Japan - Cooperation project related to flexibility in the distribution grid and cyber security

The objective of the project "Cooperation project related to flexibility in the distribution grid and cyber security" is to establish active and long-term cooperation between Tokyo Institute of Technology, SINTEF Energy Research and SINTEF ICT, related to research topics of mutual interest for the three institutions. The research groups involved work under different conditions and have slightly different research foci. For instance, the Japanese delegation has a strong focus on intrusion detection in cyber-physical systems, and SINTEF enjoys a close collaboration with industry partners, giving access to real-life data from the grid and laboratories. This indicates that the collaboration will be beneficial for all involved parties, e.g. by extending the scope of research in Norwegian projects, or by strengthening the models of the Japanese party through testing on real-life data from varying grid types. Moreover, there are several underlying topics of common interest, both with respect to power system and ICT technologies. The following topics are relevant for future collaboration, and will be further elaborated: * Control and estimation techniques for distribution systems * Coupling co-simulation model to lab facilities * Pattern detection, data mining and forecasting/prediction: Cyber security in a smart grid context (for example Spoofing detection, Incident response management) * Virtualized representation of smart grid systems for simulation, testing and experimentation * Development of demonstration material for the public, to visualize the importance of cyber security. All collaboration work will take into account the fact that the electric power grid is a critical national infrastructure, and handle real-life data accordingly. The implementation of such a collaboration will depend on the concrete projects performed by either party. From the Norwegian side, the current established research centre FME CINELDI (2016-2024) in the Smart Grid domain will both benefit from and strengthen this collaboration. In June SINTEF participated at "2017 JST-NSF-RCN Workshop on Distributed Energy Management Systems" in Tokyo. At this workshop the presentation "Design Choices for Making Smart Meters in Norway an Enabling Technology for Smart Grids" was given, in addition to chairing the session "International Collaboration Session 5: Suzuki Super Team 1". The workshop gave lots of relevant input and was a good possibility to build further on the established connections in Japan. There have been no Meeting activities in 2018.

Prosjektet har bidratt til etablering av kontakt med fagmiljøer i Japan, selv om det per i dag ikke er etablert et aktivt samarbeid.

This project description describes the planned cooperation between a group of scientists from the Department of Computational Intelligence and Systems Science at Tokyo Institute of Technology, led by Associate Professor Hideaki Ishii, and scientists at SINTEF Energy Research and SINTEF ICT. The cooperation will be carried out as an addition to the following ENERGIX-project: * Project No. 245412 "FlexNett - Flexibility in the future smart distribution grid" The cooperation will be related to the following project within the EMS-program in Japan: 1. Distributed Intrusion Detection Methods for Power Grids and Control Communication Networks in Electric Power Systems Cyber security is also a central topic in the FlexNett project. Hence, the potential for collaboration on issues related to security and attack detections is a natural starting point for discussions. Considering that flexibility, both at the user and network level, is the main focus of FlexNett.
