Life-Time Commissioning for Energy Efficient Operation of Buildings

Buildings account for over 40% of the energy use and the CO2 emissions in Europe. This buildings should fulfill many requirements, but practical experience shows serious discrepancies between assumptions and goals and the reality. There are several reason s for this problems: poor design, poor operation, change of use etc. This is bad for the building owners, who pay more for less quality. For the society as such huge possibilities for improvement exists. The EPBD EU directive introduces requirements whic h can improve this potential, and demanding an appropriate tool. Projects with new methods and procedures for different levels of commissioning are developed internationally - leading countries are USA, Canada and Japan. The development are through a the oretical approach and they are missing a broader verification through applications on real life projects. So everything is ready for adapting these methods to the Norwegian conditions and test them on some real life projects, gain experience and upgrade t he competence of the national participants. The main goal for this project is to develop, verify, document and implement suitable tools for function control of energy and climatic conditions in buildings under continuous operation during the entire opera tional life of the building. This will improve energy efficiency and ensure a rational use of energy and a sound indoor environment. The LTC Project will be organized as a network of industrial companies, private and public entities, and R&D organization s. The members will pay an annual membership fee. The intention is that the LTC Project will have a duration of a minimum of five years, and the members sign up from year to year. This network will develop relevant tools and test them in-house and dissemi nate the knowledge from this research. This tools can be used by the building owners to satisfy the EPBD intentions and requirements. Especially owners with many and large buildings are in the target group
