The objective of the NorStore initiative is to develop and operate a persistent, nationally coordinated infrastructure that provides non-trivial services to a broad range of scientific disciplines that have a variety of needs for storing and publishing di gital data.
There are three critical factors for the NorStore infrastructure:
* An agile, flexible and reliable infrastructure must include a permanent human infrastructure that provides a skills and competence base that is critical to support and dev elop the infrastructure. People are a vital component in the NorStore infrastructure and one must find a balance between technical and human capability. A production- quality eInfrastructure must make long-term commitments to maintaining and continuously improving a skills and competence base. Attention must be given to support and training, community development, mechanisms to couple the infrastructure to research and development, and to strength, flexibility and capability to respond to new areas of sci ence.
* Longevity and sustainability. A national eInfrastructure must have a management and financial structure that is able to deploy a necessary and sufficient base of resources and skills that satisfies the diverse needs of the research communities fo r a long period of time. Sustainability requires long-term and predictable funding that is attractive for third-party investments and for the scientific communities to develop long-term collaborative research in a national and global environment.
* The i ntegration of the NorStore infrastructure in all research environments and infrastructures that can make use of it. Research communities and research programmes must be inspired to increased use of the infrastructure. At the same time, these communities a nd programmes, as important customers, must express their support and need for the infrastructure and acknowledge that the infrastructure is an integral part of their activity.
