Climate emission and energy use planning at the local level: Top-down directives and bottom-up responses

Prosjektet hadde som målsettning å gjøre en studie også av svenske kommuners arbeid med klima og energi. Den svenske loven om kommunal energiplanlegging fra 1977 er et typisk eksempel på myk regulering, og dennes gjennomslag i kommunal planlegging har vist seg å være ytterst mager. Fra 1990-tallet og framover tok man imidlertid i bruk også økonomiske virkemidler og dette gir grunnlag for en dypere analyse av ulike virkemidlers potensial for å påvirke den kommunale klima- og energipolitikken. Arbeidshypotesen har vært at der myke virkemidler omgis av mer stringente økonomiske virkemidler - "a shadow of hierarchy" - med statlige midler til lokale klima- og energitiltak, så øker dette kommunenes innsats på området og også institusjonaliseringen av dette politikkområdet. Så vel gjennomgangen av de undersøkte kommunenes klima- og energiplaner og intervjuene med kommunale politikere og administratorer bekrefter denne hypotesen. Samtidig viser våre studier at graden av tidligere engasjement i klima- og energiarbeidet påvirker lokale strategier; blant annet vet å markedsføre egen kommune som en klima- og energivennlig kommune en viktig rolle. Hva gjelder institusjonalisering internt og samordning med regionale aktører, drar dette prosjektet nytte av en studie i lokal klimaplanlegging blant 13 kommuner i Stor-Gøteborg som den svenske prosjektdeltakeren sluttførte og publiserte under prosjektets gang. The point of departure for this project is a stipulation contained in the revised Planning and Building Act (PBL) of 2009 requiring municipal authorities to develop climate gas emission and energy use plans as part of their on-going planning processes. Vi rtually all municipalities now have such plans, but there is little cumulative knowledge about the processes by which these plans were prepared, the content of the plans, and how these plans have been followed up since their adoption. The proposed project is designed to fill this knowledge gap, providing a comprehensive overview of how the intentions found in the revised Plan and Building Law been pursued in municipal planning and implementation activities, and the current status of climate gas emission a nd energy use policies at the local level. A combination of document studies, a national survey and in-depth case studies will be conducted to achieve this end. Through collaboration with Swedish researchers the project will also incorporate a comparative perspective, thereby providing a broader basis of understanding of these matters. Particular attention will be paid to issues of involvement and coordination among different actors within each municipality as well as across municipal boundaries both hori zontally and vertically, and the significance of the legal framework for planning and implementation activities within this domain. In the last phase of the project emphasis will be given to identifying and communicating the policy implications of the res earch results. This will be done by means of user dialogues with policy makers seeking to achieve reduction in climate emissions and effective energy use by means of realistic, locally anchored policy processes.
