Education, governance and inspection within a transnational and cross-disciplinary context

Traditionally the governance of education, including educational inspection, falls under the formal competency of national authorities. In accordance with professional-bureaucratic regimes, it is practice in European countries for state authorities and p rofessional agencies to produce policy documents, funding mechanisms, and legal frameworks, aimed at regulating, guiding and controlling districts and communities, and sometimes learning practices, within the local schools. However, in contemporary educa tional policy arenas Europeanization and globalisation processes are apparent, with a growing influence of expert actors, developing relations which facilitate the creation of a European education policy space. Within this setting national institutions an d their practices are potentially reconfigured, not at least by exchanges of ideas and knowledge. The workshop is a joint arrangement between two research projects: The Legal standard and professional judgement in educational leadership (LEX-EL) coordina ted by Professor Jorunn Møller, and Horizontal governance and learning dynamics in higher education (HORIZON), coordinated by Professor Peter Maassen, University of Oslo, both projects funded by the research program, Utdanning 2020. In order to analyse o ur data and findings according to transnational processes which affect national policy processes across Europe and beyond, international collaboration is needed. For this reason we will organise a research workshop at the University of Oslo, 4-5 June, 201 4. The outcome of the project will be two international publications and a symposium at ECER, 2014.
