Såkornmidler og medvirkning: til hjelp eller hinder? En kvalitativ undersøkelse av statlig utviklingsarbeid i norske museer og arkiver.

For the last two decades, policy development and project funding have been designed to encourage Norwegian museums to embrace a more socially engaged practice. These governance initiatives, however, do not seem to achieve the goal of long-term effect: once funding dries up, so do the projects, leaving little or no mark on institutional practice. Resting on the premise that museums have the paradoxical potential to be both drivers for and barriers to social change, this project looks at museum practice, exploring how and why change occurs (or not) within and around the microcosm of the organisation itself. Furthermore, it examines whether and how project funding actually succeeds in bringing about intended change in practice. The project emerges from three research questions: 1) Why do museums seemingly struggle to bridge gap between project experience and institutional practice change? 2) How do they perceive their societal role? 3) How does project funding affect perception and practice? The theoretical perspectives underpinning the project can be broadly grouped under the following headings: the museum as idea and museum as organisation. The first refers to the ideological nature of museums, its philosophy, purpose, power and ethos as an institution, and the second to the practical implementation of these ideas: organizational structure, culture and dynamics in and around the institution. The project's methodological vantage point is largely inspired by Pierre Bourdieu's practice theory, and a range of qualitative methods have been applied in the gathering of data: in-depth interviews, discourse analysis of relevant documents as well as data from an external survey on the societal role of museums. The findings suggest that museum practice is largely shaped by these two elements: the idea the museum has of itself, and the way it organises itself around this idea. To develop and sustain a socially engaged practice, museum directors need to create organizational resonance around the idea of the museum as an agent for social change, enabling it to amplify its social impact. Moreover, while project funding can be of significant symbolic value to an institution, such funding is not sufficient in itself to bring about long-term change in practice. In fact, there are international studies supporting this finding. Hence, organisational change seems ultimately to be contingent on individuals and the way they see themselves in relation to their work. Taking these factors into account may enable funders and policymakers to improve their tools for creating and implementing long-term institutional practice change.

Kulturinstitusjonenes samfunnsrolle, med spesiell vekt på medvirkning og inkludering, er ett av områdene Kulturrådet har hatt spesielt fokus på i utviklingsarbeidet. Den overordnede retningen på museums- og arkivpolitikken er tydelig: museene og arkivene må endre seg fra det hegemoniske og ekskluderende mot det demokratiske og inkluderende. Internasjonale konvensjoner forplikter også Kulturrådet til å bidra til å gjøre kulturen tilgjengelig for ulike grupper, uavhengig av skiftende politiske føringer. En endret samfunnsrolle dreier seg om kulturell demokratisering, en pågående prosess der medvirkning, mangfold og inkludering er sentrale stikkord. I en norsk kontekst er medvirkning og inkludering relativt nye begreper knyttet til kultursektoren. I denne sammenhengen handler medvirkning om å åpne institusjonene og slippe til et større mangfold, flere stemmer og nye perspektiv gjennom konkret samarbeid med ulike publikumsgrupper, mens inkludering handler om å bygge ned ulike barrierer (f.eks. fysiske, økonomiske eller sosiokulturelle) som kan tenkes å hindre folk i å benytte seg av kulturtilbudet institusjonene har. For Kulturrådet er det derfor et mål å skaffe mer kunnskap om og kompetanse på hvordan inkludering og medvirkning fungerer i det norske kulturfeltet. I dette phd-prosjektet vil forskningen være rettet inn mot arbeidet med å styrke medvirkningspraksisen i norske museer og arkiver samt effekten av ulike sentralt initierte utviklingstiltak. Prosjekt vil kunne gi Kulturrådet nødvendig kunnskap og bevissthet om hvordan utviklingstiltak faktisk fungerer slik at fremtidige utviklingsprosjekter kan organiseres bedre for å både øke kompetansen i sektoren i tillegg til å sikre mest mulig effektiv og langsiktig nytte av statlige prosjektmidler. Prosjektet vil således kunne danne et grunnlag for å vurdere justering/forbedring av virkemidlene Kulturrådet anvender også i sitt øvrige utviklingsarbeid rettet mot kunst- og kultursektoren.
