From the SEA to the SOLution. An integrative assessment of marine pollution in a changing Arctic

Marine chemical pollution poses known threats to human health and to biodiversity, ecosystem and societal services. The Arctic is a major sink of global mercury (Hg) pollution. Arctic sediments, sea and glacial ice constitute vast Hg reservoirs. Recent studies raise concerns about their increasing role as local Hg sources. In a rapidly warming Arctic, the consequences of potentially increased environmental Hg on marine biota remain unknown. The objective of SEASOL is to identify the pathway(s) of Hg bioaccumulation in marine food webs of the High Arctic Kongsfjorden (Svalbard). This changing glacial fjord is recognised as a ‘natural laboratory’ of climate change in the Arctic. The fellow’s earlier research has shown the sole measurement of Hg levels as insufficient to connect biotic Hg dynamics to environmental change, whereas the analysis of Hg stable isotopes proved to be a promising tool for source discrimination and biotic transfer. SEASOL will build on the novel application of stable isotope analysis to identify the sources of Hg within the fjord system and the pathways to Hg accumulation within sentinel marine species. On the short-term, the study will provide fundamental knowledge to help understand how emerging sources of Hg from rapid environmental change will impact Arctic marine predators. On the long-term, SEASOL will contribute to the development of early-warning, adaptive management strategies, including modelling, for mitigating the cumulative impact of pollutants and climate change on Arctic marine species. This multidisciplinary approach and the central position of the host institution (Norwegian Polar Institute) in the field of Polar Research will equip the Fellow with a broad set of new skills and lay the foundation for building her specific niche as a future leader in marine pollution science.

Optimization of Free Space Optical Communication Link based Drones for Search and Rescue Operations in the Arctic Region

The Arctic region is witnessing more frequent shipping accidents than ever which require accurate search and rescue operations. The existing communication systems use drones with radio frequency (RF) technology, which has limited bandwidth and cannot offer 4G/5G connectivity due to harsh weather constraints. It further limits the capacity of drones and affects the resolution of images and videos. The current research proposes to design free space optical communication (FSOC) link-based drones that can enhance connectivity between multiple drones and rescue ships as well as the capacity of drones to produce high resolution images and videos. The proposed FSOC-based drones can provide highspeed connectivity than the existing RF technology. The research will collect atmospheric turbulences data from the Arctic region and use it for designing the FSOC link. Furthermore, to enhance the capacity of FSOC-based drones, the research will design advanced multiplexing schemes (Mode Division Multiplexing and Orthogonal Code Division Multiple Access) and to ensure link stability, omnidirectional receiver will be designed. The research will further evaluate the performance of proposed FSOC link under the impact of various atmospheric turbulences. The expected outcomes of this research will lead to the optimisation of FSOC-based drones in expanding search areas and improving communication systems for SAR operations in the Arctic region.

AQUASERV – RESEARCH INFRASTRUCTURE SERVICES FOR SUSTAINABLE AQUACULTURE, FISHERIES AND THE BLUE ECONOMY

The overarching objectives of AQUASERV are to bring together, enhance, integrate and customise RI capacities (including facilities, instruments and expertise) and through the provision of transnational access (on-site or remote) and/or virtual access, to significantly further scientific advance and promote and facilitate the implementation of European Common Fisheries Policy, the Farm to Fork Strategy, the Sustainable Blue Economy and the European Green Deal. 

AQUASERV will achieve these objectives by offering scientists from academia and business remote and on-site transnational (TA) and virtual (VA) access to an advanced set of European research infrastructures and its nodes related to research and management of marine and freshwater biological resources, food and biotechnology. These include the European Marine Biological Resource Centre ERIC (EMBRC), the Analysis and Experimentation on Ecosystems ERIC, The Aquaculture for Excellence for Aquaculture in Fish (Aquaexcel), and the Infrastructure for Promoting Metrology in Food and Nutrition (METROFOOD), as well as the International Council for Exploration of the Sea, both a service provider and stakeholder. It also includes the Research Infrastructure for Science and Innovation Policy Studies (RISIS) to bring contributions from the social sciences and to bring results nearer to policy makers ensuring societal impact. 

To enhance, integrate and customise RI capacities, collaboration between partners and new pipelines to meet the objectives of the project will be developed during the first 3 years and will make available  to users.  To ensure these capacities will not be lost, a sustainability work package involving stakeholders will address the project legacy.

