Prosjektetablering OpenNESS: "Operationalisation of Natural Capital and EcoSystem Services: From Concepts to Real-world Applications"

The OpenNESS (Operationalisation of Natural Capital and Ecosystem Services) project, launched in 2013, explores these principles locally and aims to translate them into practical frameworks for everyday use. In the projects Oslo case study - OSLOpenNESS - the projects economists are collaborating with social scientists and ecologists to understand how ecosystem services can enhance urban municipal planning. According to a report co-authored by Barton and Reinvang published in February 2015, green space in Oslo is worth billions. This rapid appraisal employed six value transfer methods, which illustrate tangible relationships between the citys green and blue spaces, and connected them with the economics of citizens? welfare. Four of these were financial considerations, and two concentrated on qualitative improvements facilitated by green spaces. Valuation techniques look at ways of mapping whats important for residents in parks, green spaces, bodies of water, rivers and the forest encircling the city. Oslo is surrounded by the sizeable peri-urban forest and the Oslofjord coastline. Oslos geographical centre is actually in the forest. The study considers consumers willingness to pay for urban green spaces, the importance of green infrastructure in property prices, time-use values of the forest when exploited as a recreational space, and the natural capital value of the over 700,000 trees located within built areas in the city. Despite uncertainty inherent in value transfers we feel confident that nature in Oslo has a total annual value of several billion kroner. This is conservative because we have used lower bound estimates. Furthermore, we know that our examples represent only a fraction of ecosystem services provided by green infrastructure, in our case mainly cultural ecosystem services. Norsk Institutt for Naturforskning (NINA) deltar i flere koordineringsroller i prosjektet OpenNESS: "Operationalisation of Natural Capital and EcoSystem Services: From Concepts to Real-world Applications", under EUs 7. rammeprogram, "Theme FP7 ENV.2012.6. 2-1: Exploration of the operational potential of the concepts of ecosystem services and natural capital to systematically inform sustainable land, water and urban management". NINA har hovedansvar i OpenNESS for å koordinere forskningen om integrering av økonomiske verdsettingsmetoder og ikke-økonomiske evalueringsmetoder av økosystemtjenester. Målet med dette er å styrke beslutningsgrunnlaget for avveininger mellom økosystemtjenester og andre goder i samfunnet. Kvantifisering og verdsetting av økosys temtjenester inkluderer vurderinger av økosystembaserte klimatiltak som bidrar til både energieffektivisering, reduserte utslipp og karbonlagring. Forskningen vurderer også de indirekte effektene av klimaendringer på økosystemers evne til å levere andre ø kosystemtjenester - for eksempel vegetasjonsregulering av temperatur, forbedret luftkvalitet i byer, vannrensing i vassdrag, og redusert energiforbruk gjennom mer lokal matproduksjon. Herunder har NINA et spesielt ansvar for å koordinere forskningen om h vordan nye verdsettingsmetoder for økosystemtjenester kan bedre tilpasses spesifikke politikk- og beslutningsproblemer. NINA koordinerer i den sammenhengen en case studie i Oslo om hvordan man kan ta bedre hensyn til urbane økosystemtjenester og verdien a v 'grønn infrastruktur' i langsiktig byplanlegging. Dette case studiet skal koordineres med lignende case studier i Finland, Slovakia og Spania om verdien av urbane økosystemtjenester. NINA har i tillegg som hovedansvar å koordinere kommunikasjonsarbeidet til OpenNESS, for å sikre at forskningsresultatene publiseres i anerkjente tidskrifter, populariseres, og formidles på en anvendbar måte til lokale, nasjonale og europeiske myndigheter.
