Pan-Arctic observing System of Systems (pan-AOSS): Implementing Observations for societal Needs - ArcticPASSION

Despite intense efforts by nations and international organisations and programs, the observing system elements in place are still segmented, often based on short-term research funding, and focused on research goals rather than the requirements of end-users. To make a transitional leap in tackling these challenges we will go beyond the standard incremental approach, and instead follow an ambitious novel, holistic approach that focuses on multiple parallel approaches to each challenge. The project wants to develop a forward-looking pan-Arctic observation system that is beyond the state-of-the-art through the unification, extension and implementation of an integrated pan-Arctic observing system of systems (pan-AOSS); a service that provides unrestricted access to the best-available information, empowers Arctic communities, industry and governments to make knowledge-based economic, policy, investment, management and societal decisions. Arctic PASSION, focuses on delivering this holistic service in preparation for a possible Arctic GEOSS initiative and provide a strong legacy to support a unified European voice in Arctic observations. Arctic PASSION fully covers the broad scope of this topic, and addresses, in its entirety, all the Expected Impacts of the call. Our inclusive, comprehensive, and innovative approach will unite existing and new observations over land, ocean, ice, and atmosphere and allow for the free flow of information and data that is essential for studying, assessing, and forecasting Arctic change, while improving the accuracy of predictive models, and supporting sustainable development. By addressing all the specific challenges and scope of the Topic in our participatory way, we move closer to unifying Arctic observing infrastructure and data streams for the first time. Our inclusive approach, with exceptional outreach, offers an outstanding opportunity to make significant improvements to the long-term sustainability of our pan-AOSS.