Aqua Research Infrastructure Services for the health and protection of our unique, oceans, seas and freshwater ecosystems

AQUARIUS will provide a highly comprehensive suite of integrated research infrastructures appropriate to addressing significant challenges for the long-term sustainability of our unique oceans, seas and freshwater ecosystems. For the first time, diverse research infrastructures will be combined to facilitate the work of researchers and key stakeholders focused on challenges and opportunities for both marine and freshwater systems. An impressive range of 57 research infrastructure services will be made available to include research vessels, mobile marine observation platforms, aircraft,  drones, satellite, sensors, fixed freshwater and marine observatories and test sites, experimental facilities, and sophisticated data infrastructures. AQUARIUS will support the development phase of the EU Mission to Restore our Ocean and waters by 2030, the Sustainable Blue Economy Partnership, the European Green Deal, and international climate initiatives. It will also be an essential component in achieving the European Digital Twin of the Ocean and the UN Decade for Ocean Sciences. The needs of researchers will be met through a robust and transparent system of transnational access funding Calls, facilitated by centralised user-friendly access portal. The Call programme will be informed through stakeholder engagement and brokerage events. Projects to be selected for Access must convincingly integrate multiple infrastructures and contribute to the core policy objectives of Mission Ocean, that is, to protect and restore marine and freshwater ecosystems and biodiversity; to prevent and eliminate pollution of our oceans, seas and waters; and to ensure a sustainable, carbon-neutral and circular blue economy. A thematic and geographic focus will be the hallmark of the proposed transnational Calls, aligning with the Lighthouse Regions, that is, the Baltic and the North Sea Basins, Black Sea, Atlantic/Arctic, and Mediterranean Sea along with their associated rivers.

Advance Marine Research Infrastructures Together

The European Ocean Observing System (EOOS) is the foundation of European ocean knowledge. The core Marine Research Infrastructures (MRIs) focused on ocean observing (EMSO, EURO-ARGO and ICOS ERICs; EuroFleets+, EuroGoShip, GROOM RI, JERICO RI and MINKE as INFRA projects) are the main providers of in situ ocean data for the EOOS and Copernicus, and the primary managers of instrumental capacity supporting fundamental research.
These MRIs are aware that the lack of effective cross coordination prevents them from fully supporting frontier research, while the lack of integration makes it difficult to reach a critical mass for EOOS and results in significant cost duplication. Accordingly, AMRIT gathers these MRIs together with OceanOPS/WMO international coordination experience with the objective to:
- ensure seamless operation of marine observation platforms ;
- ensure the full nominal use of sensors and accelerate their evolution ;
- exploit the complementarity of the various observation platforms ;
- ensure the overall coherence of the ocean data value chain.
To achieve these objectives, AMRIT will design and implement an EOOS Technical Support Center (EOOS TSC) for
- a fully integrated information service across the data value chain from early planning stages to final delivery to users;
- a cross-platform fully standardised data acquisition methodology for Essential Ocean Variables;
- a collaborative federal structure to operate these services, relying on the ERIs and their members.
The EOOS TSC will be the cornerstone in establishing and maintaining the EOOS, upon which European ocean observing can be strengthened in the coming decades. AMRIT will provide a catalyst for the development and consolidation of MRIs throughout Europe, providing a benchmark for operational coordination and collaboration. AMRIT will advance EOOS in line with its 2023-2027 Strategy and beyond, and the European Commission's ambitions for sharing responsibility in ocean observing across Europe.

Improve offshore infrastructure resilience against geohazards towards a changing climate

POSEIDON brings together an interdisciplinary and intersectoral team to deliver a professionally trained next-generation network of Doctoral Candidates to develop a step change in our capacity to identify, map, assess and predict offshore geohazards and in turn produce ground-breaking methods to prevent, mitigate and boost the resilience of current offshore infrastructure under a changing climate. The consortium is formed by experts across EU countries with universities, research institutions, industry partners and a government body to cover a full training programme on scientific and transferable skills. 

The programme will undertake critical research across scales (from micro to macro) for seeking the inner links and differences, with an eventual aim to ascertain the pathways and grow our capacity for the enhancement of the existing and the robust development of new offshore infrastructure in the frame of safety and resiliency. In addition to the informed design and implementation of the novel physical/numerical modelling and lab studies, our approach is unique in the solid integration and utilisation of state-of-the-art data science technologies (e.g., data mining, machine learning, etc.) to their full potential. Only through this systematic approach, we can achieve the objectives of understanding the impact of offshore geohazards on our offshore critical infrastructures (OCIs) and developing novel models, tools and designs for future OCIs, such as, wind turbines, pipelines and cables. 

The Doctoral Candidates will enjoy a highly integrated, interdisciplinary and intersector training environment, enriched through secondments with the network of non-academics. POSEIDON enables critical learning across all training aspects to ensure that comprehensive, robust and implementable solutions are obtained and validated to face the OCIs climate-resilient building.

