Are children with communication difficulties given equal opportunities to develop their communication skills?

Flere barn og unge i Trondheim har kommunikasjonsvansker på grunn av tilstander som Cerebral parese, autismespekterforstyrrelser eller Down syndrom. I følge Verdenserklæringen for menneskerettigheter har alle rett til menings- og ytringsfrihet. Dette gjør det spesielt viktig å fremme bruken av Alternativ Supplerende Kommunikasjon (ASK) for å gi alle mennesker mulighet til å kommunisere. I Norge understreker lover og forskrifter (som for eksempel Opplæringsloven og Barnehageloven) retten til å bruke ASK-systemer for barn som har kommunikasjonsvansker som medfører at de helt eller delvis mangler funksjonell tale. I Trondheim kommune er ulike sektorer og profesjoner involvert i formidling og opplæring i bruk av ASK-systemer for barn med kommunikasjonsvansker. Likevel får mange barn ASK-systemer sent, trolig på grunn av fragmenterte og uklare rutiner for henvisning og oppfølging. I dette doktorgradsprosjektet ønsker vi derfor å undersøke i hvilken grad barn med med behov for ASK får mulighet til å lære og utforske denne kommunikasjonsformen i hverdagen. Dette vil vi kartlegge gjennom en spørreundersøkelse til barnehager og skoler i Trondheim. I tillegg vil vi undersøke hvilke metoder som fungerer best for at barn og unge med kommunikasjonsvansker skal få tilgang til, samt lære å bruke ASK-systemer for å kommunisere i hverdagen. Dette vil vi undersøke på to måter: (1) utforske spesialpedagogers erfaring med å benytte en målrettet metode (Goal Attainment Scaling) for å lære barna og personer rundt barna å bruke ASK, og (2) spørre barn og unge som bruker ASK om deres erfaringer rundt hva som fungerte godt og hva som bør endres for best mulig opplæring i bruk av ASK i hverdagen. Basert på disse resultatene er målet å utarbeide en retningslinje for tverrfaglig oppfølging og opplæring i bruk av ASK for barn og unge i Trondheim kommune, slik at alle får mulighet til å ytre sine meninger.

According to International Human Rights Law, the freedom of expression and opinion is a human right. This underscores the importance of promoting the use of Augmentative and Alternative Communication (AAC) systems that enable all humans to communicate. Providing good services to children with communication difficulties aligns with three of the United Nations Sustainable Development Goals (goals 3, 4 and 10), as well as the goals of the Department of Upbringing and Education in Trondheim. In addition, it is one the focus areas in the Developmental agreement plan for the Occupational Therapy Unit in Trondheim. Further research on effective implementation methods for AAC systems and the development of an interdisciplinary service course is therefore important, to ensure timely and individualized follow-up when providing AAC systems for children with communication difficulties living in Trondheim. This PhD-proposal aims to provide evidence-based information that can contribute to more effective and predictable implementation of AAC systems for children and youths with communication difficulties. The project's primary goals are firstly to investigate the prevalence of children with communication difficulties living in Trondheim, to better understand the population's composition and needs. Secondly, we will investigate Special education teachers’ experiences (pros and cons) with implementing AAC systems using the Goal Attainment Scaling method.?Lastly, we aim to explore the perspectives and experiences from children and youths using AAC systems for communication to obtain their perspectives on which factors that contribute to effective implementation and follow-up.?Based on the knowledge acquired through these studies, the end result of this project is to create an interdisciplinary service course to ensure more timely and resource effective interdisciplinary cooperation in the process of implementing AAC systems for children with communication difficulties.
