Prospects for improving transport safety: analysis of safety potentials, efficiency of policy priorities and barriers to successful policy

The project consists of four parts: (1) A broad analysis of the maximum potential for improving safety in all modes of transport during the next 15-20 years. The analysis will be based on an extensive review of all potentially effective safety measures. ( 2) An analysis of the efficiency of current policy priorities. The focus of this analysis will be whether safety measures are used optimally, to produce maximum safety effects within given budgets. (3) An analysis of barriers to efficient policy prioritie s. This part of the project will include an analysis of problems related to the use of cost-benefit analysis as a tool for determining efficient policy priorities. This part of the project also contains a PhD project to be carried out by cand. polit. Silv ia J. Olsen, focusing on power relations in traffic safety planning and decision making. (4) An analysis of models of management in transport safety policy. This analysis study the role of safety inspectorates (tilsyn) and try to evaluate whether such ins pectorates generate stronger incentives for improving safety and makes the responsibilities of executive agencies for safety more well-defined.