POLARIN: POLAR RESEARCH INFRASTRUCTURE NETWORK

The polar regions play a key role in the Earth’s system. They are essential for our climate and are sentinels of climate change, human expansion, and the hunt of new resources. The polar regions are losing ice, and their oceans and land are changing rapidly. The consequences of this polar transition extend to the whole planet and are affecting people in multiple ways. Evidence-based policy recommendations are needed, but the polar regions are difficult to reach, and research infrastructures able to operate in these regions are scarce. To understand and predict key processes in the polar regions and provide evidence-based information, the polar research community needs access to world-class research infrastructure operating in these regions.
POLARIN is an international network of polar research infrastructures and their services, aiming at addressing the scientific challenges of the polar regions. The network includes a wide array of complementary and interdisciplinary top level research infrastructures: Arctic and Antarctic research stations, research vessels and icebreakers operating at both poles, observatories, data infrastructures and ice and sediment core repositories. POLARIN will provide integrated, challenge-driven, and combined access to these infrastructures to facilitate interdisciplinary research on complex processes. 
POLARIN will:
1.	Provide challenge-driven transnational access to a large portfolio of research infrastructures. 
2.	Improve the access to data by improving data availability and interoperability between data infrastructures. 
3.	Provide virtual access to data and data services. 
4.	Provide data products for the scientific community and decision makers.
5.	Train the young generation of polar researchers in optimally exploiting the infrastructures for their research.
6.	Duly advertise the services offered by POLARIN and engage the infrastructure users to share their research outcomes with society.


Land-Sea interface: Let’s observe together!

LandSeaLot will link together in situ, model and earth observations (EO) and connect related communities, citizens and initiatives such as Copernicus, ESA, EEA, GEOSS, EMODnet and the European Digital Twin of the Ocean. These observations will be used in a gap analysis to co-design a common land-sea interface observation strategy and an implementation plan. LandSeaLot participants will simultaneously work on improving: in situ and EO capabilities, models to reduce the model/observations gap and the integration of model, in situ and satellite data. Observation capacity will be increased through tested, improved and guided use of low-cost technology by citizens, facilitated by the network of European marinas. The technologies selected will be piloted in Integration Labs (ILs) together with improved and integrated in situ and EO observation techniques and model outputs. LandSeaLot ILs will cover selected areas in the Black, Aegean, Mediterranean, Atlantic, North and Baltic Seas, with a range of catchment, tidal and meteorological regimes. Experts and citizen science leaders will work in the ILs together with JERICO-RI, DANUBIUS-RI and ICOS-ERIC, and with regional policy makers and managers to tailor integrated observations that will provide them with information to manage societal challenges. These will include assessment of the lateral carbon flux and stock, plastics transfer, nutrients impact on primary production and eutrophication, supporting biodiversity conservation, improving modeling capability and supporting climate change adaptation (storm surge, floods, heat waves, coastal erosion, saltwater intrusion). Data generated in the ILs will be made FAIR available via EMODnet and interoperability, and semantic solutions for existing, international data flows will be developed. Relevant communities will be engaged by workshops, conferences, training, a high-tech summit and by a communication strategy including videos and policy briefs to ensure LandSeaLot’s legacy.

Material Science Innovation for Accelerated, Sustainable and Safe Implementation of Carbon Capture and Storage

MISSION-CCS presents a timely and unique doctoral network designed to deliver the next generation of highly trained researchers and entrepreneurs in the field of material science, specifically focused towards accelerating implementation of carbon capture and storage CCS technologies worldwide and ensuring the sustainable and safe operation of existing and future CCS systems.

The training network combines unique experimental system design and modelling approaches, state-of-the-art analytical technologies and techno-economic analysis to deliver a new generation of researchers and entrepreneurs. The programme of research training centres of delivering Doctoral Candidate Researchers (DCRs) with world-leading technical expertise in material science and engineering relevant to the entire CCS process. MISSION-CCS ensures that the subject-specific technical knowledge of each DCRs is under-pinned by inter-sectorial knowledge whilst also promoting wider innovation skills and relevant training on the techno-economics of CCS, developing experts with breadth of knowledge.

A central aim of the network is to forge a strong cohort culture, by ensuring that peer-to-peer learning and mutual support become the norm, in order to enhance experience. Research-led training activities are strengthened through a dynamic and interactive education based programme delivered by an internationally renowned consortium of academics and industrialists with complementary skills. As part of the training programme, subsequent to an introduction to CCS systems and the specific material science challenges, DCRs will gain knowledge of system design and optimisation, state-of-the-art analytical methods, theoretical modelling, techno-economics, and understand the challenges of exploiting their research. They will also acquire proficiency in project management, communication, entrepreneurship, and innovation; all essential attributes for any modern technical professional.

