Kina - Assessment and analysis of rural-urban development imbalances in China

After the adoption of the open door policy from 1978, new forces of regional economic development have been introduced in China, giving way to new development patterns. In the latter half of the 1990s increasing differences between the more urbanized coa stal region in the east and the rural inland west has been observed. China seems to have entered into a sort of dual development track, with a prosperous and fast growing coastal region and a poor interior growing at a lower rate. This development has bee n recognized by the political authorities in China, and is causing considerable concern regarding potential adverse effects on the overall economic and social development of the country. The principal task of this project will be to identify, formulate, design, and establish: i) indicators for assessing regional variations and imbalances; and ii) a regional classification system for China (See Enclosed Project Description). The development of the regional indicators and classification system is not an ai m in itself, but should rather be considered as instruments for conducting studies and assessments of regional imbalances. One central concern will be to assess which aspects and dimensions that should be included in the Chinese indicator and classificat ion system, and to decide upon the intervals to be used for classification along each indicator, for instance; age categories and income categories, etc. The assessment of the various indicators should also consider the value and costs of collecting data; i.e. the relative importance of the specific indicators and dimensions must also be considered. Even though the Chinese authorities have recognized the seriousness of the imbalances in regional development, there is a need to strengthen the understandi ng of this in the Chinese society at large. A system of regional indicators and classification will be important to depict and assess rural-urban development imbalances and the impacts of these.
