Operasjon planvask.

The majority of Norwegian municipalities have a number of old and outdated zoning plans. Such plans were adopted prior to current knowledge about biodiversity, climate change, natural hazards and risks, as well as what constitutes an appropriate development patterns. Management of land use based on older plans is therefore highlighted as one of the biggest challenges to ensure sustainable land management. The government has expected that the municipalities must review adopted zoning plans and ensure that they are up to date with regard to current knowledge, legislation and policy. However, there is great uncertainty about how the municipalities shall proceed. The project "Operation Plan Overhaul" will try to develop a method for a strategic and targeted review of all planning plans in a municipality. The method will be developed through a plan overhaul in Larvik municipality, as a pilot municipality in the project. The municipality has around 766 current zoning plans, most of which were adopted before the current Planning and Building Act came into force. By carrying out a systematic survey of all older zoning plans in the municipality, the project will provide the basis for an interdisciplinary assessment of the suitability of the plans to meet today's wishes and needs. The project uses an experimental method, with the use of, among other things, artificial intelligence to map and assess plans. This will form the basis for an assessment and recommendation for political consideration, with recommendations on which plans should be changed, cancelled or continued.

Formålet med prosjektet er å utvikle en effektiv metode for planvask. Det vil si en metode for en systematisk og strategisk gjennomgang av alle eldre reguleringsplaner i én kommune, med sikte på å få et plangrunnlag som er oppdatert med hensyn til dagens kunnskap, politikk og lovverk. Idéen er at det er mulig å utvikle en metode som gjør det mulig å gjennomgå hele plangrunnlaget i en kommune på en langt mer effektiv måte enn gjennom endring og oppheving av enkeltvise reguleringsplaner. Under arbeidet med prosjektet vil det avdekkes hva som er de faktiske barrierene for å gjennomføre en planvask, i hvilken grad gjeldende lovverk er tilrettelagt for at kommunene kan gjennomføre en planvask, hvor store kostnader en planvask vil kunne innebære, hvor lang tid en planvask vil ta og hvilke samfunnsgevinster som kan oppnås ved en planvask. Metoden skal utvikles gjennom å foreta et planvask i Larvik kommune, som pilotkommune i prosjektet. Kommunen har i dag om lag 766 gjeldende reguleringsplaner, hvorav de fleste er vedtatt før dagens plan- og bygningslov trådte i kraft. Prosjektet vil muliggjøre et oppdatert plangrunnlag i Larvik kommune, slik at gjeldende planer reflekter dagens kunnskap, lovverk og politikk. Dette vil skje gjennom en systematisk kartlegging av alle eldre reguleringsplaner i kommunen, som skal underlegges en tverrfaglig vurdering med hensyn til planenes egnethet til å ivareta dagens ønsker og behov. Dette vil danne grunnlag for en utredning og innstilling til politisk behandling, med anbefalinger om hvilke planer som bør endres, oppheves, videreføres eller slås sammen til større områdereguleringsplaner.
