Norwegian participation in development of Arctic data management under SAON. NERSC has contributed to several online workshops, webinars, reports and articles addressing Arctic Data management issues. NERSC is partner in the infrastructure projects NMDC (Norwegian Marine Data Centre) and NorDataNet (Norwegian Scientific Data Network), both are working with data management of scientific data including the Arctic regions. NERSC has contributed to SAON ROADS process as co-author of an article by Strakweather et al. (2021), NERSC is member of the ROADS advisory panel from 2021 and will contribute to the work of SAON in the coming years. Task 5: Presentation of INTAROS on international conferences, workshops and meetings with stakeholders. Due the COVID-19 pandemic, the participation in conferences has been strongly reduced in the period. Presentation of INTAROS at international conferences has mainly been at online events as part of the ASSW, EGU and EU-Polar Cluster meetings. INTAROS was presented at the Svalbard Science Conference, which was organised as a physical event in Oslo 2-3 November 2021. Task 6: National contribution to 'Roadmap for sustainable Arctic Observation Systems'. INTAROS is developing a Roadmap on how to develop Arctic observing systems in the next 5 to 10 years. The Polar Symposium on 30 November provided useful input to this document from the Norwegian participants. The INTAROS Roadmap is planned to be completed by the end of February 2022

Prosjektet har bidratt til etablering av nnye prosjekter som følger opp noen av resulatene. Et eksempel er ARCMAP prosjektet som har etablert en database og en portal for å registrere og få oversikt over eksisterende observasjonsystemer. ARCMAP er også nyttig til å vurdere modenheten (e.g. kapasitet, data tilgang, kontinuitet) til observasjonssystemer i Arktis. På Svalbard har NERSC etablert samarbeid med Lokalstyret, Sysselmesteren, turistoperatører og ulike forskningsgrupper. Målet er å bedre kommunikasjon mellom forskere og andre aktører for å sikre at forskningen blir relevant for Svalbard samfunnet. NERSC har etablert nyttige kontakter med firmaer innenfor havteknologi som nå deltar som partnere i nye søknader. Innen dataforvaltning har prosjektet gitt ny kunnskap om interoperabilitet mellom ulike data systemer, noe som blir viktig fremover når data mengden øker og det stilles krav om at data skal deles mellom fagdisipliner.

Prosjektet skal styrke deltagelsen fra norske forskningsinstitusjoner, forvaltingsorganer og industri i INTAROS prosjektet som skal gå i fem år fra 2017. Fokus er å bygge nettverk med norske aktører som har viktige roller i utvikling og drift av arktiske obervasjonssystemer. Nettverket skal bygges gjennom planlegging og gjennomføring av workshop'er, møter og dialoger med de norske miljøene.