Optimisation of digital catch monitoring and reporting in European Fisheries

 OptiFish will strive to provide technological solutions that will simultaneously improve the sustainability of fisher’s operations, enhance control processes and strengthen society’s trust in their products.
OptiFish will develop, test and recommend a set of innovative technologies and tools supported by artificial intelligence (AI) to provide the management, the fishing sector and the scientist with data on catch volumes, catch compositions and the fishing environment. 
The goal is to unlock the full potential of technologies such as electronic and genetic monitoring for automated species recognition based on AI and computer vision to reduce discards, unreported landings and unreported fishing activities, ultimately establishing  a fisheries control and enforcement system fit for the digital age. The technologies are not enough alone, it is also critical to consider the combination of technologies and the integration of computer vision models, the wide range of data sources and their subsequent formats, while also addressing stakeholders needs and acceptance. 
This goal cannot be achieved by a single project, which is why the aim of OptiFish is to lay a solid foundation for full technological development from which other projects and initiatives can be built. The project will place a strong focus on species recognition in different fisheries equipped with distinctly different catch handling facilities and in different European sea basins. 
To ensure that these innovations are relevant to fisheries management, OptiFish has participation from the Norwegian Directorate of Fisheries, and has received written support from the European Fisheries Control Agency (EFCA), the Basque, Danish and Belgian Fisheries authorities.

Submerged power and communication cables are societally extreme important infrastructure. Power fall-outs and break in internet/phone communication results quickly in huge costs for society. Over 7000 km of high capacity inter-connector submerged power cables on sea-beds move energy freely throughout Europe ensuring security of supply. Today 99% of the world's communications are transported via fibre optic submerged cables and failures impact on all internet traffic including international banking and stock trading. 
Cable damages is mainly caused by trawlers or ship's anchors. Above 100 damages occur annually with 840 fibre-optic cable repairs reported for 2008-2013. Also increased energy throughput damage power cables when exceeding 80% of max capacity. Grid and communication cables owners and operators aims to develop better systems for continuous monitoring cable status, executing preventive maintenance and stand-by resources for quick repair when damages occur.  
The OSCAR project aims to develop a platform that is comprised of cloud based SW for continuous 24/7 condition health monitoring (CHM) of submerged power and telecom cables and a part which enable quicker and more precise detection of cable breaches. The platform’s user interface and engine is SW based while it can interact with HW components mounted on cables, ships and ROVs. This will create a new paradigm in preventative maintenance and enhance reliability.  
The prime clients are owners and operators of interconnecting submerged power and telecommunication cables. Their interest in the OSCAR system will come from huge cost savings. Another market is NDT service providers. Estimates show that the total Smart Grid Software and equipment market annually will be €51 Bn in 2022 and the NDT equipment market (Europe) is above €250 million. We assume sales of minimum €200 Mn for the OSCAR platform (Y5) including both SW and HW components and annual fees to support the cloud based OSCAR platform.

Cross-domain platform for supervising submerged power lines and telecommunication cables

Prosjektet har resultert i software og systemkomponenter for et kvalitetssystem basert på involverende planlegging, som får informasjonen til å flyte for en sikker og effektiv produksjon, der det ferdige byggverket oppfyller funksjonskrav og myndighetskrav.

Antallet kvalitetsavvik både underveis i en byggeprosess og etter overlevering til kunde viser at dagens kvalitetsstyringssystemer for bygg og anlegg (BA) ikke i tilstrekkelig grad bidrar til ønsket forutsigbarhet, dokumentasjon og kvalitet i byggverket.

Det er en økende erkjennelse av at kompleksiteten i BA bransjen er høy og at dette er en sentral utfordring i all byggevirksomhet. For å sikre ønsket forutsigbarhet, dokumentasjon og kvalitet i produktet må det skapes styringssystemer som håndterer denne iboende kompleksiteten.

Veidekke Entreprenør har i prosjektet «Quality and Learning in Construction Production (QLCP)» gått løs på kvalitetsstyring fra flere perspektiver samtidig. Dette gjør vi sammen med flere partnere fra både akademia og BA bransjen. Prosjektet har fokusert på følgende forsknings og utviklingsfronter:

- Å utvikle konsepter for et nytt prosessbasert proaktivt kvalitetsstyringssystem som bygger videre på metodene i «Involverende planlegging» inkludert i denne er også Lean konseptet integrert.
- Å utvikle innovative IT-verktøy basert på en blanding av eksisterende og nyutviklet programvare
- Å analysere hva kompleksiteten i byggevirksomheten består av og hvilke behov ulike deltakere i en byggeprosess har

Samlet sett har målet med QLCP vært å utnytte mulighetene som ligger i å utvikle et velfungerende kvalitetssystem der bruk av nye verktøy kombineres med implementeringen av nye arbeidsprosesser.

