Operating Agent for IEA-HIA Task 23 Small Scale Reformers for On-Site Hydrogen Supply

This project is part of an international collaboration project, Task 23 Small Scale Reformers for On-Site Hydrogen Supply, under the International Energy Agency Hydrogen Implementing Agreement (IEA-HIA). Norway has participated in the project since its k ick off in the Autumn of 2006. The main goal of the project is development of safe and harmonized technology and a global market guide for on-site hydrogen supply from hydrocarbons, fossil and renewable. The Norwegian participants in IEA-HIA Task 23 ha ve been StatoilHydro and SINTEF. SINTEF ICT (by Dr. Ingrid Schjølberg) has been the Operating Agent of the Task 23 since its start up. Task 23 is close to having reached is goals and due to its success and large industrial participation the task has bee n extended (Executive Committee (ExCo) meeting, May 2009) and the project will continue through 2010, and hold a final seminar in 2011. There is therefore a need for further funding of the SINTEF participation and SINTEF activities in Task 23. The SINTEF participation has up till now been funded by the Research Council of Norway, project numbers 180188 and 192960. On-site hydrogen production is an important stepping stone towards the development of a hydrogen infrastructure and a more environmental frie ndly transport sector. A cost comparison performed by Task 23 experts show that in an early market phase on-site reforming is cheaper than centralized production. This confirms the need for a harmonization of technology as in footprint, capacity and size to reduce costs and enable mass production. This project will contribute to development of a hydrogen infrastructure through the development of a basis for safe and harmonized technology for on-site production and a global market guide. This type of inte rnational collaboration projects, working across disciplines and industrial segments, is essential to facilitate industrialization and cost reduction in the development of a hydrogen infrastructure.
