Integration of climate and air quality policies

Currently there is no international institutional framework that integrates both air quality and climate policies. This project will explore both the scientific basis and political feasibility of this type of cooperation. By looking at the United States, China, and the EU in particular, we explore the scientific basis by modeling the effect of different emission reduction strategies on both climate and air quality, as well as the effect of climate change on air quality. We also compare the costs of the di fferent abatement strategies. Using this data, we explore the current international agreements and possible future frameworks for international cooperation. We then consider the possibility for agreements in the light of actor interests (U.S., China, and the EU) and political feasibility. The overall aim of the project is to recommend options for how future agreements can handle both the synergies and the conflicts posed by integrating climate and air pollution concerns.
