Process Modelling for Technology for First-Responders

Many technologies exist and emerge that potentially could improve protection of first responders against dangers or enhance their capacities, but a holistic framework that meets the needs of multiple & variable crisis scenarios and can manage the link of technologies with first-responder roles is missing. PROCEED will develop, test, validate and demonstrate a new holistic framework built on a methodology for emergency plan modelling & plan execution technology supporting preparedness, training, response and post-emergency lessons while safeguarding ethics, human dignity & gender dimension. The framework, inspired by classical process management systems, will enable the seamless integration of background technologies within response process models, providing personalized action plans to each role in the overall response. PROCEED will engage 7 first-responder teams (5 in Europe, 1 each in Japan & New Zealand) in workshops using relevant background technologies to i) elaborate pre-defined use cases for diverse emergency scenarios held in different countries, from which the requirements for the new holistic framework will be elicited; ii) validate & demonstrate the applicability of the framework in 7 national pilots and a global one integrating background technologies & responder roles to improve protection and enhance first responders’ capacity. To improve long-term planning, the holistic framework will enable the involvement & interaction of first responders with researchers, exploiting the intrinsic ability of its methodological & technological foundations to embed field validation and mine data from training & real emergencies for knowledge enhancing and learning from experiences. For impact PROCEED will: 1) cluster with other H2020 projects dealing with technologies for first responders; 2) propose guidelines and standards; 3) communicate and disseminate through powerful international networks; 4) target strong commercial exploitation of its holistic framework.
