Prosjektetableringsstøtte _NIBIO 2023 og 2024

The Norwegian Institute for Bioeconomy (NIBIO) gives high priority to international research collaboration. A significant part of this collaboration is organized as projects, together with European colleagues, and we are working to develop cooperation with the research communities in Europe at a more institutional level. In order to solve complex challenges, more than researching a specific area, we must identify the areas of expertise where NIBIO can become a valuable participant in European projects. We believe this can be particularly relevant in relation to MISSION's and partnership's announcements. Here it will be important to profile NIBIO's regional research stations, field experiments and long-term time series, and the development of map services. NIBIO has increased administrative support for application development, as well as established an internal forum with tasks related to keeping an overview of what is happening in Horizon Europe. EU research is anchored in NIBIO's board with regular reporting on the application status of international projects (particularly the EU) as well as a regular issue in senior management meetings in NIBIO (director level), and topics at general meetings and management gatherings. The main activity of NIBIO through Horizon Europe will be found in Pillar 2, and the largest activity will be linked to Cluster 6 "Food, Bioeconomy, Natural Resources, Agriculture and Environment", which is well suited to NIBIO's scientific profile. NIBIO has positioned itself within Mission 'A soil deal for Europe' where we are a partner in the CSA project 'PrepSoil', and that NIBIO has a national role in EJP-Soil. There are plans on the initiative of NIBIO for a national soil hub and we are also trying to promote the establishment of living labs in Norway. NIBIO expects to have the capacity to participate in around 50 applications for the period 2023-2024, and has set an ambition to coordinate at least 12 applications in this period.

NIBIOs eier (LMD) og styre har internasjonalt FoU-samarbeid og finansiering høyt prioritert. De forventer at NIBIO videreutvikler sin internasjonale aktivitet og bli mer konkurransedyktig også internasjonalt. NIBIO har erfaringer fra deltakelse i flere rammeprogram, og nå også fra de første utlysningsrundene i Horisont Europa. Horisont Europa har bevisst vært tema på allmøter og ledersamlinger og divisjonssamlinger, med fokus på samarbeid på tvers av avdelinger for å kunne nytte de forskjellige fagkunnskapene i utlysninger både nasjonalt og internasjonalt. Vi arbeider videre, blant annet ved å styrke instituttets administrative støtte til søknadsutvikling, budsjettering og kontrakter. Prosjektinngangen hittil i Horisont Europa viser at vi må styrke kunnskapen hos prosjektøkonomene. Dette vil vi gjøre ved å benytte oss av forskningsrådets kursserie for Horisont Europa. Vi skal utvikle utvalgte kompetanseområder ved å disponere ressurser der vi vil være internasjonalt konkurransedyktig. For å løse sammensatte utfordringer, mer enn å forske på et bestemt område, må vi identifisere de kompetanseområdene der NIBIO, med minst mulig ressursbruk, kan lykkes med deltagelse i internasjonale konsortier. NIBIOs kompetanse passer best for Klynge 6, under Pilar 2, «Food, Bioeconomy, Natural Resources, Agriculture and Environment». Der kan vi bidra med internasjonal kompetanse innen biodiversitet, agronomi og matsikkerhet, plantehelse, skogbruk, treteknologi, miljø og forurensing samt samfunnsfag. Vi har så langt identifisert 51 relevante emneområder («topic») for NIBIO i arbeidsprogrammene for klynge 5 og 6. Vi har kompetanse som passer MISSION SOIL, MISSION CLIMA og MISSION OCEAN. Vi har en forventning om å være med på 60 søknader for årene 2023 og 2024 samlet. Av de 60 søknadene, inkludert de som blir sendt til ERA-nettene, som kan være aktuelle i samme periode, har NIBIO ambisjon om å koordinere opptil 12 søknader..
