MOVE21: MULTIMODAL AND INTERCONNECTED ZERO EMISSION URBAN NODES FIT FOR THE 21ST CENTURY

The starting point for MOVE21 is the policy goals of each participating FUA, more specifically how to improve mobility of people and goods to meet multiple targets for health, wellbeing, prosperity and urban development in long-term zero emission scenarios. MOVE21 recognizes that many cities have traditionally focused most of their efforts on mobility for people as opposed to freight, and seeks to re-balance this focus without forgetting active modes of transport and emerging micro-mobility services for people. Moreover, several European cities are ramping up their ambitions for clean mobility by moving from low emission zones (LEZ) to zero emission zones (ZEZ) in efforts to strive for less air pollution, more social equality, increased green spaces, and reduced GHG emissions from transport. However, large-scale ZEZ, economic development and urban prosperity will be difficult to achieve in cities without the simultaneous implementation of mobility hubs to cater for the flow of both people and goods in urban areas. Thus, the principal solution underpinning MOVE21 is the introduction and rollout of multimodal mobility and micro-mobility hubs for both freight and people, which are integrated through ICT solutions and which will enable coordinated and optimised utilisation of all transport modes and corresponding infrastructure. The interconnected mobility hubs will support more efficient governance, are adaptable to different policy measures and governance settings, provide efficient and seamless mobility options for both people and freight, focus on user needs and experiences, address concerns surrounding social cohesion and equity by considering accessibility and affordability, and are enablers for new business opportunities and public-private, private-private and public-public collaborations in cities with high ZEZ ambitions.