I QLCP har vi kombinert kompetansen til akademiske forskere, programvareutviklere og eksperter med lang operativ erfaring fra flere sider av bransjen. Dette inkluderer også aktiv deltakelse fra våre fagarbeidere, formenn og Baser i produksjonen. Ved dette har QLCP bidratt med løsninger og forståelse som flytter FoU fronten i bransjen. Målet er at resultatene skal bygges inn i fremtidens kvalitetssystemer.

Det å bygge vil fortsatt være en fysisk transformasjonsprosess, der man basert på godt håndverk finner de gode løsningene sammen med andre. Dette prinsippet skal vi beholde, samtidig som vi utnytter kraften som ligger i digitalisert informasjonsflyt og mobile enheter.

The project Quality and learning in construction production has been established in order to develop an innovative quality management system for construction projects. The project owner is Veidekke Entreprenør. This leading Norwegian contractor intends to develop and implement a quality system that creates more value than existing systems. This is to be done in collaboration amongst others with software experts, whose aim it is to create a commercial software offering that provides a technological infrastructure for the new quality management system.
The project is based on the idea that complexity is a key challenge in building, and that a modern quality management system has to take this complexity and the way it is managed in practice, into consideration. The project, therefore, incorporates research into building practices designed to throw new light on the nature of complexity, and how complexity is dealt with in work operations on-site. Insights from this research form a fundament for the development of quality management practices and related technologies and software products. In this way, possible drivers for changing thinking from reactive to proactive and strategies for improving organization and coordination across the value-chains can be identified.
The basic purpose of the innovation in processes on-site is to add value through the reduction in defects and waste, and to secure a higher and more predictable level of quality in what is built. The approach to the research and development in the project is to combine organizational learning, social science research and digital technology development. The resulting innovation will be both a methodology and a software package. The latter is to be commercialized and sold to contractors in the construction industry in Norway and abroad.

Quality and learning in construction production

Kortreist stein startet arbeidet i 2016, med mål om å utvikle løsninger for å øke bruken av lokale steinmasser i infrastrukturprosjekter. Fokus har vært på høy¬verdig bruk, det vil si knuste produkter til veg- og jernbaneoppbygging samt i asfalt og betong. Bakgrunnen for prosjektets mål er at økt bruk av lokale masser vil redusere mengden stein som deponeres, i tillegg til å redusere transporten av nye masser til anleggsstedene. Dette bidrar til reduserte kostnader, reduserte miljøbelastninger samt reduksjon i uttak av nye ressurser. 
Kortreist stein har hatt fokus på fire områder som anses som suksesskriterier for å lykkes med bærekraftig bruk av steinmasser. 
God planlegging innebærer blant annet kartlegging av geologi. Med god kartlegging kan man ut-arbeide prognoser for hvilke bergmasser man vil treffe på, hvilken kvalitet massene har og dermed hva de kan brukes til. God planlegging omfatter også at det så tidlig som mulig i planfasen settes av tilstrekkelig areal til sortering, produksjon og mellomlagring av masser. 

Kontrakten bør legge til rette for bruk av lokale masser. Bruk av lokale masser kan gjennomføres med utgangspunkt i alle kontraktsformer, forut¬satt at byggherren legger vekt på dette i sine be¬skrivelser, sørger for at det avsettes tilstrekkelig areal, og at det er forståelse og forankring i alle ledd i organisasjonen, både hos byggherre og en¬treprenør. Framtidens kontrakter bør utarbeides på en slik måte at de inkluderer entreprenører og rådgivere i tidlig fase, helst allerede på regule¬ringsplanstadiet. 

Kvaliteten på de lokale massene avgjør hva de kan brukes til. Kortreist stein har sett nærmere på hvordan man kan optimalisere produksjons- og knuseprosessen i mobile anlegg, slik at man i størst mulig grad kan produsere pukk og grus som tilfredsstiller kvalitetskravene. Prosjektet har tes¬tet ut bruk av knuste masser til ulike vegformål, og som tilslag i asfalt og betong. En gjennomgang av metodene som benyttes for å evaluere steinkvali¬teten, har resultert i nye anbefalinger for å vurde¬re massenes egnethet til ulik bruk. 

Miljøaspektet er viktig i ethvert anleggsprosjekt. Ikke bare for å redusere utslipp av CO2 og andre klimagasser, men også for å fremme bed¬re ressursutnyttelse, samt redusere transport og trafikkulemper for lokalmiljøene rundt anleggs¬plassene.

Kortreist stein har gjennom prosjektperioden utarbeidet veiledere og anbefalinger knyttet til planprosesser, res¬sursforvaltning, kontraktsforhold, materialutnyttelse og miljø, som vi håper vil gi bransjen ny kunnskap og motivasjon for økt bruk av lokale steinmasser. Resultatene vil i sin helhet bli publisert på prosjektets nettside www.kortreiststein.no, i tillegg til at de vil bli presentert på flere konferanser vinteren 2019/2020. 

