Innovations to Scale? Formative Dialogue Research on Visjon2030 Projects

Med FNs bærekraftsmål fram mot 2030, anerkjenner utviklingsmiljøene at det et behov for å gå utover fragmenterte enkeltprosjekter. Dette kan gjøres ved et økt søkelys på å skalere opp vellykkede innovasjonsprosjekter som adresserer samfunnsutfordringer, som for eksempel fattigdom. VISJON2030-initiativet er en finansieringsmekanisme iverksatt for å bidra til fattigdomsreduksjon i land som mottar bistand fra Norge. Initiativet har hatt som et uttalt mål å skalere opp innovative løsninger som fremmer prestasjoner av FNs bærekraftsmål innen utdanning og helse. I 2017-18 fikk 19 prosjekter fått støtte fra Visjon 2030. Følgeforskningsprosjektet har hatt som mål å analysere og utvikle teoretisk forståelse av Visjon2030 mekanismen og å gi forskningsbaserte innspill for å styrke gjennomføringen av prosjektene, og samtidig vurdere konsekvenser og strategier for å kunne skalere opp vellykkede innovasjonsprosjekter. Følgeforskningen har spilt en støttende rolle for utviklingen av prosjektene ved å gi innspill til utforming av prosjektene, dokumentasjon av prosjektets resultater, og utforming av strategier for oppskalering av prosjektene. Feltbesøk til prosjektlandene har vært en integrert del av følgeforskningsprosjektet. Seminarer, workshops og dialogmøter med sentrale partnere (prosjektpartnere, både lokale og norske, og donorer) har økt læring, erfaringsutveksling og skapt synergier mellom prosjektene. Resultatene fra følgeforskningen har vist ulike områder det er viktig å sette søkelys på når det gjelder å gjennomføre vellykkede innovasjonsprosjekter innenfor dette feltet. Det første er å samarbeide godt med lokale partnere og ha en god forståelse for den lokale etterspørselen. Flere har prosjektene har pekt på behovet for å investere i en langsiktig oppbygning av gode partnerskap. Dette har vist seg å være en utfordring for flere av de mindre prosjektene, det å bygge opp gode relasjoner på nye markeder tar tid. Dernest er forståelse for de lokale forholdene essensielt. Prosjektene har erfart at integrering i lokale strukturer er viktig for å lykkes. Fra oppstarten av et prosjekt, bør det tenkes lokal integrering, samarbeid med nasjonale myndigheter og planer, og også hvordan prosjektet skal videreføres. Det har vist seg at enkelte prosjektene har liten innvirkning på de overordnede målsetningene i seg selv uten at de skaleres opp og innlemmes i større system. Et vellykket innovasjonsprosjekt vil ha som mål å bidra til å løse samfunnsutfordringer samtidig som det ivaretar de kommersielle interessene. Den formative dialogforskningen har blitt ledet av Tewodros Aragie Kebede og Anne Hatløy fra Fafo, i samarbeid med Tor Halvorsen og Graziella Van den Bergh fra Universitet i Bergen, Markus Bugge og Cathrine Tømte fra NIFU og Deodatus Kakoko fra Muhimbili University of Health Science i Tanzania.

FOLLOW The degree on how each of the 19 projects were followed, varied according to requests, and need for each project. LEARN Two master theses based on results from Vision2030, one on disability related support in schools and one on how technology transfer from Western countries can contribute to societal challenges in developing countries. DIALOUGUE The main outcome was a series of nine meetings across the projects. SCALE During the process it was clear that the concept of scalability varied with the angle. The success of scaling could be measured by the scalability for the Norwegian partner, the local partner or the beneficiary of the product. INTEGRATE The aim was to submit six academic peer reviewed articles, the last is intended to be submitted by April-22. SHARE The nature of the 19 projects were different in nature and development, it was not meaningful to fit them into a common knowledge management platform. A WEB-site was created with overview of the projects.

The VISJON2030 initiative is setup to contribute to poverty reduction in countries receiving development aid from Norway, with the explicit purpose of scaling up innovative solutions that promote achievements of the SDGs in education and health. The programme finances innovation projects aimed at addressing challenges in education, health, job creation, energy and poverty reduction in the Global South through competitive calls managed by the Norwegian Research Council (RCN) and Innovation Norway (IN). As of May 2019, 18 projects have received financing from the Visjon2030 programme with two rounds of calls. Evidence on the effectiveness and impacts of the innovation projects is important in informing policy and practice decisions. Understanding how the innovation projects are implemented including how contextual and programmatic factors contribute to the success of the innovation projects is equally important. Formative dialogue research that examines the implementation processes of innovation projects can contribute to this understanding. Formative research aims at identifying key components of the innovation projects while they are implemented and explores the factors affecting its implementation in relation to the implementation context. The findings of a formative research can be used to guide the scaling-up of the innovation projects. The formative dialogue research project has two objectives: to analyze and develop theoretical understanding of the Visjon2030 mechanism; and provide research based inputs to strengthen the implementation of the innovation projects while assessing impacts and strategies for scaling-up successful innovation projects. The proposed formative dialogue research is a learning process with continuous interactions and dialogue with the innovation project implementers. It is geared towards developing knowledge relevant for the implementation and sustainability of the projects. The research project aims to provide lessons and critical policy analysis of the Visjon2030 program to usefully inform decision makers and planners.
