De norske forskningsrådenes historie 1946-2016

What is the history behind the research councils in Norway? The project has analyzed the development of the Norwegian research councils after World War II. The first research council was established in 1946, and in 1993 five separate research councils were merged into The Research Council of Norway. The main findings from the project are published in a book titled "Dependent on Research - The History of the Norwegian Research Councils" (in Norwegian, Fagbokforlaget 2019, 688 pp.). Here, we analyze the various functions and roles of the research councils in the development of a society dependent on research. The tensions between the councils created lasting challenges for the merging into a single council. The published volume is a groundbreaking contribution to Norwegian and Scandinavian science policy history. The project has further resulted in new knowledge about how public funding organizations have operated in close integration with various sectors of society, institutional environments, and scientific disciplines. The project challenges existing perceptions of research councils as homogeneous entities "outside of" research and contributes to the understanding of their many roles and functions within the Norwegian research and innovation system. The project has produced knowledge related to a range of scholarly fields of inquiry: to the history of public administration in Norway, where we have found that the history of the research councils has broadened and refined existing knowledge of public governance; to the history of knowledge policy, where science and research often have been overshadowed by education; in addition our research gives new insight to subfields such as the history of industrialization, technology, innovation and the environment, gender and women's history. Also, the project addresses how entrepreneurship based in the research council system played a part in the expansion of the knowledge society and demonstrates how the emergence of new fields of science entailed challenges on both a systemic and organizational level. Further, the project includes a sociological dimension dealing with contemporary governance and evaluation practice in public science funding. Through the implementation of new institutionalist and organizational science theories such as institutional logics, the project also analyzes contentions within and between research councils. Throughout the published volume we discuss the challenges of developing new strategies within a historically established institutional structure, and thus ought to be of relevance for future strategy processes.

Prosjektet er et nybrottsarbeid som for første gang gir samlet kunnskap om den historiske utviklingen av forskningsråd som organisasjonsform. Prosjektet gir dessuten ny innsikt i utformingen av norsk forskningspolitikk, i lys av internasjonale utviklingstrekk. Det bidrar også til økt forståelse av norsk offentlig forvaltning, og vil gi et fundament for framtidig forskning og grunnlag for fremtidig analyse og strategisk tenkning omkring forskningsfinansiering og forskningspolitikk. En konkret ringvirkning av prosjektet er et phd-prosjekt i historie ved NTNU om norsk havbruks forskningspolitikk, med vekt på forskningsrådes rolle i etableringen av kunnskap for næringsutvikling.

Dette historieprosjektet analyserer de norske forskningsrådenes faglige og politiske funksjon og betydning. Forskningsrådenes historie strekker seg fra opprettelsen av Norges teknisk-naturvitenskapelige forskningsråd i 1946 til dagen Norges forskningsråd. Prosjektet gir en samlet fremstilling av de fem tidligere forskningsrådene, prosessen med å etablere et felles Norges forskningsråd i 1993 og forskningsrådets virksomhet siden. Forskningsrådene blir belyst som del av den offentlige forvaltning og blir sa tt inn i en nasjonal og vestlig forskningspolitisk kontekst. Forskningsrådene ble opprettet ved politiske vedtak og representerte et politisk ønske om å drive en politikk for forskning, det vil si for å utvikle og delvis selv drifte forskningsvirksomhet p å forskjellige områder, definert i rådenes vedtekter. Samtidig var hensikten å etablere forskningsbasert kunnskap som igjen kunne danne grunnlag for fremtidig samfunnsmessig anvendelse. Historien belyser hvordan forskningsrådene har utøvet sine forskjelli gartede funksjoner i grenselandet mellom politiske og samfunnsmessige krav og forventninger til resultater av forskning, og vitenskapens interne normer som enhver form for forskning må være basert på og forpliktet av. Fremstillingen vil bygge på et rikho ldig arkivmateriale, ved siden av trykt materiale og intervjuer med sentrale aktører.