Industripartnere i prosjektet er Veidekke Entreprenør AS, Veidekke Industri AS, Metso Norway AS, Multiconsult AS, Asplan Viak, Statens Vegvesen, Bane NOR, Hordaland fylkeskommune og Bergen kommune.
Forskningspartnere er SINTEF Community, Norges Geologiske Undersøkelse (NGU) og NTNU ved Institutt for bygg- og miløteknikk samt Institutt for geovitenskap og petroleum.

Prosjektet Kortreist stein har som idé å utvikle nye tekniske løsninger og verktøy, smarte forretningsmodeller, forutsigbare og gode planprosesser samt mest mulig høyverdig og bærekraftig bruk av lokale bergmasser fra infrastrukturprosjekter. Fokus er på overskuddsmasser, eksempelvis fra tunnel, dvs. mot energieffektiv materialproduksjon og optimal bruk av ikke-fornybare bergressurser. Prosjektet vil etablere løsninger for økt konkurranseevne til industripartnerne og gi praktiske verktøy som enkelt gjør det mulig å ta hensyn til miljø, energibruk, ressurssituasjon og andre utfordringer. 

Innovasjonen rettes mot rammebetingelser for bruk av kortreist stein, metoder for vurdering av brukbarhet av overskuddsmasser og metodikk for praktisk bruk av kortreist stein i prosjekter. Samspillet mellom sentrale ledd i verdikjeden vil være viktig.

Modeller for kontraktsformer og byggherrestrategier som fremmer kortreiste materialer vil bli utviklet, her er LCA sentralt. Prosjektet vil diskutere incitamenter for økt bærekraft og utarbeide mer helhetlige kriterier, modeller og planmetodikk for ressursforvaltning. Nye metoder for tidlig vurdering av bergressurser i kommende infrastrukturprosjekter vil inngå med mål om å gi mer effektiv saksutredning. Dette omfatter verktøy for å finne de beste anvendelser ut fra geologiske og produksjonstekniske forhold samt verktøy for miljø- og energivurderinger for norske forhold og anleggsnæring. Inkludert i dette er å utvikle bærekraftindikatorer, beslutningskriterier og -verktøy som muliggjør analyser av miljø- og energibrukseffekter i et livsløpsperspektiv. Teknikker og prosesser for å skape kvalitetsprodukter av overskuddsmasser samt endrete/forbedrete metoder for masseuttak og produksjon vil inngå. Dette omfatter også forbedret materialproduksjon i mobile og stasjonære knuseverk. Summert vil prosjektet lede til utvikling av nye modeller og praktiske verktøy for planleggere, entreprenører og materialprodusenter.

Siden sist framdriftsrapportering vil prosjektet trekke frem bl.a.:
Vellykket samling med en workshop i regi av forskergruppen, som avholdes ble hos Ulstein i forbindelse med styremøte i juni.
I november arrangerte prosjekteringsledernettvekret i Veidekke en to dagers nettverkssamling hvor bl.a. IPP var tema, og hvor IPP-veielderen som en del av INPRO-prosjektet ble presentert. Veielderen trykkes i desember. 
Fremdeles mye kursvirksomhet bl.a. i Veidekke knyttet både til prosjekteringslederrollen, samt fremdriftsplanlegging. Mange personer har vært gjennom dette og flere deltakere fra INPRO har vært aktive bidragsytere.

Phd-stipendiatene Vegard Knotten ved Institutt for byggekunst, prosjektering og forvaltning og phd-stipendiat Fredrik Svalestuen ved Institutt for bygg, anlegg og transport (nå Institutt for bygg- og miljøteknikk) er begge i ferd med å avslutte arbeidet med sine phd-avhandlinger. Knotten disputerer 6. februar 2018.

I ProsjektNorge sin CoP innen Lean byggeprosess i november bidro deltakere fra INPRO-prosjektet bl.a.Bo Terje Kalsaas. 
Samling ble gjennomført i Horten rundt prosjektet for bygging av ny Horten videregående skole. Samlingen ble gjennomført med vertskap fra Veidekke (Erland Johansen, prosjektleder og Kristoffer Gjestemoen, prosjekteringsleder) samt UiA (Bo Terje Kalsaas).


Hovedfokus i høst har vært å få på plass avslutningsrapport samt planlegge sluttseminar for prosjektet 12.12.2017.

