Mapping Member State research and innovation in climate change, environment, resource efficiency and raw materials

Purpose of the project The project on "Mapping Member State research and innovation in climate change, environment, resource efficiency and raw materials" main purpose is to give policy makers a good overview of current trends in the field in each of the states. This will include: identifying baselines, trends, good practices, threats, opportunities and potential synergies between EU, national and regional programmes, over the entire duration of Horizon 2020, building on existing sources, studies and databases, including ERA-Watch. The project will be implemented as a Coordination and support action (CA), therefore it will be mainly focusing on implementation of accompanying measures (especially policy dialogue). Most critical R&D challenges: 1. As for every CA the crucial challenge will be to assure that appropriate actors, being key institutes operating in this fields that match the main topics of this call, are engaged from all participating countries. A profound action to establish the consortia is needed before the application is submitted. 2. The project will be focusing on assuring effective communication of science-based information, produced by the relevant actors, therefore it also requires a coordinator that is experienced in implementation of similar studies Europe-wide. Oxford Research led the first European Cluster Observatory data collection, as well led or participated in evaluations of several FP6 and FP7 schemes. We have also participated in policy discussion when shaping Horizon 2020. 3. The final challenge will be to assure relevance of the collected and disseminated evidence. Sound policy making, synergies between national programmes and knowledge based decision making in enterprises can only be assured if the evidence (knowledge) is relevant and disseminated to relevant users, using valid communication channels. Our primary concern will be to establish excellent relevance verification criteria and state of the art means of dissemination.
