The consortium intends to... ... take advantage of EXPERIENCES by analyzing the GNU partners? lessons learnt and defining best practices as to the human aspects of GMES which are related to users. ... interpret the users? perceptions related to DATA and d evelop GNU's common understanding on the technical aspects of GMES by analysing existing user needs inventories and evaluating the current data base. ... establish focussed ALLIANCES in that GNU will be operationally linked together with different stakeho lders, including service providers, researchers, and various projects, to add different perspectives to GNU?s work, to match expectations and to optimise the ways, stakeholders respond to GMES. ... make its work the subject of DISCOURSES to disseminate th e outcomes of GNU and exchange knowledge with decision makers, other selected stakeholders, and media. GNU was evaluated positively by the independent evaluaters (best score of all proposals), but DG Enterprise chose not to fund the project. All availabl e funds were made available to Integrated Projects and no other types of projects were funded. This was not in any way indicated in the call for proposal (also attached to this PES proposal).
