International Energy Agency - Hydrogen Implementing Agreement - Annex 19 - Hydrogen Safety -

Lack of operating experience with hydrogen energy systems in consumer environments is a barrier to the widespread adoption of hydrogen systems and infrastructure. IEA Hydrogen IA starts a new annex 19 as part of the international effort for necessary code s and standards. This proposal establishes a Norwegian core group to contribute in the work to be performed in the annex. Evolving codes, standards or local regulations may become unnecessarily restrictive or burdensome and hamper early adoption without t his. Risk Management Produce background material to prepare for collaborative testing programs. Activities: • Conducting a survey of existing QRA’s and case studies • Conducting comparative QRA for existing hydrogen energy stations and those using conv entional fuels. • Conducting a risk and consequence analysis to ascertain the probability and effects of unwanted events. Testing program to evaluate the effects of equipment/system failures under a range of real life scenarios, environments and mitigati on measures. Activities planned by the Norwegian group: • Planning/design of unique tests of large scale releases and ignition of hydrogen in tunnels, in cooperation with Forsvarsbygg. Data gained from large scale tests are essential for modelling the eff ects of hydrogen combustion in confined spaces • Design of tests to gain data for ignition modelling and assessment of hydrogen ignition probability Other activities planned: • Destructive Testing of Novel Hydrogen Piping Designs. • Validation of electr ical classification required for hydrogen. • Develop data for a design standard for hydrogen storage systems. Targeted Information Packages for Stakeholder Groups Results obtained will be used to develop targeted information packages for stakeholder gro ups. Activities: • International requirements for location of hydrogen energy technologies • Develop an intelligent Virtual Hydrogen Fuelling Station • Develop comprehensive info. documents.
