Elite Political Dynamics in Electoral Autocracies

I ELITE studerer vi politiske eliter i autoritære konkurranseregimer. Vi skal undersøke hvordan de tar valg strategisk for å fremme egen karriere, og hva konsekvensene av dette er for det politiske systemet som helhet og for samfunnet ellers. Prosjektet er delt inn i tre temaer: For det første skal vi studere samhandlingen mellom medlemmene i parlamentet og i presidentadministrasjonen (kabinettet), for å forstå bedre hvordan samholdet i de politiske partiene styrkes eller svekkes av politikernes valg. Politiske partier er svært viktig for å holde regjeringer og presidenter ansvarlige for politikken de fører, men vi har liten forståelse for hvordan sterke partiorganisasjoner blir til, særlig i ikke-demokratiske regimer. For det andre skal vi studere om, og i så fall hvordan, dommere tilpasser sine domsavsigelser til politisk påvirkning. Vi ønsker å forstå hva som forklarer hvorfor de av og til kan dømme uavhengig fra politisk innflytelse, og hvorfor de av og til underkaster seg politikernes interesser. Dette har implikasjoner for utviklingen av en rettsstat, som er sentralt for et moderne politisk og økonomisk system. For det tredje vil vi studere hvordan politikernes konkurranse om karriere påvirker utvikling. I autoritære konkurranseregimer må politikerne konkurrere om velgernes stemmer i valg, men ytrings- og organisasjonsfriheten i disse valgene er ofte sterkt begrenset. Det er derfor uklart om denne konkurransen er tilstrekkelig til å tøyle politikere til å investere økonomisk i befolkningen for å sikre sitt gjenvalg. For å kunne studere disse tingene, bruker ELITE empiri fra Zambisk politikk. Vi er i gang med å systematisere data på det politiske og juridiske systemet i Zambia. I samarbeid med biblioteket til parlamentet i Zambia, digitaliserer og strukturerer vi alle parlamentsdebattene i Nasjonalforsamlingen tilbake til 1924. Med disse dataen kan ELITE teste en rekke antakelser om autoritære konkurranseregimer, og kombinere systematiske statistiske modeller med dyp kontekstuell kunnskap.

The aim of ELITE is to study the rank-and-file of political elites in electoral autocracies, and how their strategic interaction affects the overall political system and societal outcomes. The project is divided between three areas of interest. First, we will study the interaction among members of parliament and the executive branch to understand the conditions under which the unity of permanently organized parties is promoted or hindered. Political parties are among the most important institutions for functioning accountability in political systems, but their development is not well understood. Second, we will study the strategic interaction between judges and politicians that explain why judges sometimes are empowered to rule independent from government interests and why the judiciary sometimes instead defers to the interests of the regime. This has implications for the rule of law which is an essential institution for a modern political and economic system. Third, we will study the effect of elite competition on human development. It remains unclear whether electoral competition in electoral autocracies are sufficient to motivate politicians to invest in their electorate, which we will study directly in ELITE. To accomplish this, ELITE will focus on an in-depth look at the Zambian political system. Due to an exceptional data availability from this country, ELITE can produce unique insights about elite dynamics in this specific political system. This allows the project to dig into many of the standard assumptions in the literature, and tests these in rigorous, large-N setups combined with deep contextual knowledge. Overall, the project will result in at least 8 journal articles, 2 policy briefs, 4 unique datasets on political institutions in Zambia, and a workshop. Hosted at PRIO, the project brings together research talent with complementary and different backgrounds and establishes a network with Zambian researchers.
