Providing hydrogen for transport in Norway: A social learning approach

This project aims to develop systematic knowledge about non-technical issues related to barriers on the one hand and options on the other, which have to be managed as part of the implementation of hydrogen in the transport sector. It will be conducted in four stages. First, we will develop a theoretical framework to describe and analyse non-technical issues related to hydrogen for transport, based on previous research. Second, and most important, we will undertake detailed empirical investigations of an o ngoing large-scale demonstration project – HyNor. To study this project allows a unique access to analyse the social learning from such demonstration efforts. Third, we will give feedback of findings from these empirical studies to HyNor. Forth, based on the theoretical framework and the empirical studies, we will outline and provide a thorough analysis of the employed implementation strategies and identify critical policy issues that emerge from this project related to overcoming non-technical barriers a nd utilising options when implementing hydrogen in the transport sector. The project will utilise actor-network theory and interactive technology policy theory.