Sluttseminaret og sluttrapporten ble vellykket, med 100 deltakere på seminaret både fra prosjektdeltakerorganisasjonene samt eller fra bransjen.
Tema for seminaret og sluttrapporten er:
For fire år siden startet vi forsknings- og utviklingsprosjektet «INPRO - Integrert metodikk for prosjekteringsledelse». Veidekke som prosjektleder har samarbeidet med industripartneren Cowi, Nymo og Ulstein Group, samt forskningsmiljøer ved NTNU og UiA. Nå inviterer vi til sluttseminar sammen med Lean Construction NO, for å dele vår kunnskap og erfaring fra NFR BIA-prosjektet:
-Hvis prosjektering er en kreativ og lærende prosess - hvilke prinsipper og metoder trenger vi for å lede denne prosessen?
-Hva må til for å bedre kommunikasjonen mellom prosjekteringen og produksjonen?
-Involverende planlegging (Last Planner) i prosjektering - fungerer det i praksis?
-Hvordan er vi forskjellig/like og hva kan vi lære av det ? prosjektering/engineering i tre ulike bransjer (offshore, skipsbygging, bygg- og anlegg)?

Seminaret og rapporten ble balnt annet omtalt i artikkel i bygg.no.

Prosjektets overordnede idé er at prosjekteringsprosessen, hvor beslutninger tas om den tekniske utformingen av bygninger og konstruksjoner, kan ses som å ha en to-dimensjonal logikk som virker samtidig, om enn i varierende grad, i ulike faser:
-	En sekve nsiell logikk ("rasjonell"), dvs. der de ulike leveransene bygger på hverandre. Utviklingen  av det teknisk underlaget er forutsigbar og detaljeringen skjer gradvis 
-	En refleksiv logikk ("irrasjonell"), dvs. der de ulike leveransene er gjensidig avhengi ge. Utviklingen av det tekniske underlaget er mer uforutsigbar og detaljeringen skjer sprangvis.

Vårt utgangspunkt er at prosjekteringsprosessen må forstås som noe mer enn en rasjonell koordineringsøvelse der prosjekteringslederens hovedoppgave blir å un ngå alle unødvendige iterasjoner. Vi mener at prosjekteringsledelse langt på vei handler om å kunne lede med et element av usikkerhet, der usikkerheten fordrer ulike ledelsestilnærminger for å kunne ivareta et helhetlig perspektiv på prosjekteringsprosess en og dens resultater. Følgende fire problemstilinger vil i denne forbindelse være sentrale for FoU-prosjektet:

1. Prosjektering som læring: Prosjekteringsprosessen er også en læreprosess? Hva kjennetegner den læringen som oppstår og hvordan er det mulig  å legge til rette for den i praksis?

2. Kunnskapsoverføring mellom prosjektering og produksjon: Tegninger som kommunikasjonsmiddel. Hvilke grep kan gjøres for å styrke kunnskapsoverføringen og derigjennom lette overgangen mellom prosjektering og produks jon.

3. Organisering av planleggings- og beslutningssystemer: Hvordan kan nye måter å organisere og lede beslutningsprosessene på bidra til bedre samspill mellom hovedaktørene og fasene i prosjekteringen samtidig med at verdien på det ferdige produktet ø kes?

4. Måling av læring, kommunikasjon og kunnskapsoverføring: Hvordan utvikle styrings- og resultatmål som kan gi løpende informasjon om prosjekteringsteamets prestasjoner?

Integrert metodikk for prosjekteringsledelse

Veidekke Entreprenør AS er en av Norges største entreprenør og eiendomsutvikler med mer enn 3700 ansatte. Bedriften har satt som mål å ha de beste HMS-resultatene i bransjen og har med det satt en nullvisjon om alvorlige skader og 20 % årlige reduksjon i antall øvrige skader. For å oppnå dette ønsker bedriften bedre innsikt i operativ og strategisk sikkerhetsledelse i egen organisasjon, samt ny kunnskap om hvilke faktorer som genererer sikker jobbutførelse i den skarpe enden. Denne nærings-PhD studien er et viktig verktøy for å få denne innsikten.
Hovedproblemstillingen for forskningsprosjektet er:
Hvordan utvikle sikker arbeidspraksis i prosjektbasert produksjon i bygg og anleggsbransjen.
Det er skrevet tre artikler, derav to bokkapitler i lærebøker.
PhD-studien ser på bruken av Veidekke sitt system for sikkerhetsledelse ute på prosjekt, både på individuelt og organisatorisk nivå. Sentralt i arbeidet er å se i hvilken grad man faktisk lærer av uønskede hendelser og forhold, hvorvidt disse blir rapportert og registrert i bedriftens avviksrapporteringssystem og bruken av dette systemet i videre forbedringsarbeid. Dette omfatter bl.a. et forslag om å integrere HMS-risikostyring inn i planleggingsverktøyet Involverende Planlegging.
Målet med oppgaven er å skape kunnskap om hvilke faktorer som påvirker bruken og forståelsen av sikkerhetsledelsessystemet ute i prosjektorganisasjonen, og ut fra det beslutte og iverksette tiltak på både operativt og strategisk nivå i sikkerhetsarbeidet

Veidekke Entreprenør AS setter sikkerhet høyt på agendaen. Innen utgangen av 2015 har virksomheten som mål at fire av fem skader skal bort fra deres byggeplasser, noe som tilsvarer en reduksjon fra rundt 250 skader årlig til 50. Dette tallet inkluderer al le som jobber i bedriftens prosjekter, også underentreprenører og innleid arbeidskraft. 

