Informasjonsbehandling i etterforskning

Investigation must be understood as an information work. In practice, information is collected and interpreted in order to develop knowledge about something that has happened, about who has done what, why, where, when and how. The police have traditionally been successful at information gathering but needs to strengthen their abilities on information processing in a time where the amounts of information increases. Investigators, as humans in general, have cognitive limitations. We have little simultaneous capacity, and we have challenges storing information in our memory. As a solution to this we seek support in a way where we deal with rules of thumb, and we construct causal relationships to link information. To be able to handle these described challenges, investigators rely on an established hypothesis-drive investigative method where alternative explanations are being created and tested. This is a working method that benefits from a technological information system in the execution. Investigations and information systems have both separately been subject of research. Technologists have developed systems that support police tasks, e.g., data extraction tools, tools for analysing large amounts of data, and the use of artificial intelligence. These are information systems that solves advanced tasks. However, they are not designed to support the investigative information handling process. This research project has an ambition to be a bridge builder between the subject of investigation and information technology and to develop a conceptual framework for the use of information systems in investigation. Through this work, the research project seeks to facilitate for investigations to be carried out to a greater extent as investigation are methodically defined and thereby ensure increased quality in police criminal case processing.

Etterforskning må forstås som en informasjonsbehandlingsprosess. I praksis foregår innsamling og behandling av opplysninger i den hensikt å utvikle kunnskap om noe som har skjedd. Informasjonsbehandlingen betraktes som den vanskeligste men samtidig viktigste egenskapen for å kunne mestre etterforskningsarbeidet. Etterforskere støtter seg i denne prosessen til etablert etterforskningsmetode. Hvordan fremstår opplysninger fra et avhør i etterforskningsprosessen? Hva med data sikret fra en telefon, opplysninger fra en åstedsundersøkelse eller et tips til politiet? Dette forskningsprosjektet har en ambisjon om å etablere et konseptuelt rammeverk for bruk av informasjonssystemer som understøtter etterforskningsprosessen. Prosjektet vil være en brobygger mellom disiplinene informasjonsteknologi og etterforskning. Etterforskning og informasjonssystemer har hver for seg vært gjenstand for forskning. Utvikling av informasjonssystemer med forankring i etterforskningsprosessen og dens formål har derimot i liten grad vært gjenstand for forskning. Teknologer har utviklet systemer som støtter polisiære oppgaver, særlig analyse av store mengder data, digital sporsikring og bruk av kunstig intelligens. Disse informasjonssystemene løser tekniske oppgaver men har i liten grad forankring til etterforskningsprosessen. Hva kjennetegner moderne informasjonssystemer benyttet i etterforskning? I hvilken grad understøtter de etterforskningsprosessen? Bidrar de til økt forståelse av informasjon eller til identifisering av informasjonsmangler i etterforskninger? Gjennom å besvare disse spørsmålene søker prosjektet å utvikle et konseptuelt rammeverk for informasjonssystemer som understøtter informasjonsbehandlingen i etterforskning.
