VRI3 og ka då ittepå? VRI Rogaland - en prosjektbeskrivelse

VRI Rogaland has in the period 2014-2016 had two focus areas: Food value chain and Technology with a future. Rogaland County is one of the main food production and processing areas in Norway, and we have wanted to bring attention to all stages of the food chain. The producer is as important as the final product. We depend on sustainable food production and content consumers. Within this focus area we have concentrated our activity in the fields of aquaculture, agriculture and food industry. Technology plays an important role in many industrial clusters in Rogaland. VRI wanted to support development of sustainable technology and increased competence in applying technology. VRI has financed projects within maritime industry, hydropower, offshore and onshore wind, bio energy, geothermal energy, energy efficiency, welfare technology and tunnel safety technology. Objectives: VRI Rogaland will contribute to increased innovation, increased innovation capability and research based economic growth by interaction between businesses, funding agencies and research institutions. At the same time we will contribute to develop the regional innovation system and coordinate the different funding schemes. Our instruments: - Knowledge Brokerage. A knowledge broker assists businesses in identifying relevant research institutions for research based innovation projects, and in finding appropriate public financial support programmes. - SME projects. Small projects to clarify the possibilities for implementation of main projects in other programmes. - Innovation Dialogues. Workshops for collaboration in innovation processes. - Student Mobility. Students writing their thesis as part of a development and innovation project in a company. - Cluster Development. Analyses aiming to develop new and existing industrial clusters. - Employee-driven Innovation. Systematic involvement of employees in innovation processes. Results: 2014-2016 300 companies received assistance from brokers. The result of the activity was 71 SME projects and 33 other types of projects. Many SMEs have received assistance in application processes to other funding programs. Several former VRI projects have got funding from other programs in the Research Council of Norway and Innovation Norway, as well as Regional research fund West and Horizon 2020. All together these projects were financed with appr. NOK 86 million. Our special focus on tunnel safety has paid off. VRI contributed in mobilising companies to take part in an application to the innovation cluster programme, and in June 2016 the Norwegian Tunnel Safety Cluster became a member of the Arena programme. In February 2017 the cluster has already 100 members, among them more than 80 industry partners.

Utformingen av VRI3 i Rogaland er basert på erfaring fra de to første VRI-periodene og regionens behov. I VRI3 vil vi ha to innsatsområder: Verdikjede mat og Teknologi med framtid. Innsatsområdet Verdikjede mat er valgt da Rogaland er stor i norsk samme nheng på produksjon og foredling av mat. Vi ønsker oppmerksomhet på alle ledd i kjeden. Primærleddet er like viktig som sluttproduktet. Vi er avhengige av en bærekraftig matproduksjon, samtidig er det viktig å lytte til forbrukeren i andre enden. I matnær ingen ser vi spesielt tydelig at virkemidlene i VRI har gjort en forskjell. Det er derfor svært viktig å opprettholde tilbudet til disse aktørene. Innsatsområdet Teknologi med framtid har vi valgt da teknologi er en viktig og stor fellesnevner for mange av næringsklyngene og satsingene i Rogaland. Det er to faktorer som er viktige her: 1) teknologien må være bærekraftig og 2) vi trenger økt kompetanse på teknologianvendelse. Innenfor innsatsområdene vil vi arbeide inn mot bestemte klynger. Disse er havb ruk, jordbruk og matinsdustri for Verdikjede mat og maritim industri, vannkraft, offshore vind, landvind, bioenergi, geotermisk energi, energieffektivisering, velferdsteknologi og tunnelberedskap for Teknologi med framtid. Den største endringen fra VRI2 e r satsingen på tunnelberedskap og velferdsteknologi. Vi har valgt å benytte oss av følgende seks virkemidler: kompetansemegling, bedriftsprosjekter, innovasjonsdialoger, klyngeutvikling, studentmobilitet og medarbeiderdrevet innovasjon. Det viktigste vi rkemiddelet er kompetansemegling. 10-12 kompetansemeglere fra 7-9 ulike institusjoner vil være aktive i VRI3. Meglerne legger til rette for samarbeid mellom bedrifter og forskningsmiljøer i innovasjonsprosjekter. I tillegg bistår de bedriftene i å finne riktig program i virkemiddelapparatet for videreføring av prosjekter. I VRI Rogaland blir 1 + 1 langt mer enn 2!
