PES-UiO-2023-2024

The University of Oslo (UiO) has great ambitions for increased participation in the EU framework programme Horizon Europe, based on UiO's EU strategy and plan for its operationalization. As a broad-based university, UiO meets the overriding principles of interdisciplinarity and activity across sectors and will participate in all parts of the framework program. The main principles of participation are to establish a good balance between professional breadth and commitment to cutting-edge environments. UiO's overall goal for Horizon Europe is to increase the number and quality of applications, by stimulating academic communities and researchers to actively participate in the EU framework program. Among concrete initiatives for strategic measures for 2023-24 can be mentioned: - Targeted leadership pressure and good framework conditions, including active motivation and recruitment work to promote motivation at all levels in the organization. - Professional research support at all levels, including administrative, professional and financial support in the application preparations, as well as professional operational support for the project - based on the needs of the researcher and the academic community. - Increased EU participation with more and better applications, including strengthening engagement and clear success within the researcher-initiated parts of HEU (ERC and MSCA), but also increasing participation in the thematic calls. The PES grant will be a decisive contribution to being able to continue measures UiO has established for operationalizing our strategy for Horizon Europe.

UiO har store ambisjoner for økt deltakelse i EUs rammeprogram, begrunnet i UiOs handlingsplan for Horisont samt plan for operasjonalisering av denne. Som breddeuniversitet møter UiO de overordnede prinsippene om tverrfaglighet og aktivitet på tvers av sektorene og vil delta i alle deler av rammeprogrammet. Hovedprinsippene for deltakelsen er å etablere en god balanse mellom faglig bredde og satsing på spissmiljøer. UiOs overordnete mål for Horisont Europa er flere og bedre søknader, gjennom å stimulere fagmiljøer og forskere til aktiv deltagelse i hele bredden av EUs rammeprogram. Dette dreier seg i all hovedsak om strategiske grep knyttet til målrettet ledelsestrykk, støtteapparat og gode incentiver. Blant konkrete initiativ for 2023-24 kan nevnes: - Målrettet ledelsestrykk og gode rammebetingelser, herunder aktivt motivasjons- og rekrutteringsarbeid for å fremme motivasjon på alle nivåer i organisasjonen. - Profesjonell forskerstøtte på alle nivå, herunder administrativ, faglig og økonomisk støtte i søknadsforberedelsene, samt profesjonell driftsstøtte for prosjektet - med utgangspunkt i forskerens og fagmiljøets behov. - Økt EU-deltagelse med flere og bedre søknader, herunder å styrke engasjement og tydelig suksess innen de forskerinitierte delene av Horisont (ERC og MSCA), men også øke deltagelsen i de tematiske utlysningene i Pilar II. PES-bevilgningen vil være et avgjørende bidrag til å kunne videreføre de mange tiltak UiO har etablert for operasjonalisering av vår strategi for Horisont Europa. UiOs PES-ordning er delt inn i fem instrument: - PES Koordinator, for å styrke koordinatorsøknader - PES ERC for å styrke ERC søknader - PES Ramme for øvrige EU søknader - PES Konsulent for ERC og MSCA-PF - PES Kompetanse for kompetansebygging knyttet til Horisont
