eGovernment Indicator Research

In Norway the coverage of Internet access is among the highest in the world and the eGovernment services is ranked number 10 in the world according to a recent UN report on eGovernment readiness. To ensure a positive eGovernment effect it is essential to carefully design and monitor the online services. The main threat is that the newly established services will fail to address the needs of the citizens and businesses. To assess and monitor properties of the eGovernment services both for the government bo dies and for the citizens a set of well designed indicators and policy support tools is needed. The eGIR pre-project aims at defining a main project that will elaborate and implement such eGovernment indicators and tools. We will consider both an online r eporting and monitoring tools as well as simulation models for analysis of past developments and prediction of future trends. Particular attention will be given to the issues of efficiency and web accessibility, so that the eGovernment services are not on ly effective but also accessible for all. The main project will be conducted in a close cooperation with a Norwegian public authority body concerned with eGovernment management. The expected result is a practical implementation of the developed system of indicators and policy tools.
