KartAi - demokratisk, pålitelig og fullstendig eiendomsdata

Congratulations! You have purchased a single-family home with a garage! A few years later, you discover that the garage was not properly permitted, nor was the addition to the house. Your insurance company believes that you provided incorrect information, and municipal fees are calculated on the wrong basis. When you go to sell, there are questions about the legality of the house. The property registry in Norway (the cadastre) is used for much more than one might think. Errors and incompleteness have significant consequences. New technology and innovation of current work processes can greatly increase quality and ensure more efficient work processes in the municipality, as well as higher quality for map databases and the cadastre. KartAi's main goal is to streamline municipal work processes, particularly related to the cadastre and building permit processing, using automated, advanced data-driven methods, including artificial intelligence in combination with proactive citizen dialogue. Work processes in the municipal sector are largely identical in all of Norway's municipalities. Therefore; knowledge, technology, and innovation from the project will be easily reused throughout the country, and as such, the project has excellent scaling potential. A regional project has been carried out in Agder (KartAi 1.0) that has laid the foundation for the needs and innovation idea in the project. KartAi 1.0 has created new knowledge, technology, and attention, and is an excellent platform to build on in a national scale. The project will develop new innovative machine learning models, standards for architecture/interfaces, and new technology for proactive data-driven citizen dialogue, which will ensure more efficient case processing and more accurate data in the cadastre and FKB.

KartAi sitt hovedmål er å effektivisere kommunale arbeidsprosesser knyttet spesielt til matrikkel og byggesaksbehandling ved hjelp av automatiserte, avanserte datadrevne metoder, inkludert kunstig intelligens i kombinasjon med proaktiv innbyggerdialog. Arbeidsprosessene i kommunal sektor er i stor grad identiske i alle landets kommuner. Derfor vil kunnskap, teknologi og innovasjon fra prosjektet enkelt gjenbrukes i hele landet, og slik har prosjektet et utmerket skaleringspotensial. Det er gjennomført et regionalt prosjekt i Agder (KartAi 1.0) som har lagt grunnlaget for behovene og innovasjonsideen i prosjektet det søkes om. KartAi 1.0 har skapt ny kunnskap, teknologi og oppmerksomhet og er en særdeles god plattform å bygge videre på i en nasjonal skala. Detaljerte, oppdaterte og nøyaktige data om bygninger og eiendommer er sentrale beslutningsgrunnlag for effektiv saksbehandling hos kommunene i Norge – blant annet i byggesaksprosessen, takseringsprosesser og avgiftsberegninger. Det nasjonale eiendomsregisteret, Matrikkelen, sammen med felles kartdatabase (FKB) er offisielle registre som utgjør basisen for bygning- og eiendomsdata. Årlig investeres det flere titalls millioner i ajourføring og forvaltning av FKB og Matrikkelen i Norge. Dette gjøres regionalt i de enkelte kommuner og sentralt i samarbeid med Kartverket. I dag forvaltes og oppdateres kartbaser og matrikkelen separat. Prosjektet vil utvikle nye innovative maskinlæringsmodeller, standarder for arkitektur/grensesnitt og ny teknologi for proaktiv datadrevet innbyggerdialog som sørger for mer effektiv saksbehandling og mer korrekte datagrunnlag i matrikkelen og FKB.
