Third Sector Agenda: Measuring, Assessing and Strengthening the European Third Sector's Contribution to Socio-economic Development
1) Defining and Sizing the European Third Sector. First, a clarification of the concept, or concepts, of the third sector an d volunteering in Europe; and second, progress in establishing the size and composition of this sector using the methods outlined in the UN NPI Handbook, the ILO Manual on the Measurement of Volunteer Work.
2) Assessing the Impact of the European Third Se ctor. Assess not only what we know, but also how this knowledge can be improved, concerning both micro impacts (impacts on those working in and around the sector) and macro impacts (impacts on the broader society, on feelings of trust and solidarity, on p olitical engagement, on economic progress, and on general feelings of well-being).
3) Strengthening the European Third Sector (Internally and Externally), looking at barriers internal to organizations as well as external
4) Engaging Stakeholders in all fa cets and phases of the work.
