Ungdata i kommunal bruk. Hva fremmer og hemmer bruk av Ungdata i kommunal tiltaksutforming?

A lot of resources are spent on conducting the Youth Data survey (Ungdata). Since 2010 and until now, approx. 946,000 young people from almost all Norwegian municipalities have participated in Youth Data. Every 3 years, most municipalities and county councils conduct the survey for pupils from grade 8th at secondary school to Vg3 at upper secondary school. Municipalities are required to keep an overview of the health status of the population at all ages, and Youth Data provides an overview of the health status of young people aged 13-19. A great deal of research is published based on the findings from Youth Data. However, there is little research on how the municipalities use the results from Youth Data locally. In this project, we will look at what promotes and inhibits the use of Youth Data as a knowledge base in the development of measures to meet health issues in the municipalities. The seven competence centers in the drug field in Norway have a particular responsibility for guiding the municipalities before, during and after the conduct of Youth Data. KORUS are supposed to contribute so that the municipalities implement knowledge-based measures based on Youth Data and other data on municipal level. According to this expectation, we need more systematic knowledge about what promotes and inhibits the use of Youth Data as a knowledge base. We want to explore how the municipalities use the data from Youth Data through looking at how Youth Data is approached currently. Then we want to look at the historical development of the use of Youth Data, from the first-time local data was obtained 10-13 years ago, until now, when most municipalities have conducted the survey 3-4 times. We want to look at whether regular mapping through surveys helps to keep up interest and commitment, or whether the municipalities are experiencing "evaluation fatigue". Finally, we want to see how the findings from Youth Data are assessed as a knowledge base in municipal initiative design.

I dette prosjektet ønsker vi å se på hvordan kommuner bruker data de mottar fra Ungdata, samt å utforske hva som hemmer og fremmer bruken av Ungdata i utformingen av kommunale tiltak. I kommunal tiltaksutforming bør man starte med indentifisering av spesifikke områder som krever en innsats lokalt. Vi ønsker å se på i hvilken grad Ungdata brukes på denne måten i kommunene. Som del av samfunnsoppdraget til KORUS Sør skal kompetansesenteret bidra til å styrke kompetansen og kvaliteten i de relevante tjenestene innenfor senterets kompetanseområde. Kompetansesentrene skal bygge sin virksomhet på systematisk innhenting av kunnskap. KORUS har blant annet et særlig ansvar for veiledning av kommunene i arbeidet med Ungdata, herunder veilede i å se dataene fra Ungdata i sammenheng med andre kommunale data, og bidra til at kommunene iverksetter kunnskapsbaserte tiltak. I dette prosjektet ønsker vi dermed å se på hvordan kommunene selv tenker om Ungdata som kunnskapsgrunnlag for å vurdere og iverksette kunnskapsbaserte tiltak, og hvordan dette har utviklet seg over tid. Det brukes mye tid og ressurser på gjennomføringen av Ungdata nasjonalt og i de enkelte kommunene, og det er ønsket fra Helsedirektoratet at dataene brukes systematisk lokalt, dermed vil det være svært interessant å se nærmere på hvordan kommunene bruker Ungdata inn i sin tiltaksutvikling, og hva som fremmer og hemmer bruken Ungdata som et kunnskapsgrunnlag i tiltaksutviklingen i kommunene. Delmålene i prosjektet er å finne ut hvordan Ungdata nyttiggjøres i kommunal tiltaksutvikling og hvordan undersøkelsen er forankret i kommunene, hvordan den historiske utviklingen av bruken av Ungdata i tiltaksutviklingen i kommunene har vært, fra oppstart for 10-13 år siden, til nå, hvor de fleste har gjennomført undersøkelsen 3-4 ganger og hvordan vurderingene av Ungdata som kommunalt kunnskapsgrunnlag for tiltaksutvikling i kommunene er, og hvorvidt det er tiltro til dataene betydning.
