SET9: Deltakelse i Teknologi- og innovasjonsplattformer 2016-18

The aim of participation in European Technology and Innovation Platforms is networking as well as monitoring the EU activities in order to be able to influence calls and R&D strategies and directions within the bioenergy field. This participation is expected to promote Norwegian interests in the European strategic work. The Steering Committee of the European Technology and Innovation Platform (ETIP) Bioenergy and the Biomass panel of Renewable Heating and Cooling (RHC) Platform are in close contact with relevant people in the EU system in order to influence future calls for proposals that ensure research and development in Europe in bioenergy. Prior the ETIP Bioenergy meetings, short reports have been prepared from the participants' countries, where we presented the Norwegian status. To do so, relevant Norwegian stakeholders are contacted to gain insight into their priorities and to have the opportunity to pass on the views of industry-Norway, results and interests. These updates attract the interest of the group. The FME center Bio4Fuels and the Research Council are also contacted before the steering committee meetings and their views are communicated. Other countries present their status as well, and the most interesting cases are the commercial facilities that have started or are in the start phase. The updates from the various countries are included in the minutes. If it is not possible to present the short reports orally, they are made available by including them in the minutes. The status of important EU initiatives is also presented at these meetings. A mailing list has been established to have contact with the major Norwegian stakeholders and their updates which can be put together for a short oral presentation. The updates include the status and other wishes to be communicated, as well as input regarding EU legislation, rules, incentives, etc. This gives good visibility in Europe for those involved. The Norwegian stakeholders see the usefulness of this and are active in the mail exchanges. We also had the opportunity to influence the agenda setting of the research priorities (SRA with recommendations to the EU Commission on future calls for proposals, Biomass Technology Roadmap and follow-up on the status of its implementation, and input to bioenergy Issues Paper and SET-plan working groups) directly and through active participation in physical meetings and telephone meetings. The ability to influence will also be taken care of over the next 3 years through the management of the horizontal workgroup 100% Renewable Buildings. The RHC-ETIP platform and biomass part of this platform is perceived as an open arena, where everyone has the opportunity to be heard. The Biomass panel in the RHC platform, through its work with SRA, has directly influenced Horizon 2020 calls within the bioenergy area. SRA has also been a very important reference document when designing Description of Work for the stationary platform under EERA Bioenergy. Through participation in the RHC-ETIP platform, we are in a better position to participate in Horizon 2020 projects and participate in applications.

- Opplever dere at dere medvirker til agendasettingen i den rollen dere har? Evt. har dere synspunkter på hva som kan gjøres for å bedre disse mulighetene? >Ja, ETIP fungerer veldig bra i denne sammenhengen - Hvordan fungerer EU-arbeidet på deres fagområde frem mot formulering av utlysninger som kommer fra rammeprogrammet (for eksempel gjennom industriinitiativene i SET-planen, evt. annet)? >Det fungerer veldig bra, både via ETIP og NCP hos Forskningsrådet. Vi har hatt flere relevante utlysninger i alle H2020 søknadsrundene. - Opplever dere å komme i posisjon for å delta i gode konsortier/prosjekter under Horizon2020? >Ja, det er flere henvendelser som kommer til Norge med konsortier av høyere kvalitet. Norske forskningsinstitusjoner har definitivt opparbeidet bedre posisjon på EU arenaen. >Vi har også fått bevilget to H2020 prosjekter i løpet av 2018, begge med stor relevans for Norge og norske aktører.

Formålet med deltakelse i teknologiplattformer er å drive nettverksaktivitet, overvåke og holde seg oppdatert på EU aktiviteter samt influere på utlysninger og retning på FoU innen bioenergiområdet slik at norske interesser fremmes i det europeiske strategiske arbeidet. Forventningene er: - Påvirke kommende utlysninger i EU innen bioenergiområdet slik at de dekker norske industrielle og FoU interesser - Øke norsk deltagelse innen FoU prosjekter i EU - Ta ut synergieffekter og unngå overlapp mellom FoU i Norge og EU - Økt nasjonalt samarbeid og koordinering mot EU organene. Styringskomitéen i EBTP og i Biomasse panelet i RHC er i nær kontakt med relevante personer i EU systemet for å påvirke kommende utlysninger i Horizon2020 og EU-systemet samt å få gode råd mht utforming av strategier og konkrete innspill for størst mulig gjennomslagskraft. I løpet av den forrige prosjektperioden (2014-2015) deltok SINTEF Energi AS i begge teknologiplattformene, EBTP og RHC. Øyvind Skreiberg ble medlem av Styringskomitéen til Biomasse panelet i RHC Plattformen i 2011. Judit Sandquist ble medlem i WP2 Conversion arbeidsgruppen i EBTP i 2010 og i Styringskomitéen i 2013. Judit Sandquist ble også medlem i WP1 Biomass arbeidsgruppen i 2015 for å fremme og tydeliggjøre Norges makroalgarelaterte interesser. Aktiviteten i 2016-2018 vil være en naturlig fortsettelse av aktivitetene i 2014-2015, hvor det er ønskelig å opprettholde samt styrke Norges posisjon i både RHC og EBTP plattformene for å kunne påvirke best mulig.
