SET 9: Strategic participation in the SET-Plan forum ECTP (European Construction Technology Platform)

The main objective of this project was to ensure the best possible alignment between the Norwegian and European priorities and research agenda in the field of buildings and infrastructure. In the years 2016-2018 the ECTP has worked strategically towards influencing the EU Research priorities in three areas: 1. input to the programme Horizon 2020, topics call for the period 2018-2020; 2. input to forming the NeXT Research framework called "Horizon Europe" that will be active in the period 2021-2017; 3. input to the EU SET Plan (Strategic Energy Technology Plan) and defining implementation plans for its key actions. With respect to the Horizon 2020 we focused our feedback mainly on emphasizing the "carbon emission" dimension (on top of just "energy efficiency"), in order to align the calls more towards the content of the FME-ZEN, and therefore in the national interest of its academic, industrial and public partners. We were probably not the only ones pushing in that direction, since we can now see a certain shift towards considering the carbon emissions as an explicit goal also in the building related topics (more now in the calls 2018-2020 than in the previous ones). With respect to the Horizon Europe New programme the ECTP has published its Position Paper "The high-tech building industry in support of the EU energy, climate and sustainability objectives - Towards a generalised European Low-Carbon & Resilient Built Environment". With respect to the SET Plan, the ECTP has provided input to the following key actions: - Key action 3.1 "Smart solutions for energy consumers" (ongoing work); - Key action 3.2 "Smart Cities and Communities" (implementation plan ready); - Key action 5.1 "New materials and technologies for buildings" (ongoing work); - Key action 5.2 "Heating and cooling for buildings" (ongoing work). For the ongoing work, the implementation plans are expected to be finalized in 2019.

Planned activities to pursue the main goal are: ? Active participation in the ECTP (European Construction Technology Platform) activities, in order to be always informed and updated on EU plans; ? Influence in forming the H2020 research and innovation agenda, e.g. multi-annual roadmaps, through in order to bring forwards Norwegian priorities; ? Coordination with other Norwegian initiatives, related to the SET Plan, such as NTNU's Sub-Programme leadership in the "EERA JP Smart Cities", and related to H2020 participation, such as SINTEF Byggforsk's "EU-nettverk innen miljøvennlige energiløsninger i det bygde miljø" ? Support to Norwegian industry, for direct participation in the ECTP and other relevant fora and for increased H2020 participation.
