What is collaboration? What are we actually doing? How does each individual engage in collaboration? These are the questions that the doctoral research project seeks to answer. Through six years of work to ensure collaboration structures, early intervention, and participation, collaboration has become an integral part of how the child and youth services in Bydel Nordre Aker fulfill their service mission. Through this project, we aim to understand what collaboration truly entails and how it unfolds in the interaction between employees and citizens, as well as in the cooperation among different services and employees. Using institutional ethnography as a method, the project aims to examine how institutional guidelines and structures influence and intertwine with the actual activities performed in the processes of collaboration. Collaboration is understood as a form of work that requires time, effort, and intention, and we seek to understand how this work is organized and carried out in everyday life. We ask, "How is collaboration done?" and gather narratives and activities from practice, which together form a landscape depicted as a map. The emerging map will provide insights into social ruling relations that are maintained and shaped through the individual activities. The doctoral research project is based on the need for improved collaboration and coordination of services across different sectors in the child and youth services. Lack of collaboration can have serious consequences, and therefore, the project aims to contribute knowledge and understanding of what collaboration entails. The project seeks to highlight insights that can be applied when organizing collaboration in the public sector to ensure comprehensive, interdisciplinary, and tailored services of high quality.

Samhandling og synkronisering av tjenestene på tvers av sektorer, barnevern, barnehage, forebyggende, helsestasjon, spesialpedagogikk, lavterskel og skolehelsetjeneste, er krevende. Bedre tverrfaglig innsats er en organisasjonsmodell for samhandling, og bygger på en forståelse av at strukturelle endringer må bygges opp gjennom felles språk, juridisk forståelse, handlingskompetanse, kjennskap til hverandre og felles verdigrunnlag. I Bydel Nordre Aker ser vi at tjenestene har utviklet seg samlet gjennom en innføringsperiode på seks år, men hva er samhandling? Hva er det vi gjør? Hvordan gjør hver enkelt samhandling? Dette doktorgradsprosjektet tar sikte på å utforske hvordan samhandling gjøres i faktisk interaksjon, i ledelse, der tjenester møtes, der tjeneste og innbyggere møtes, i hverdag i den enkelte tjeneste. Ved å benytte institusjonell etnografi for forstå hvordan institusjonelle føringer ligger sammenvevd i aktivitetene som foregår mellom de som samhandler, vil ikke bare hva det er og hvordan det gjøres, men også hvordan institusjonene reproduseres, bli synlig
