The objective of this project has been to ensure Norwegian participation in Energy Technology Systems Analysing Programme (ETSAP). ETSAP is an Implementing Agreement of the International Energy Agency (IEA), first established in 1976. It functions as a consortium of member country teams and invited teams that actively cooperate to establish, maintain, and expand a consistent multi-country energy/economy/environment/engineering (4E) analytical capability. Its backbone consists of individual national teams in nearly 70 countries, and a common, comparable and combinable methodology, mainly based on the MARKAL/TIMES family of models, permitting the compilation of long term energy scenarios and in-depth national, multi-country, and global energy and environmental analyses. By statute, ETSAP meets twice a year to exchange experiences, discuss ways to improve the tools and manage the common activities. Participation in ETSAP is of significant importance for IFE. The participation has given access to an international network with high competence in energy systems analysis, access to updates software, access to energy systems models developed by ETSAP, and possibility to work together with other research organisation involved in energy system modelling. The ETSAP participation is a strong basis for IFE when we develop Norwegian energy system models, and it increases our ability to carry out analysis with Norwegian perspective. IFE has developed and improved national and regional TIMES models during this period. The models have inter alia been used to analyse the future implementation of energy efficiency measures, need for new capacity in power production, electricity trade, regional differences related to resource availability and infrastructure development. The participation and cooperation in ETSAP has been an important premise for this development.

The project include the following activities: 1. ETSAP workshops and ExCo meetings are arranged bi-annually. IFE will participate in the workshops and meetings, and will present experience from Norwegian modelling and analysis. 2. Subsequent to the ETSAP workshops IFE will organise national workshops where energy system modelling will be on the agenda. Participating organisations will be NFR, NVE and Enova. Other organisations/institutions involved in or interested in energy system modelling can also att end. 3. Each year the ETSAP workshop is held in relation to the International Energy Workshop (IEW). IFE participates in the workshop, and presents here analysis to a broad energy model community 4. IFE will be involved in the preparation of Energy Techno logy Data Source (E-Tech-DS) which can be downloaded from ETSAP site: http://www.etsap.org/E-techDS/. An E-Tech-DS is a 4-page technology description including technology status and costs. 5. IFE will contunue to work with research partners in ETSAP on th e global energy system model ETSAP-TIAM.
