Robust Regulation in the petroleum sector

The project addresses the challenges described under regulatory regimes in the HSE-program. The focus of attention is directed towards the challenges of regulation from the complex and changing field of the petroleum sector. This challenge necessitates an assessment to increase the understanding of regulation robustness that emphasises knowledge of relevance for the design of robust regulation for the complex and changing field of the Norwegian petroleum sector. For this purpose the projects has set up 3 work packages. One will provide a theoretical framework for robust risk regulation. Another will follow and compare the historical development of risk regulation in Norway, UK and US. The third will develop knowledge about the interface between the regu latory regimes as developed by the regulators in participation with the stakeholders and the systematic risk management systems and practises found in the industry. The results of the work will be presented in workshops, reports and articles published in international journals with referees. The historical development might be presented in a book. Also, in accordance with the intentions of this research and development initiative and KMB projects the project has underlying purposes. One is to establish and develop cooperation with the international research community within risk regulation. This will be done through international advisory group for the project and the arrangement of two international workshops. Another is to include a doctoral fellowshi p at UiS and master students in Stavanger (UiS), Trondheim (NTNU) and Oslo (UiO). The project will be carried out by a collaborative multidisiplinary team primarily based at the SINTEF, the University of Stavanger (UiS) and the University of Oslo (UiO). Project coordination will assured by UiS Stavanger.