Samtidig ser man en utflating og til dels økning av både antall skader og alvorlighetsgrad. For å lykkes med å nå målet på 50 skader i året ser virksomheten således  et behov for en dypere innsikt i sikkerhetsledelse og å utvikle ny kunnskap om hvilke faktorer som påvirker den faktiske atferden ute på en byggeplass. Dette for å styrke HMS-styring og -praksis i egen virksomhet og i bransjen for øvrig.

Formålet med arb eidet er dermed å øke kunnskapen om individets og gruppers risikoforståelse og håndtering på det operative nivået i bygg og anleggsbransjen,  og dermed gi et grunnlag for forbedring av Veidekkes operative og strategiske HMS-system.

Sentralt her vil være  å utvikle metoder og tilnærminger for å skape god risikoforståelse på ulike organisatoriske nivå (fra toppleder til operativt nivå) for å skape sikre arbeidsoperasjoner på operativt nivå.

Prosjektet vil videre gå inn i hvordan Veidekkes overordnede mål,  verktøy og ressurser innen sikkerhetsarbeidet henger sammen med faktisk individuell og organisatorisk atferd på byggeplassen. Herunder håndtering av målkonflikter mellom produktivitet/effektivitet og sikkerhet. En sentral utfordring i bransjen er ivaretak else av sikkerhet relatert til bruk av underentreprenører og innleide, inkludert bruk av utenlandsk arbeidskraft. PhD-arbeidet vil skape kunnskap om ivaretakelse av sikkerhet i disse grenseflatene.

Sikre arbeidsoperasjoner og risikoforståelse i prosjektbasert produksjon

1. Det jobbes fortsatt med en bok som sammenstiller forskningsresultatene i prosjektet, der vi samarbeider med Gyldendal forlag om publisering m.m.
2. Det har vært arrangert en internasjonal konferanse i Oslo, den årlige IGLC-konferansen (International Group for Lean Construction) som dette året ble lagt til Soria Moria og foregår fra 23-29 juni. Konferansen var basert på et samarbeid mellom Veidekke og Universitetet i Agder. Rundt 300 personer deltok. Alle deltakere (forsknings- og bedriftspartnere) i prosjektet bidro faglig i programmet. Lean Construction (LC) beskjeftiger seg med en teoretisk forståelse og praktisk planlegging og styring av byggenæringens prosjektbaserte produksjon. The Last Planner System (LPS) er en planleggingsmetodikk og er uten tvil den største suksessen som så lang t har kommet ut av LC-miljøet. Prosjektet vil bidra til å tilpasse ideer og systemer fra det internasjonale LC-miljøet til norske (og de samarbeidende bedriftenes) forhold. Dette innebærer blant annet tilpasning til norske samarbeids- og ledelsesforhold,  en forutsetning for vellykket implementering av disse ideene og systemene i Norge. Veidekke arbeider med en tilpasning til LPS som innbefatter å involvere alle ansatte (ikke bare ledere) i planleggingen på en systematisk måte. Dette er helt unikt.

LC og  planleggingsmetodikker av typen LPS/Involverende planlegging representerer (slik vi ser det) et betydelig potensial for forbedringer i produktivitet, kvalitet og sikkerhet i byggenæringen og i andre næringer med prosjektbasert produksjon. 

 LC internasjo nalt har i hovedsak arbeidet med fysisk logistikk på byggeplass. Veidekke og Fafo har funnet det nødvendig i tillegg å fokusere på byggeprosessen som økonomisk og ikke minst sosial prosess. Prosjektet vil gjennom FoU-arbeidet knyttet til måling av flyt og  de sosiale forholdene i en verdikjede med prosjektbasert samproduksjon være i front i det internasjonale LC-miljøet.
Det planmessige arbeidet med Involverende planlegging startet i 2006. Læringsprosjekter vil danne det industrielle og empiriske grunnlage t for FoU-aktivitetene som vil bestå av teoretisk og empirisk arbeid. Læringsprosjektene involverer mer enn 100 bedrifter i verdikjeden. Deltakere er Veidekke og Kruse Smith, FoU-institusjoner er Fafo, Universitetet i Agder, Universitetet i Oslo og Handel shøyskolen BI. Prosjektet planlegges med to doktorgrader.

Utviklingen innen LC innebærer et utstrakt internasjonalt nettverkssamarbeid i tillegg til Lean Construction - NO med ca 30 medl.
