OptiMaaS – Optimized Mobility as a Service. Holistic mobility solutions for the urban periphery

Grunntanken bak konseptet Mobility as a service (MaaS) er at kunden skal kunne velge det transportmiddelet som passer henne best i ulike situasjoner. Hun får oversikt over ulike reisevalg gjennom en app på sin mobiltelefon, og kan velge å betale et abonnement som gir henne tilgang på bil, sykkel, kollektivtransport med mer. Målet er at dette skal gi et så godt tilbud at man ikke lenger trenger å eie sin egen bil. Et helhetlig tilbud av mobilitetstjenester krever samarbeid mellom offentlige og private tilbydere av mobilitetstjenester. I forskningsprosjektet OptiMaaS har målet vært å utvikle og teste nye metoder og strategier for et helhetlig mobilitetstilbud, i tett samarbeid med både offentlige og private tilbydere. Prosjektet har drevet frem anvendt forskning, innovasjon og implementering av MaaS-løsninger. Byene som var involvert i prosjektet, og som har bidratt til å teste ulike strategier og løsninger, er Oslo og Wien. Løsningene har blitt testet i bynære utkantstrøk, hvor vi kan anta at (Opti)MaaS har størst effekt. Testingen ble gjort i ulike fysiske og virtuelle kontekster og miljøer, med fokus på brukerne. Prosjektet har indentifisert de juridiske, økonomiske, og organisatoriske rammene som en MaaS-løsning ville bli introdusert innenfor. Prosjektet har pilotert en Maas-løsning blant utvalgte husholdninger i Oslo, og arbeidet for å etablere mobility- og policy-labs for å teste MaaS-løsninger pågår. Undersøkelsesresultater fra beboere på pilotområdet har blitt analysert for å bestemme faktorer som kan påvirke opptak og bruk av Maas-løsninger. Det ble gjennomført en vurdering av gangvennlighet og sykkelvennlighet for pilot-området Vestre Billingstad i Oslo-regionen. Anbefalingsrapport basert på laboratoriene og andre prosjektaktiviteter er ferdigstilt.

The OptiMaaS project successfully tested a MaaS solution in Vestre Billingstad (VB). The shared mobility hub was launched in summer 2020 and offered shared cars and bicycles. Within the first 6 months of service there was strong usage and an expansion of services to include electric scooters. A policy lab was held in autumn 2020 with stakeholders to identify ways to promote MaaS adoption. Key drivers included the framework conditions established by the government to limit automobile traffic, limiting parking spaces, increasing the types of vehicles and pricing models for shared mobility offerings, and effective marketing campaigns. In winter 2021 a walkability and bikeability assessment was carried out for the VB area, which concluded that the site is both very walkable and bikeable whereas the surrounding areas are bikeable and only somewhat walkable.

OptiMaaS aims at reducing congestion through better multimodal, environmentally friendly mobility services in the urban periphery and improving the social acceptance of Mobility as a Service (MaaS) offers. Existing spatial structures within the urban periphery have a big impact on the citizens’ mobility options. OptiMaaS develops new methods and processes addressing the needs of public and private mobility actors to provide optimized MaaS offers. The first specific objective is to identify changing requirements and novel solution paths for planning better MaaS offers in the urban periphery thus setting up an adequate MaaS-operator-landscape. The second objective is to generate Mobility Labs on individualized MaaS-interface-communication strategies1 focusing diverse social patterns within the urban periphery. Thirdly we will develop new simulation techniques for evaluating the impact of dynamic incentives and pricing as well as personalized MaaS-routing policies2 on the mobility system as a whole. Mobility-Labs (physical and/or virtual) in Vienna, Salzburg, Oslo and Brussels will evaluate the impact of different strategies on city planning policies, new business models, cooperation of public and private mobility actors and user acceptance of individualized MaaS offers.
